Build a connected road framework, give streets distinct jobs, and investigate congestion before adding lanes. The exact tools and traffic behavior depend on whether you’re playing the original Cities: Skylines or Cities: Skylines II, so the guidance below labels sequel-specific features.
Start with a connected framework
In the original Cities: Skylines, the manual’s starting instructions connect a new road to the highway; roads provide access for traffic and support zoning. Begin with enough connections to link the starting area to the wider network, then leave room to extend roads as the city grows. Avoid treating the first blocks as a finished plan: later districts need routes that do not all funnel through one street.

The original game’s manual covers the basic road and zoning functions. In Cities: Skylines II, Paradox documents grid mode, snapping, road guides, and road angles as tools for shaping blocks and aligning streets. Those tools can help keep a layout legible while you expand; check your installed version for feature availability. Paradox’s Road Tools feature page describes them.
Give each road a role
A useful planning heuristic is to separate local access from movement between areas and access to the wider city. It can reduce the temptation to send every trip through residential streets, but it does not guarantee that the game will route vehicles as intended.

- Minecraft is a game about placing blocks and going on adventures
- Explore randomly generated worlds and build amazing things from the simplest of homes to the grandest of castles
- Play in creative mode with unlimited resources or mine deep into the world in survival mode, crafting weapons and armor to fend off the dangerous mobs

| Road role | Primary job | Layout consideration |
|---|---|---|
| Local streets | Reach homes, shops, and other destinations within a district. | Connect these streets to a larger route without making them the only way across town. |
| District connectors | Move traffic between nearby areas. | Provide connections between districts and the routes leading to the highway. |
| Highway links | Connect the city to broader routes. | Plan access so highway-bound traffic has a route that does not require cutting through unrelated local streets. |
This hierarchy is community design guidance, not an official description or guarantee of the game’s route-selection rules. The community road-planning guide recommends distinguishing road roles to discourage through-traffic in districts.
Choose a layout by its connections, not its shape
A grid, a set of branching streets, or a mix can all work; the important question is how each layout connects destinations to district routes and highway access. Compare options using the same practical checks:

- Unveil what hides behind the deceiving appearances of the Van den Bosch family.
- Question all the suspects and glean crucial information from them without their knowing..Notice all suspicious behavior as you uncover the dark secrets and rivalries of the upper class..Explore a luxurious house full of buried mysteries. There is more to discover than just the murderer….Use your talents of deduction to link clues in your mindmap.
- Can vehicles reach each district without depending on one local street?
- Do the main connections serve movement between areas, while local streets mainly provide access?
- Are turning movements concentrated at a few intersections, or spread across several useful connections?
- In Cities: Skylines II, what do the traffic-flow and traffic-volume views show on the routes you are considering?
These checks help reveal trade-offs; none is a formula for a guaranteed traffic score.

In Cities: Skylines II, use the traffic and road infoviews to inspect flow, vehicle volume, congestion, and road condition. Look for the point where vehicles begin accumulating and identify which routes carry the volume. Then consider whether the issue is a missing connection, too much through-traffic on a local street, concentrated turning traffic, or a road condition problem. Rebuild or add capacity only after identifying what the affected route needs.

Paradox says road condition can affect speed and accident probability. The publisher’s Traffic AI feature page also describes sequel vehicles using more lanes and adapting around blocked lanes. These are Cities: Skylines II-specific descriptions, not claims about the original game. The page presents the traffic system as an effort to make the sequel feel more realistic and alive. See Paradox’s Traffic AI feature page.
Provide alternatives to car trips
Where your edition supports them, transit and pedestrian connections can give residents alternatives to road trips. Treat them as part of the network plan: consider which destinations they connect and how people reach those connections. The exact available modes and their effects depend on the game edition and version, so check the relevant in-game options rather than assuming one transport setup will solve every bottleneck.

Use road tools and mods with version awareness
Cities: Skylines II road tools and updates
Paradox’s 2023 Road Tools feature diary describes grid, snapping, and road-guide features. Its Detailer’s Patch #2 announcement describes additional roads and a Traffic Routes feature. Availability can depend on the installed version; consult the official pages and your game’s current build before relying on a specific tool or feature. Road Tools and Detailer’s Patch #2.
Traffic Manager: President Edition for the original game
Traffic Manager: President Edition (TM:PE) is an optional mod for the original Cities: Skylines, not a built-in base-game feature. Its documentation describes city-wide transport and road policies, with many options customizable by lane, junction, or road. The cited documentation is marked verified for TM:PE 11.6.5.1 in March 2022; that does not establish compatibility with a particular current game or mod version. Check the mod’s documentation and compatibility information for your setup before using it. TM:PE documentation.
