Steam’s standard refund rule is a request made within 14 days of purchase with less than two hours of recorded playtime. You can still ask Steam to review a request outside those limits, but approval is not guaranteed. Submit the request through Steam Support, not through your bank.
Steam’s standard refund eligibility rule
For a game purchase, Steam says it will issue a refund when you request it within 14 days of purchase and have played the title for less than two hours. If you are outside either limit, you may still submit a request. Valve says, “Even if you fall outside of the refund rules we’ve described, you can submit a request and we’ll take a look at it.” That means Steam will review the case; it does not mean the refund will be approved.
How to request a refund on Steam
- Go to Steam Help and sign in to the account that bought the game.
- Open Purchases.
- Select the game purchase. If it does not appear in the Purchases list, Steam’s instructions say it may be too far outside the refund window to request through that route.
- Choose the issue that best describes the problem.
- Select I’d like to request a refund.
- Complete the form, select Steam Wallet or the original payment method if offered, and submit the request.
- Check your email for a submission confirmation, then for a separate message after Steam processes the request.
How the rules differ by purchase type
Pre-orders
Steam says a pre-order can be refunded at any time before release. After release, the standard 14-day period starts on the release date, and the game must have less than two hours of playtime for the stated standard rule. For a redeemed gifted pre-order, the recipient must initiate the refund and approve removal of the game from their account before the purchaser submits the request. Steam Wallet funds
Wallet funds purchased on Steam have a separate rule: you may request a refund within 14 days if none of the funds have been used. Steam says Wallet funds cannot be moved or gifted to another Steam account. This is a Wallet-funding refund, not a refund for a game bought with Wallet funds. Steam Wallet refund information
In-game purchases
Steam’s Common Refund Questions guidance says in-game purchases in Valve-developed games are eligible for a refund within 48 hours if the item has not been consumed, modified or transferred. Other developers may opt into refunds on those terms; Steam indicates eligibility at the time of purchase. Check the purchase details and current Steam Support wording for the specific item. Where an approved refund goes and how long it takes
The request form offers a refund to Steam Wallet or the original payment method where available. Steam’s published guidance says an approved refund can take up to seven days to appear; Steam Wallet credit may take 24–48 hours, and international refunds can take longer. These are estimates, not guaranteed delivery times. If Steam approves the request within 24 hours of purchase, it may cancel the original transaction rather than issue a separate credit. If Steam declines your request
If the request is denied and you believe the decision was mistaken, Steam’s FAQ says to submit another request with a detailed explanation. For a request outside the usual time or playtime limits, explain the relevant circumstances clearly; a second submission still does not guarantee approval. Steam Common Refund Questions

Refunds, chargebacks and regional withdrawal rights
A Steam refund is not a bank chargeback
A refund request goes to Steam Support. A chargeback is initiated through the bank or payment provider and reverses a payment. Steam directs customers with an unrecognized charge or suspected unauthorized payment to contact Steam Support. A chargeback is not the normal substitute for asking Steam for a refund. EU and UK withdrawal rights
Steam distinguishes its voluntary refund policy from statutory withdrawal rights in the EU and UK. Its regional page describes a digital-content withdrawal period that ends 14 days after purchase or when downloading first begins, whichever happens sooner; Steam also says its voluntary policy can still provide a refund-request route afterward.
