Steam’s ordinary rule for games is a request within 14 days of purchase and less than two hours of playtime, but its policy also says you may ask outside those limits for review. Approval is not automatic; dated, specific evidence gives an exceptional request its best chance.
What Steam considers a refund request for a misrepresented game
A misleading description is not simply a game you dislike. Your request should identify a concrete representation that was inaccurate, materially incomplete, or contradicted by the delivered product. Examples include a store page promising a playable mode that is absent, a trailer presenting content that was not shipped, a developer announcement claiming a technical feature the released build does not provide, or a listed condition that substantially differs from the product you received.

Steam’s policy says, “You can request a refund for nearly any purchase on Steam—for any reason.” That broad wording does not mean every request is approved. For games and software applications, Steam presents an ordinary eligibility standard: the request must be made within 14 days of purchase and the title must have been played for less than two hours. Steam also says customers may request a refund outside those rules and that it will review the request.
The strongest explanation connects four facts in a single, verifiable account:

- The promise: the exact feature, mode, performance level, content, or condition represented.
- The source: the store-page text, trailer, developer post, announcement, patch note, or other dated statement where the promise appeared.
- The difference: what the released game actually provides, including when you checked it.
- The transaction: your purchase date, playtime, and the refund remedy you are requesting.
Steam is more likely to understand a factual mismatch than a general statement that the game is “bad,” “unfinished,” or “not worth the money.”
Steam’s normal 14-day and two-hour rule
For an ordinary game purchase, the practical benchmark is both conditions together: request the refund within 14 days of purchase and have less than two hours of recorded playtime. The policy describes this as the standard for games and software applications, not as an absolute ban on every later request.

Do not describe the 14-day or two-hour standard as a legal deadline that automatically defeats a misrepresentation claim. It is Steam’s normal policy test. An exceptional request still needs a clear explanation of why the representation matters and evidence showing the difference between the promise and the shipped game.
Before you submit: assemble the facts
Gather the information while the listing and announcements are still available. Store pages and social posts can change after launch, so preserve what you saw without altering it.
Record the transaction
- Find the purchase date in your Steam account history.
- Note the title’s recorded playtime, including any Early Access or Advance Access hours.
- Confirm that the purchase was made directly through Steam, rather than through a third-party seller.
- Write down the order or transaction identifier shown in your account.
Capture the representation
- Take screenshots that include the relevant store-page sentence, image, or feature list.
- Save the title and timestamp of a trailer, and note the exact time in the video where the claim appears.
- Preserve dated developer announcements, patch notes, or support posts that make the promise.
- If the page has changed, retain an archived copy or a dated screenshot and explain when you captured it.
Describe the delivered product
Use observable details rather than conclusions. State which menu, mission, mode, setting, or system you checked; what happened; and the date or game version if it is visible. If a promised multiplayer mode is missing, say that no such mode appears in the released build and identify the places you checked. If a performance claim is inaccurate, describe the advertised target and the conditions under which the game failed to meet it without presenting an unverified benchmark as fact.
How to request the refund through Steam Support
- Open Steam Support. Go to help.steampowered.com and sign in to the account that owns the purchase.
- Choose “Purchases.” Open the purchase-history area and select the transaction for the misrepresented game.
- Select the refund or purchase-problem route. Steam may show slightly different labels depending on the transaction. Choose the option that starts a refund request or reports a problem with that purchase.
- State the representation and the mismatch. Name the promised feature or condition, quote or accurately paraphrase the relevant wording, identify its source, and explain what the released game provides instead.
- Add purchase date and playtime. Include both figures even when they are visible to Steam. If you are outside 14 days or at least two hours, acknowledge that directly and explain why the representation makes the request exceptional.
- Attach or link evidence. Provide dated screenshots, trailer timestamps, archived text, patch notes, or developer announcements. Keep files readable and links accessible to Steam Support.
- Choose the requested refund destination when the form offers it. Steam generally returns an approved refund to the original payment method when that method supports refunds; otherwise it credits Steam Wallet.
- Submit and save the confirmation. Keep the ticket number, submitted text, and attachments. They provide a record if Support asks a follow-up question.
Write the first message as a compact factual record. A long accusation, speculation about the developer’s intent, or repeated copies of the same request can make the central mismatch harder to evaluate.

A concise explanation template
You can adapt this wording to your evidence:
“I purchased [game] on [date] and have [playtime] of recorded playtime. The store page/developer announcement dated [date] represented that the game would include [specific feature or condition]. The representation appears in [store-page section, trailer timestamp, or announcement]. In the released game, [describe the observed difference and where you checked it]. I am requesting a refund because the delivered product is materially different from that representation. I have attached dated screenshots and the relevant link.”

Replace every bracketed item with a precise fact before submitting. Do not claim that a statement was a guarantee if your evidence only shows an aspiration; describe exactly what the source said and why a reasonable buyer would have relied on it.
Evidence that makes an exceptional request persuasive
Use contemporaneous records
A screenshot captured before a store page changed can establish what a buyer saw at the time of purchase. Include the page heading, the relevant wording, and enough surrounding context to show that the statement referred to the game you bought. A trailer timestamp is useful when the feature is shown visually but not described in text.
Separate absence from malfunction
If the feature is entirely missing, document the menus or modes that are present and explain that the promised item cannot be selected or accessed. If it exists but is unusable, record the reproducible steps, error message, and frequency. A factual description helps Support distinguish a misrepresentation from a temporary technical problem.
Show materiality
Explain why the representation affected the purchase decision. A missing advertised campaign, platform, accessibility option, or core gameplay mode is different from a minor wording change or a cosmetic difference. You do not need to prove the developer’s intent; you do need to show that the gap is substantial enough to matter to the transaction.
Keep the file set readable
- Label screenshots by date and what each one proves.
- Use one short paragraph to connect each attachment to a sentence in your explanation.
- Remove unrelated personal information from screenshots, but do not crop away dates, URLs, or context needed to authenticate the claim.
- Do not fabricate, edit, or present a post-launch statement as though it existed before purchase.
What happens after you submit
Steam Support reviews the transaction, the policy criteria, and the explanation you provide. A request outside the ordinary window is discretionary, so the outcome can depend on the evidence, the seriousness of the mismatch, the account and transaction details, and any applicable consumer rights.

Steam states that an approved full refund is issued within a week of approval. The money goes to the payment method used for the purchase when that method can receive it; if it cannot, Steam Wallet receives the credit instead. The one-week statement begins after approval, not necessarily when you first open the ticket.
Retain the confirmation until the funds arrive. If Support asks for clarification, answer the specific question and preserve the original chronology rather than starting a new, identical request.
When the request is older than 14 days or exceeds two hours
Ask anyway if the game was materially misdescribed, but do not assert that false advertising automatically overrides Steam’s policy limits. Start by acknowledging the purchase age and playtime, then explain why the problem could not reasonably be identified earlier or why the representation remains material. For example, a promised mode may be unavailable until a later unlock, or a developer may have removed a listed feature after purchase.

Steam’s policy expressly allows customers to request refunds outside the normal rules for review. That language creates an opportunity to present the facts; it is not a promise that every late request will be granted. The evidence should therefore be stronger and more specific when the standard criteria are not met.
If Steam rejects the request, reply once with the relevant facts and any genuine legal basis rather than submitting repeated copies. Identify your country or region, the nature of the misdescription or defect, and the remedy you believe local law provides. Keep the legal explanation accurate to your residence; consumer rules differ by jurisdiction.
Consumer-law rights that may add remedies
Steam’s Subscriber Agreement says its refund policy applies “without prejudice to any statutory rights you may have.” That means the policy does not, by its wording, remove mandatory rights created by the law where you live. Whether those rights apply, what counts as a major failure or misdescription, and how to enforce them depend on your jurisdiction and the facts.

Australia
The agreement states that Australian Consumer Law guarantees are not excluded and that remedies can include repair, replacement, or a refund. For a major failure, a consumer may be entitled to a refund. In a 29 March 2016 announcement, the Australian Competition and Consumer Commission reported that the Federal Court found Valve had made false or misleading representations suggesting Australian consumers had no refund rights and that statutory guarantees could be excluded or restricted. That history does not decide every modern dispute, but it is relevant when an Australian customer explains a statutory-rights basis to Steam Support.
European Union and United Kingdom
EU and UK customers should consult the jurisdiction-specific withdrawal and consumer-rights information linked from Steam’s agreement. Digital-content withdrawal rules and remedies can depend on consent to immediate delivery, conformity with the contract, and local exceptions. State your country and the specific consumer-rights issue instead of citing a general “EU law” or “UK law” conclusion that may not fit your transaction.
Other locations
Use the consumer authority or official legal information for your place of residence if Steam Support does not resolve a genuine claim. A statutory escalation is different from a routine policy request: explain the local rule, the factual breach, and the remedy sought, and keep copies of your correspondence.
Purchases Steam’s policy does not cover
Steam cannot refund items purchased outside Steam, such as third-party CD keys or Steam Wallet cards, through the Steam refund system. You must contact the seller or issuer for those transactions. A game that has received a VAC ban also loses refund eligibility under the policy.
Check the purchase source before spending time assembling a Steam ticket. If the transaction is not in your Steam purchase history, Support may have no ability to reverse it, even if the game itself was inaccurately advertised.

Reviews, forum arguments, and speculation about the developer’s motives may provide context, but they do not substitute for proof of what was represented and what you received.

Common reasons requests fail and how to correct them
The message is too general
“False advertising” without a quotation, location, or description of the delivered difference gives Support little to verify. Replace it with one or two exact representations and a short chronology.
The evidence is undated or incomplete
A cropped image that omits the title or page context may not establish what was advertised. Supply the date, source, and surrounding text, and explain if the page changed after purchase.
Playtime is omitted
Steam can see the account record, but stating your playtime shows that you understand the standard rule and prevents an avoidable follow-up. Explain any Early Access or Advance Access hours included in the total.
The request treats a policy exception as automatic
Outside the 14-day or two-hour standard, present the request as a review and support it with material evidence. Do not promise that a legal claim or a misrepresentation label guarantees approval.
The wrong party is contacted
Steam Support handles purchases made through Steam. A third-party key, Wallet card, or other external transaction must be addressed to the seller that processed the payment.
The account appears to be abusing refunds
Steam warns that refunds are designed to remove purchase risk, not to provide free games, and says apparent abuse may lead it to stop offering refunds. Request refunds for genuine mismatches, provide accurate playtime and purchase information, and do not repeatedly submit identical claims.
Choosing between a normal policy request and a statutory escalation

Use the ordinary Steam route first because it is the official channel for a Steam transaction. If the facts support a legal claim and Support does not resolve it, make a focused follow-up that identifies the jurisdiction and statutory issue rather than sending duplicate forms.

- Steam Support account is signed in and the transaction appears under “Purchases.”
- Purchase date and recorded playtime are written down.
- The exact representation and its source are identified.
- The released game’s actual behavior is described in observable terms.
- Dated screenshots, trailer timestamps, archived text, or developer notices are attached or linked.
- The request states whether it falls outside 14 days or two hours and explains why.
- The purchase was made through Steam, not as a third-party key or Steam Wallet card.
- A ticket confirmation is saved for follow-up.
Bottom line
File the request at Steam Support, document the exact promise and the material difference in the released game, and include your purchase date, playtime, and dated evidence. The normal benchmark is 14 days and less than two hours, but Steam accepts requests outside those limits for review. An approved refund is issued within a week, normally to the original payment method or otherwise to Steam Wallet. If you have mandatory consumer rights where you live, identify the jurisdiction and legal basis accurately instead of assuming the standard policy is the only remedy.
