Halo: The Master Chief Collection supports local split-screen on Xbox consoles, but not on PC. On Xbox, add players from the main-menu Roster with a separate controller for each person, then start a supported mode. Up to four people can join locally, though sessions with more than two local players are limited to Multiplayer.

Start Halo: The Master Chief Collection on your Xbox and go to the main menu.

Connect another Xbox controller and have the next player press A.

Choose an Xbox profile, create one, or select Add guest. A temporary guest profile does not retain save data after it signs out.

Which modes support local split-screen?
Campaign
Campaign split-screen is limited to two players. The total campaign co-op capacity varies by game: Halo: Combat Evolved and Halo 2 support up to two co-op players; Halo 3, Halo 3: ODST, Halo: Reach, and Halo 4 support up to four campaign co-op players, but no more than two can share a screen. Those four-player campaign co-op figures do not mean four people can play together locally in split-screen. Halo Support details the distinction in its guide to co-op, Firefight, and Spartan Ops.
Firefight and Multiplayer
Firefight is among the modes you can start after adding local players. The console-wide limit is four local players, but if more than two are playing locally, the session is limited to Multiplayer.

Can you play split-screen on PC?
No. Halo Support says MCC on PC does not support split-screen. PC players can play together over the Xbox network, but that is online play, not multiple people sharing one PC screen. The same guide says Campaign and Campaign Playlists cannot use cross-play between Xbox and PC.
