How to Limit Steam Bandwidth So Downloads Don’t Disrupt Gaming or Streaming

Steam’s built-in download limiter can keep game updates from crowding out online play or streaming. This guide explains the exact setting, unit conversions, testing method, update controls, and Steam Link’s separate bandwidth option.

Steam can cap its own download rate without extra software. In the desktop client, open Steam > Settings > Downloads, enable Limit Download Speed, and choose a rate. Start with a conservative value, then play your online game or run your stream while the download continues; lower the cap if the session still suffers, or raise it in small steps when the connection remains stable.

The number Steam shows is in bytes per second (KB/s or MB/s), while internet plans normally use bits per second (Kbps or Mbps). Because one byte contains eight bits, a plan advertised at 100 Mbps has a theoretical equivalent of 12.5 MB/s before protocol overhead and other traffic. That unit difference is the most common source of a seemingly “wrong” limit.

What Steam’s bandwidth limit actually controls

The client-side limiter applies to Steam game and software downloads. It lets downloads keep progressing while reserving some capacity for an online match, voice chat, cloud activity, or a live broadcast. It does not guarantee a particular ping, frame rate, or stream quality: congestion, Wi-Fi interference, upload saturation, routing, and the game server can also cause problems.

There is no Valve-published universal cap that works for every household. A suitable setting depends on your connection’s real throughput, other people’s traffic, whether the game needs a steady low-latency path, and how much download time you are willing to trade for headroom.

The cap is a ceiling for Steam, not a reservation enforced by your router. If Steam is limited to a particular rate, another application can still use capacity that remains available, and the rest of the household can still compete for the connection. Likewise, a cap cannot fix an upload bottleneck, a weak wireless signal, or a problem at the game or streaming service.

Set the cap in the Steam desktop client

  1. Open Steam.
  2. Choose Steam in the upper-left menu, then select Settings.
  3. Open Downloads in the Settings sidebar.
  4. Find Limit Download Speed and turn the option on.
  5. Choose the rate from the control Steam provides. The selected value is the ceiling for Steam’s download activity, not a reservation that other apps automatically receive.
  6. Close Settings and start, resume, or leave the download running.

The Downloads page and download manager show the active limit, so you can confirm that the cap is being applied while a file transfers. If the value appears in KB/s or MB/s, compare it with your plan only after converting units.

No hardware purchase is required for this procedure. Steam’s built-in client setting is the direct control for limiting its own downloads. A router with configurable quality-of-service controls can be relevant to a larger, shared-network congestion problem, but it is not needed to enable Steam’s limiter.

Convert your internet plan to Steam’s units

Internet providers usually advertise megabits per second (Mbps). Steam displays megabytes per second (MB/s) or their kilobyte equivalents. Divide a bit-per-second figure by eight to get the matching byte-per-second figure:

Mbps ÷ 8 = MB/s

Advertised plan rate Approximate byte rate What that means for a Steam cap
25 Mbps 3.125 MB/s A cap near this value would consume nearly all theoretical downstream capacity.
50 Mbps 6.25 MB/s Leaving meaningful room for play usually requires setting below this ceiling.
100 Mbps 12.5 MB/s The conversion is theoretical; protocol overhead and other traffic reduce usable speed.
200 Mbps 25 MB/s Steam may show a lower real rate depending on the server, storage, and route.
500 Mbps 62.5 MB/s Other devices can still compete for capacity even on a fast plan.

These are arithmetic conversions, not recommended limits. A 100 Mbps plan does not mean you should set Steam to 12.5 MB/s: that would leave little room for an online game or stream, and actual throughput fluctuates. The same eight-to-one distinction applies to kilobits and kilobytes.

Steam’s display is also a live transfer rate, not a guarantee that every download will reach the selected ceiling. A server may be busy, the route may vary, or Steam may be reading, unpacking, and installing data on the disk. Those phases can make the visible network rate fall even when the limiter is working normally.

Choose a cap without guessing

Start below the connection’s sustainable rate

Pick a value that clearly leaves headroom rather than trying to maximize the download immediately. Steam’s control is adjustable, so the useful target is the highest rate at which your intended activity remains reliable, not a number that looks fast in isolation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no official formula that turns a plan’s advertised speed into a correct Steam value. The advertised rate is a best-case service figure, while usable throughput changes with time, route, Wi-Fi conditions, and concurrent traffic. Treat the first value as a test setting, not a permanent recommendation.

Test the activity that was being disrupted

With the download running, join the online game, start the gameplay broadcast, or use the video call that previously suffered. Watch for the symptoms you actually care about: rising in-game latency, rubber-banding, dropped frames, buffering, or voice-chat breakup. A speed test performed while nothing else is happening cannot answer this question.

Test under the same conditions that matter. If the problem normally occurs when another person is watching video or when several devices are active, reproduce that situation. Keep the same game or stream open while changing the cap so you are comparing like with like.

Change one step at a time

If the session is still unstable, lower the Steam limit and test again. If it is stable and the download is unnecessarily slow, raise the limit cautiously. Give each change enough time to show its effect; rapidly moving the slider makes it difficult to tell whether a transient network fluctuation or the cap caused the result.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Record the value that worked and the activity you tested. A setting that is fine for a low-bandwidth voice session may not be enough headroom for a high-quality broadcast, and a value that works late at night may be too aggressive when the household is busy.

Remember that a cap is not a diagnosis

If lowering Steam’s rate does not help, the bottleneck may be elsewhere. Upload saturation can hurt a stream even when the download is capped, and Wi-Fi contention or a busy route can create latency independent of Steam’s transfer rate. The limiter is a practical first control, not proof that bandwidth is the only cause.

Pause Steam entirely for a short comparison. If the same lag, buffering, or voice breakup remains with no Steam transfer, investigate the other traffic and network conditions before lowering the cap further. If the symptom disappears, restore the download at a lower value and retest.

Use the right control for the problem

Control Best use Trade-off or qualification
Limit Download Speed Downloads should continue while play or streaming gets more capacity. Downloads take longer, and no universal value is guaranteed.
Update scheduling The disruption occurs when an update starts at an inconvenient time. An update may wait until its scheduled window, so games can remain unpatched longer.
Queue and download-manager controls You need to decide which title downloads first or pause a transfer temporarily. Managing order changes timing, not the total capacity available to Steam.
Per-game update behavior You want different update behavior for a particular installed game, especially during play. Labels and available choices can vary by client version.
Pause downloads while playing or streaming You want the strongest separation during an active session. The transfer stops rather than continuing at a reduced rate; confirm the current client wording.
Steam Link Bandwidth Limit Your video stream is delivered through Steam Link and needs a quality/bandwidth adjustment. This is separate from the PC client’s download cap.

Choose based on the failure mode. If you want a patch to keep making progress, use a speed cap. If the problem is an update beginning at the wrong time, scheduling or pausing is more direct. If one game needs special treatment, use its per-game update behavior rather than imposing a low rate on every download.

Stop updates from starting at the worst moment

If the complaint is “Steam begins downloading when I sit down to play,” reducing the rate may not solve the timing problem. Open the Downloads page and use the client’s scheduling, queue, and pause controls to decide when transfers may run. The download manager exposes the current queue and bandwidth limit, allowing you to pause an individual item or move another item ahead.

Steam also provides per-game update behavior. Use it when one title should be treated differently from the rest of the library, such as allowing updates only when you launch the game or preventing background updates during a session. The exact labels can change as the client evolves.

Valve’s December 11, 2024 Steam News announcement about game-update settings described choices that included letting Steam decide based on factors such as recent play and bandwidth availability, or waiting until a game launches. It also described existing controls for limiting speed and pausing downloads while playing or streaming. The announcement was a beta-era description; use the labels currently shown in your installed client rather than assuming every phrase remains identical.

Valve summarized the goal this way: “When downloading game updates, Steam continues to try to strike a balance between keeping your games ready to play and efficiently using your bandwidth.” That balance is why a schedule, queue choice, or pause can be more appropriate than leaving a very low cap in place all day.

Adjust Steam Link streaming separately

Steam Link has its own streaming bandwidth setting. Changing the desktop client’s download cap does not change the amount of bandwidth Steam Link uses for the video stream, and changing Steam Link does not limit game downloads on the PC.

  1. Open Steam Link’s network or streaming settings on the device you use as the Link client.
  2. Find Bandwidth Limit.
  3. Begin at the lowest available setting.
  4. Increase the value gradually while watching for image breakup, input delay, buffering, or disconnects.
  5. When problems appear, return to the last setting that worked reliably.
  6. Select Automatic to restore Steam Link’s default behavior.

This low-to-high procedure is intended for the stream’s quality-versus-bandwidth trade-off. It is not a replacement for setting a download ceiling in the Steam desktop client. If a Steam update is running at the same time, keep both controls in mind: limit or pause the download on the host PC, and tune the stream’s bandwidth on the Link device.

A practical troubleshooting sequence

Downloads are still overwhelming play

  • Confirm that Limit Download Speed is enabled, not merely set to a value and then disabled.
  • Check the displayed unit and make sure you did not mistake MB/s for Mbps.
  • Lower the cap and retest the same game under the same type of activity.
  • If the problem persists, pause Steam completely and check whether latency improves; if it does not, investigate other devices, Wi-Fi conditions, upload use, or the game service.

The download is far slower than the selected cap

  • The cap is a maximum, not a promise that Steam’s servers or your storage will sustain that rate.
  • Server load, routing, disk installation work, and other traffic can keep the observed speed below the ceiling.
  • Check the download manager to see whether the item is queued, paused, or applying an update rather than transferring continuously.
  • Do not raise the cap solely because the current number is below the ceiling; first determine whether Steam is waiting on disk work or a server response.

Steam appears to ignore the setting

  • Reopen Steam > Settings > Downloads and verify the toggle and selected value.
  • Watch the active transfer in the download manager; a brief spike can occur when the client is starting or finalizing work.
  • Restart Steam if the interface and the transfer display disagree, then verify the setting again.
  • Do not confuse a game’s launch-time installation or disk activity with network downloading.

Streaming is still buffering through Steam Link

  • Adjust Steam Link’s Bandwidth Limit independently, beginning low and stepping upward only while the stream remains stable.
  • If Automatic was previously changed, select it to return to the default behavior and retest.
  • Keep the Steam download cap in place as well if a simultaneous game update is competing with the stream.
  • If buffering remains after Steam downloads are paused, the Link path, wireless conditions, or streaming setting may be the limiting factor rather than the PC download.

An update starts during an important session

  • Pause the active download from the download manager for an immediate stop.
  • Use scheduling or per-game update behavior to prevent the same timing conflict in future sessions.
  • Use a speed cap instead of a full pause when you want the update to make slow progress in the background.

Examples of sensible decision paths

You are playing an online game while a large update installs

Enable the download cap, select a conservative value, and test an actual match. If latency remains high, reduce the value or pause the update. Once the match is stable, increase the cap only if the additional speed does not bring the symptoms back.

You broadcast gameplay from the same connection

Keep in mind that a broadcast also consumes upload capacity. A Steam download cap can protect the downstream side, but it cannot by itself reserve upload bandwidth for the encoder or streaming service. If reducing the download does not change dropped frames, inspect the upload side and other household traffic.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You only need to avoid surprise updates

Use scheduling, queue controls, and the game-specific update option instead of imposing a low cap all day. This addresses the start time directly and lets Steam download at a higher rate during an approved window.

You use Steam Link on a television or handheld device

Apply two separate decisions: cap Steam downloads on the host PC, then tune Steam Link’s Bandwidth Limit for the stream. A value that is safe for downloads may still be too high for the stream’s available path, and a stream setting does not govern background game updates.

Several people share the connection

Start with a lower cap than you would use on an otherwise idle line, then test while the other household activity is actually running. If the connection remains congested even with Steam paused, the issue is broader than the Steam client and may require coordinating device use or examining the network itself.

What the setting cannot promise

Steam does not publish a single recommended download number for all players, and the official guidance does not promise that a given cap will remove lag. Performance can change with the time of day, the game server, the route to Steam, local network load, wireless conditions, and the capabilities of the device doing the download or stream.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For that reason, treat the limit as a feedback-based control: choose a starting point, reproduce the real activity, observe the result, and adjust. Keep the setting that preserves a reliable session while still making acceptable download progress.

Bottom line

Use Steam’s built-in Limit Download Speed option for ongoing control, and use scheduling, queue, pause, or per-game update settings when timing is the real issue. Convert bits to bytes before judging the number, tune the cap against the activity you actually perform, and adjust Steam Link’s bandwidth independently when the stream itself is the bottleneck.

Frequently Asked Questions

Where is Steam’s download bandwidth limit?

In the desktop client, choose Steam > Settings > Downloads, enable Limit Download Speed, and select a rate. The download manager shows the active limit while a transfer is running.

What Steam cap should I use?

There is no Valve-published number that fits every connection. Start conservatively, test the game or stream that was affected, and lower or raise the cap in small steps until that activity is stable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why does Steam show MB/s when my internet plan says Mbps?

Steam uses bytes per second, while providers normally use bits per second. Divide Mbps by eight to estimate MB/s; for example, 100 Mbps is 12.5 MB/s before overhead and competing traffic.

Does limiting Steam downloads guarantee lower ping?

No. The limiter can reduce downstream competition, but latency can also come from Wi-Fi interference, upload saturation, routing, the game server, or other devices.

Should I pause downloads or limit their speed?

Use a speed cap when you want the update to keep progressing. Pause or schedule downloads when the main problem is an update starting during a particular session.

Can I make one game behave differently from the rest of my library?

Steam provides per-game update behavior. Use that option when one title needs different treatment, while remembering that labels and choices can vary by client version.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is Steam Link’s Bandwidth Limit the same as Steam’s download limit?

No. Steam Link’s setting controls the streaming path and its quality-versus-bandwidth trade-off. The desktop client’s limit controls game and software downloads on the PC.

Do I need a router, Ethernet cable, or other hardware?

No purchase is required for Steam’s built-in limiter. Additional network equipment may address a wider shared-network problem, but it is not necessary to enable or use this setting.

Why is a Steam download slower than the limit I selected?

The selected value is a maximum, not a speed guarantee. Server load, routing, disk installation work, queue state, and other traffic can keep the observed rate below the ceiling.

What should I do if Steam Link still buffers?

Adjust Steam Link’s Bandwidth Limit separately. Start at the lowest setting, increase gradually until problems appear, then return to the last reliable value; choose Automatic to restore default behavior.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

Cap Steam with Steam > Settings > Downloads > Limit Download Speed, convert Mbps to MB/s before choosing a value, and tune it against a real game or stream. Use scheduling or pausing for timing conflicts, and configure Steam Link’s bandwidth separately.
