For the simplest legal single-player installation, buy Empire Earth Gold Edition on GOG or Steam. GOG is the better choice if you want DRM-free, offline-friendly play. If you want online multiplayer, neither store restores the original official servers: use the Empire Earth Community Setup and choose NeoEE for its community lobby or Vanilla for LAN and Direct Connect.
This guide covers Empire Earth (2001) and Empire Earth: Gold Edition, which includes The Art of Conquest. It does not cover the separate games Empire Earth II or Empire Earth III.

The easiest way to install Empire Earth on Windows 11
For most players, the least troublesome route is a current digital copy of Empire Earth Gold Edition. Gold Edition contains the original game and The Art of Conquest expansion.
- GOG Gold Edition is DRM-free, supports offline play, and is marked Windows 11 verified. GOG also reports updates that fixed launch crashes, improved its DirectX wrapper, validated stability, and corrected an unresponsive or offset multiplayer lobby window.
- Steam Gold Edition is listed for Windows 10 and Windows 11 and is convenient if you already use Steam. However, Steam explicitly says the original official multiplayer servers are offline.
Both stores showed a price of $5.99 on August 18, 2026. Prices, sales, taxes, and regional currency conversions can change.

Do not use torrents, unauthorized ISO files, cracks, serial-number sites, or “pre-patched” executables. An original CD or a legal digital copy can be used with the community setup described below.

GOG is my default recommendation for a new Windows 11 player who mainly wants campaigns and skirmishes. Steam is equally reasonable if your games are already there. Buying either version does not automatically install or activate NeoEE.
Install the GOG version
- Buy Empire Earth Gold Edition from GOG.
- Install it through GOG Galaxy, or download and run the offline installer from your GOG library.
- Launch the game once from GOG.
- Start a campaign or skirmish and confirm that single-player works.
If it launches normally, leave compatibility settings and graphics files alone. Adding several unofficial fixes to an already working installation can create version or rendering problems.

Install the Steam version
- Purchase Empire Earth: Gold Edition on Steam.
- Install it from your Steam library.
- Launch it once so Steam can complete its initial setup.
- Test a campaign or skirmish before changing files or adding community components.
The Steam listing gives these basic minimums: Windows 10 or Windows 11, 1 GB of RAM, a DirectX 9-compatible graphics device, 4 GB of available storage, and a 1.8 GHz processor. These are historic minimum requirements, not a guarantee that every modern monitor, driver, or fullscreen mode will behave perfectly.
Use an original CD on Windows 11
CD-era installers may depend on disc checks, old installers, protected folders, or Windows components that no longer behave as they did on Windows 9x or XP. If you own the original disc, the safer modern route is to use the Empire Earth Community Setup rather than downloading an unknown replacement executable.
- Keep your original CD and product ownership information.
- Download the current setup from the Empire Earth Community site.
- Choose Vanilla or NeoEE, depending on your multiplayer goal.
- Install to a simple, writable folder where practical, rather than a deeply protected location under
Program Files (x86). - Launch once and test a single-player scenario.
The community setup requires a legal copy. Its download page provides SHA-1 hashes, which you can use to check that a downloaded installer matches the published file.
How to play Empire Earth online in 2026
The original official multiplayer service is offline. Store ownership alone therefore does not provide the old public internet lobby.

For a local network or Direct Connect game, choose Vanilla. The community describes Vanilla as preserving the original gameplay while adding compatibility fixes.

NeoEE and Vanilla are separate installations and are not compatible with each other for online play. Every player should use the same setup, expansion content, and compatible files. Do not install both versions into the same folder; keep separate folders and back up saves before switching.
Community Setup: Vanilla or NeoEE?
Choose Vanilla if you want the original game
Vanilla is the closer-to-original option. It is suited to LAN and Direct Connect and does not add the revived public lobby. It is a good choice when you are playing with friends who already use a known compatible Vanilla installation.
Choose NeoEE if you want a community lobby
NeoEE is the choice for a public community lobby and ranked games. It requires all participants to use NeoEE-compatible builds. A normal GOG or Steam installation, a Vanilla installation, or a modified CD installation may not be able to join it without the matching community setup.

The community help page documents these version numbers: original Empire Earth 2.0.0.3466, original The Art of Conquest 1.0.0.2657, NeoEE Empire Earth 2.0.0.3750, and NeoEE The Art of Conquest 1.0.0.7590. Treat these as community-documented versions; they can change with future releases.
Fix crashes, black screens, and display problems
Use this order: test the clean installation first, make one change at a time, and keep a backup before replacing rendering files.
The game does nothing after you click Play
- Restart Windows and launch it again from GOG, Steam, or the installed shortcut.
- Confirm that a clean campaign or skirmish works before adding multiplayer files.
- Right-click the shortcut or executable, choose Properties, open Compatibility, and test the available older Windows compatibility modes one at a time.
- If the installation is in a protected folder, try a writable install location or check whether Windows is blocking file creation.
- Run as administrator once only as a diagnostic test. Do not assume permanent administrator access is required.
Windows compatibility and scaling options are among the remedies suggested by the Empire Earth Community, but no single mode is guaranteed for every installation.

It crashes after the intro video
This often points to an old video or rendering path. First test the current GOG build or the supported Community Setup. Avoid downloading random replacement DLLs or copying files from unrelated guides. If the community installer offers a supported rendering option, use that option rather than manually assembling a wrapper.
The screen is black or the image is badly scaled
- Open the executable’s Properties → Compatibility tab.
- Experiment with the available high-DPI scaling options.
- Try windowed mode if fullscreen produces a black screen.
- Test one resolution or scaling change at a time.
The original interface was designed for much older displays, so a tiny or awkward interface on a modern high-resolution monitor is not necessarily a hardware failure. Community enhancements may help, but they must match your game version.
The minimap is white or corrupted
This can be a rendering-wrapper and graphics-driver interaction. The community help documentation notes a partially white minimap on some AMD systems when using dgVoodoo. If you installed dgVoodoo through a supported community option, test the alternative rendering path or restore your backup. Do not assume dgVoodoo is a universal fix, and do not install a random copy manually without checking its version.

The cursor leaves the game window
Test windowed or borderless-style modes and Windows display-scaling options. Fullscreen focus behavior varies with modern Windows scaling and graphics drivers.

Saves or settings do not persist
Windows may be preventing writes to a protected installation directory. Install outside protected locations where practical, and avoid launching the same installation inconsistently with different privilege levels. Back up your save files before moving the game or changing community setups.

This error means the participating installations do not agree on the effective game build. Check the following:
- Everyone is using NeoEE, or everyone is using Vanilla; do not mix them.
- The base game and The Art of Conquest versions match.
- No player has gameplay-changing mods, replacement models, altered DLLs, or incompatible data files.
- Everyone installed the same community setup release where possible.
- You did not copy individual DLLs or data files between GOG, Steam, CD, Vanilla, and NeoEE installations.
Custom textures and sounds can be less disruptive, but modifications bundled with models or gameplay changes can still alter compatibility. The safest multiplayer test is a clean, matching installation.
Should you enable DirectPlay?
Do not enable legacy Windows features automatically just because an old-game guide recommends it. The available evidence does not establish that every Windows 11 installation of Empire Earth requires DirectPlay.
If a specific installer or feature explicitly requests a named legacy component, open Settings → System → Optional features → View features and search for that component. Feature names and availability can vary by Windows edition and build. Add only what the installer or symptom justifies.

Does it work on Windows 11 ARM?
The Empire Earth Community says its setup can run on Windows 10/11 ARM devices through Windows’ x86 translation layer. That is a community compatibility claim, not a guarantee for every ARM device, graphics driver, or Windows build. Expect to troubleshoot display and performance behavior if your device differs from a standard x86 Windows PC.
Safe installation checklist
- Use GOG, Steam, an original CD, or another legal copy.
- Install and test single-player before adding multiplayer components.
- Download community files from empireearth.eu, not random DLL sites.
- Keep Vanilla and NeoEE in separate folders.
- Back up saves and the original installation before modifications.
- Use identical builds for every multiplayer participant.
- Do not assume XP compatibility mode, DirectPlay, administrator access, or dgVoodoo is universally required.
Frequently Asked Questions
Is Empire Earth free on Windows 11?
No. The normal legal routes are to buy Gold Edition from GOG or Steam, or use a legally owned original CD with the community setup. The Community Setup itself is distributed as a free community download.
Is Empire Earth on Steam?
Yes. Steam currently lists Empire Earth: Gold Edition, including The Art of Conquest, for Windows 10 and Windows 11.
Do I need NeoEE to play the campaign?
No. GOG or Steam Gold Edition is enough for campaigns and skirmishes. NeoEE is for community online multiplayer.
Can GOG and Steam players play together?
Do not assume they can. Multiplayer requires matching compatible builds and content; use the same Vanilla or NeoEE setup and follow its version requirements.
Can I use my original CD?
Yes, if you legally own it, but the original installer may need compatibility work. The Empire Earth Community Setup is the safer modern path than unauthorized cracks or replacement executables.
