How to Put a Free Indie Game on Steam: A Step-by-Step Guide

Publishing a free game on Steam still requires Steamworks onboarding and a per-app fee. Here’s the sequence from account setup to manual release.

You can publish a free indie game on Steam through the same Steamworks onboarding, app setup, review, and release process as other games. “Free” means players do not pay for the game’s license; it does not waive Valve’s per-app Steam Direct fee. Plan for paperwork, reviews, and launch timing before choosing a release date.

What you need to do before launch

The process has two separate kinds of approval: Valve reviews the store presence and the game build. You must also complete Steamworks partner onboarding, pay the app fee, meet any applicable waiting periods, and then manually release the approved game.

  1. Enroll as a Steamworks partner and complete the required paperwork.
  2. Pay the Steam Direct fee for the app.
  3. Create the app and select its free-to-play configuration.
  4. Prepare the store page and upload and configure the game build.
  5. Submit the store page first, then submit the build for review.
  6. Meet the applicable timing requirements and use Steamworks release controls to publish.

1. Set up your Steamworks partner account

Start with Valve’s Steamworks onboarding. Complete the digital agreements and provide the legal identity and company information for the person or entity publishing the game. You will also need bank and tax details for verification. Valve’s documentation says an individual can onboard; if you do, the bank account name must match the name entered during onboarding.

Valve says tax-information verification may take 2–7 business days. Treat that as an estimate, not a guaranteed turnaround, and start onboarding well before your intended launch window.

2. Pay the Steam Direct fee

Valve charges $100 USD, or the regional equivalent, per new app. Steam Wallet funds cannot be used to pay the fee. It is non-refundable, but Valve says it can be recouped in a payment after the app reaches at least $1,000 in adjusted gross revenue from Steam Store or in-app purchases. The fee applies even when players can download the game at no charge. It is a developer-side app fee, not a price charged to players.

3. Create the app as free to play

When creating the app, Steamworks lets you designate it as Free to Play. The game uses a free license, so you do not enter a purchase price for the base game. Valve also allows a paid game to change to free, but that is a separate workflow; for a game intended to launch free, set that status during app setup. A free base game can still have paid content. Valve describes DLC and in-game purchases as options; in-game purchases use Steam Wallet. Each DLC item has its own store-page and review/release work, so account for that additional setup if you plan to sell downloadable content.

4. Prepare the store page and game build

Use Steamworks to create the store presence and upload and configure your game build. Steamworks provides its SDK and platform features after onboarding, but not every game needs every feature or an SDK integration. Choose only the platform services your game actually uses. Valve’s Getting Started guide covers the portal, SDK, and build setup.

Keep the store page and build work distinct: Steamworks has separate checklists for each, and both tracks need to be completed and approved before release.

5. Submit the store page and build for review

Complete and submit the store presence first. After that review is approved, submit the game build. Valve’s Release Process documentation says store-presence review typically takes 3–5 business days and recommends submitting the page at least seven days before the date you want the Coming Soon page to appear. Those are planning estimates and recommendations, not service guarantees. The onboarding documentation describes an initial review of a store page or build as taking 1–5 days; actual timing can vary.

6. Allow for Steam’s timing gates

Valve’s onboarding page describes a 30-day wait between paying the app fee and release, plus a public Coming Soon page live for at least two weeks before release. The documentation scopes these requirements to a developer’s first few titles; do not assume they apply universally to every partner or every later release. The page does not state a publication year for these timing details, so check the linked onboarding requirements for the rules that apply to your account.

Build a schedule with room for tax verification, store-page and build reviews, requested changes, and any applicable waiting periods. A review estimate is not a launch-date guarantee.

7. Publish the game yourself

After the store page and build are approved and the applicable timing requirements are satisfied, open the app’s release controls in Steamworks and complete the Release App workflow. Approval alone does not make the game live. Valve states: “Approved titles will not release themselves — you need to use these controls yourself at the moment you wish your product to be released.”
