What the padlock means—and what restoring a license can do
A padlock icon means the PS4 is not currently granting access to the game through the entitlement associated with the console’s signed-in accounts. The icon does not, by itself, identify the cause. A temporary license-recognition problem, the wrong PSN account, an ended subscription benefit, a sharing configuration, a service outage, or outdated system software can all lead you down different troubleshooting paths.

License restoration asks PlayStation to recheck the Store licenses associated with an account. PlayStation specifically lists restoration as a possible remedy when a game has a padlock icon, when a game or add-on cannot be found, or when a game crashes. Its padlock guidance excludes a lock caused by expiration of a PlayStation Plus subscription. Restoration is therefore an entitlement-repair step, not proof that a purchase was completed and not a way to extend a time-limited subscription benefit. The menu labels can vary slightly with console language or region, but the US-English path is the following exact sequence:

- From the PS4 home screen, open Settings.
- Choose Account Management.
- Select Restore Licenses.
- Choose Restore.
PlayStation’s concise instruction is: “Go to Settings > Account Management > Restore Licenses.” Then: “Select Restore.” Run the process while signed in to the account whose licenses you need to check. After it finishes, return to the game and test it again.
Use the account that actually supplies the entitlement. Restoring from a different local user can complete successfully while doing nothing for the locked title, because the operation checks that user’s licenses. If several people use the PS4, identify the account first instead of cycling through every profile at random.
Check the entitlement before assuming the console is broken
The most efficient diagnosis starts with the way you originally obtained the game. A direct purchase, a PlayStation Plus benefit, and another user’s shared library are different entitlements. Use the matching check below before repeating restore attempts.

Confirm the purchasing account
Sign in with the PSN account that actually bought the game or redeemed its voucher. A PS4 can contain several users, and launching a title from the wrong account does not transfer the purchase to that user. Open the account’s transaction history and confirm that the purchase or voucher redemption completed. If the transaction is absent, license restoration has no completed entitlement to recover; resolve the purchase or redemption issue with PlayStation instead.
Check the account carefully if the game was bought a long time ago, if multiple family members use the console, or if you have more than one regional account. A game purchased on one account remains associated with that account. A different account’s restore operation cannot create ownership.
Transaction history is particularly useful when the game was purchased in a bundle, upgraded from another edition, or redeemed with a code. Confirm that the entry corresponds to the edition installed on the PS4. The purpose of this check is not to prove that the local installation is intact; it is to establish that the account has a completed Store entitlement for the title.
Check PlayStation Plus access
If you played the game through PlayStation Plus rather than buying it outright, verify that the subscription is currently active. A subscription-only benefit is not a permanent purchase, so restoring licenses does not keep it playable after the subscription expires.
For a title supplied through the PlayStation Plus Game Catalog, also confirm that the title is still available in the catalog. Catalog availability can be separate from the status of your subscription: an active membership does not guarantee access to a game that has left the catalog. If either condition fails, the padlock reflects eligibility rather than a damaged local license.

Do not treat a successful restore as confirmation that a subscription benefit is still valid. The restore operation can refresh the account’s current Store information, but it cannot renew membership or return a title that is no longer offered through the catalog.
Check sharing and primary-PS4 activation
If the game belongs to another user who shares it on this console, that owner’s account must have activated the PS4 as its primary PS4. Confirm the sharing account is present, can sign in, and has the required primary-console activation. If the owner changed the primary PS4 to another console, the shared entitlement may no longer be available here. Restore licenses can refresh a valid sharing arrangement, but it cannot substitute for the owner’s primary-PS4 setting.
This distinction explains why a game may remain visible on the home screen after it becomes locked. Visibility of an installed icon is not the same as a current entitlement. Check the owner’s console activation before deleting or reinstalling anything.

Once you have identified the likely entitlement source, perform the restore from the account that owns or supplies access. The operation is intentionally narrow: it refreshes PlayStation Store licenses associated with that account.
- Close the locked game if it is running.
- Sign in to the purchasing account, the active PlayStation Plus account, or the account that shares the game, as applicable.
- Open Settings on the PS4.
- Choose Account Management.
- Choose Restore Licenses.
- Select Restore and allow the process to complete.
- Open the affected game again and check whether the padlock has cleared.
If the game is still locked, do not interpret that result as proof that the restore function failed. It may have correctly confirmed that the account has no current entitlement, that a subscription benefit has ended, or that the problem lies with sharing, service availability, or system software.
Repeat the process only after correcting the relevant account or service condition. Repeated restores from the wrong profile do not change ownership, subscription status, catalog membership, or primary-console activation.
When a restore does not remove the padlock
Use this sequence from the official PlayStation troubleshooting flow rather than jumping immediately to a reset or reinstall. Each step addresses a different cause.

Return to the account that bought the game and inspect transaction history. Look for the exact game edition, a completed payment, or a successfully redeemed voucher. An incomplete transaction cannot be repaired by a license refresh. If the account has several regional profiles, make sure you are checking the profile and Store region used for the original transaction.

2. Recheck subscription and catalog eligibility
For PlayStation Plus access, verify both the subscription status and, when applicable, the title’s continued presence in the Game Catalog. A padlock connected to either condition requires restoring eligibility—renewing the subscription or using a title that remains available—not repeating the console command.
3. Recheck the sharing account’s primary PS4
Ask the owner of a shared game to sign in and verify that this console is activated as that account’s primary PS4. A shared title can lock when the owner has moved primary activation elsewhere, even though the game remains visible on the console.
4. Check PlayStation Network service status
Open the PlayStation Network status page and look for an active alert affecting account management, Store, or gaming services. If PlayStation reports an incident, wait for service recovery and try the license check again. A service interruption can prevent entitlement verification even when your purchase and account settings are correct.

Record whether an alert was active when you tested the game. That timing can help distinguish a temporary service condition from a persistent account problem, especially if the padlock appears on more than one title.
5. Install the latest PS4 system software
Make sure the console is running the latest available PS4 system software. The official download-troubleshooting guidance includes software status among the checks for games that cannot be accessed or downloaded. Update first, then repeat the entitlement check and license restoration.
Use database rebuilding only as a later PS4 step
If ownership, subscription, sharing, service status, and software are all in order and the padlock persists, PlayStation’s PS4 troubleshooting flow includes Safe Mode > Rebuild Database as a later step. Database rebuilding addresses console data organization; it does not establish that you bought the game, renew PlayStation Plus, or change which account owns a title.
Follow the Safe Mode instructions in PlayStation’s official troubleshooting flow and choose Rebuild Database when that option is presented. Treat it as a subsequent diagnostic step, not the first response to every padlock. If you have an error code, record it before changing settings so Support can match the code to the appropriate procedure.

Do not use database rebuilding as a substitute for checking entitlement. If the purchase is missing, the subscription is inactive, the catalog entry has ended, or the owner’s primary-PS4 activation is elsewhere, rebuilding the database cannot correct that condition.

Error-specific guidance: CE-33678-7
PlayStation’s page for PS4 error code CE-33678-7 gives a more specific restore-and-activation sequence: restore the license, then deactivate and reactivate the console as the primary PS4. That instruction is tied to CE-33678-7. It is not a mandatory step for every game that displays a padlock.
Use the error-code page at PlayStation’s CE-33678-7 support article when that exact code appears. For a different code, use the procedure associated with that code rather than applying CE-33678-7’s activation sequence indiscriminately.
In other words, the error code changes the order of operations only when PlayStation documents that change. A generic padlock calls for entitlement checks and license restoration; CE-33678-7 has the additional deactivate-and-reactivate guidance on its own support page.

Common mistakes that waste time
- Restoring from the wrong user: The console may have multiple PSN accounts, but each account has its own licenses.
- Confusing catalog access with ownership: A Game Catalog title is available only while both membership and catalog eligibility apply.
- Assuming an icon proves a purchase: An installed game or visible tile does not replace transaction-history confirmation.
- Changing primary activation without an error-specific reason: PlayStation documents that sequence for CE-33678-7; it is not required for every padlock.
- Starting with database rebuilding: Rebuild Database is a later troubleshooting option after entitlement, service, and software checks.
- Ignoring a service alert: An account or Store outage can make a valid license temporarily unverifiable.
What license restoration does not fix
- It does not prove that a payment or voucher redemption completed.
- It does not convert another user’s purchase into your own account’s purchase.
- It does not renew an expired PlayStation Plus subscription.
- It does not make a removed Game Catalog title available again.

These limits explain why the same padlock can require different remedies. Treat the icon as a symptom, then identify the entitlement source and the console or service condition behind it.

Escalate to PlayStation Support’s game-download troubleshooting flow after the account, subscription, sharing, service, software, restore, and applicable database checks have not resolved the lock. Support’s guidance asks you to provide enough detail for the issue to be reproduced.
Prepare the following before opening a support case:
- The exact error code or on-screen message, if one appears.
- The PSN account involved and whether access came from a purchase, PlayStation Plus, or sharing.
- A short description of what happens when you select the game.
- The steps that reproduce the lock, including when it first appeared.
- The date and approximate time of an attempted fix.
- A screenshot or video showing the padlock or error, if possible.
Do not omit the account and entitlement details. They tell Support whether the issue is an unrecognized license, an ineligible subscription benefit, a primary-console configuration, or a broader service problem. If Support identifies an error-specific procedure, follow that procedure instead of repeating generic restore attempts.
A practical decision checklist
- Identify the source. Was the game purchased, obtained through PlayStation Plus, or shared by another account?
- Verify eligibility. Check the purchasing account and transaction history, subscription and catalog status, or the sharing account’s primary-PS4 activation.
- Run the official restore. Use Settings > Account Management > Restore Licenses > Restore.
- Check external conditions. Review PlayStation Network status and install the latest PS4 system software.
- Use later troubleshooting. If the entitlement is valid and the lock remains, follow the PS4 flow to its Safe Mode database-rebuild option.
- Apply error-specific instructions. For CE-33678-7, use the restore, deactivate, and reactivate sequence documented for that code.
- Escalate with evidence. Send Support the code, reproduction steps, timestamp, and visual evidence.
The direct fix remains the four-menu-step restore. The checks around it determine whether there is a valid license for the PS4 to restore in the first place.
