For a versatile melee character built around V.A.T.S., prioritize Strength for Big Leagues, then work toward Agility 9 for Blitz. That pairing supports melee damage and lets you close distance with V.A.T.S. attacks. It is a practical build direction, not a proven universal best: stealth, direct combat, Power Armor, and Survival play can all call for different investments.
Choose the kind of melee fighter you want to play
Fallout 4 ties perks to SPECIAL attributes, so plan your starting stats around the perks you want rather than spreading points without a goal. The game’s character system provides the framework; check the perk cards in your installed version for their current rank requirements and effects.

- V.A.T.S. melee: Build toward Agility 9 for Blitz and use V.A.T.S. to extend your attack reach.
- Direct-combat melee: Prioritize Strength and melee damage, then invest more in durability if you expect to stay in close range without relying on V.A.T.S.
- Stealth melee: Consider Sneak and Ninja for an approach built around avoiding detection and opening attacks. Confirm their current effects on your in-game perk cards rather than relying on unverified multiplier claims.
- Power Armor: A viable equipment preference, but not a requirement for a melee build. Choose supporting perks and gear to suit how you want to fight.
Build around Strength and Big Leagues
Big Leagues is the central Strength perk for melee-weapon damage. Prioritize it as you meet its SPECIAL and level requirements, checking each rank in the game before committing further points. The available references support its role, but do not establish reliable rank-by-rank percentages to quote here.
After that core investment, decide whether your next points should improve survival or equipment. Health and armor become more valuable when your strategy involves taking hits; weapon-modification access is useful if you want to improve equipment through crafting. Bethesda describes Fallout 4 as including weapon modifications, legendary weapons, and customizable Power Armor, but there is no single established crafting order that suits every melee character.

- Freedom and Liberty Do whatever you want in a massive open world with hundreds of locations, characters, and quests. Join multiple factions vying for power or go it alone, the choices are all yours
- Be whoever you want with the special character system. From a power Armored soldier to the charismatic smooth talker, you can choose from hundreds of perks and develop your own playstyle
- New next generation graphics and lighting engine brings to life the world of fallout. From the blasted forests of the common wealth to the ruins of Boston, every location is packed with dynamic detail
- Intense first or third person combat can also be slowed down with the new dynamic Vault Tec Assisted Targeting System (V.A.T.S) that lets you choose your attacks and enjoy cinematic carnage
Use Blitz if you want V.A.T.S. mobility
Blitz is an Agility perk that increases the effective reach of melee attacks made in V.A.T.S. For a build that uses V.A.T.S. to cross the gap to an enemy and attack, Agility 9 is the important milestone. Its appeal is mobility as well as damage potential: it changes how far away a V.A.T.S. melee target can be reached.
Blitz is optional. If you prefer attacking on foot and investing in staying power, you can build around Strength and defenses instead of directing your character toward Agility 9. The references establish increased V.A.T.S. reach, not a complete formula for damage by rank, so use the perk card in your game for exact effects.

Pick a weapon for how you fight, not just its reputation
Start with a practical melee weapon you can obtain, improve it when suitable modifications are available, and move to a stronger unique or legendary weapon when you find one. No single weapon is established as best for every character. Compare the factors that affect your own build:

- Damage and attack speed: Consider how much damage a hit deals and how quickly the weapon attacks.
- Reach: Affects how comfortably you can engage enemies, especially outside V.A.T.S.
- V.A.T.S. cost: Action-point use matters if you plan to make repeated V.A.T.S. attacks.
- Legendary effect: An effect may complement your perks or preferred combat pattern.
- Access: Account for the quest, level, add-on, platform, and edition requirements for a particular item.
These item-level details are not established here, so check the weapon’s stats and acquisition requirements in your game before shaping a build around it.

Keep difficulty and add-ons in perspective
On higher difficulties or in Survival play, investing more in defenses can be a sensible tradeoff against damage or mobility perks. The right balance depends on whether your character avoids detection, uses Blitz to reach targets, or fights enemies directly.
The base build does not require an add-on. Bethesda describes Fallout 4 as having official add-ons, modded weapons, legendary weapons, and customizable Power Armor. Far Harbor and Nuka-World are optional expansions: Bethesda’s 2016 announcement describes Far Harbor as adding quests, settlements, creatures, and dungeons, and Nuka-World as adding weapons, quests, Raiders, creatures, and a new region. Treat any weapon or build recommendation tied to either expansion as add-on-dependent, and confirm compatibility for your platform and edition.
