If Rebecca has fallen through the floor at the Training Facility, set the Power Regulator to 70 using UP, UP, DOWN, UP, UP. Then switch to Billy, backtrack through the route cleared of steam, descend to the basement, and enter the wooden door around the corner to reach her. If you mean the earlier train scene, Billy must send Rebecca an ice pick through the kitchen service elevator.
Rescue Rebecca at the Training Facility
This is the later rescue, after Rebecca goes through the vent and adjusts the Power Regulator. The target value is 70. The walkthrough published by Faxagate on January 21, 2023 gives this switch order: Faxagate’s Resident Evil 0 walkthrough.
- Set the regulator as Rebecca. Enter the sequence UP, UP, DOWN, UP, UP to reach 70.
- Switch to Billy. Leave the Observation Room and backtrack through the Training Facility.
- Use the route where steam blocked the way. Restoring power opens access through this passage.
- Go downstairs to the basement and follow the route toward Rebecca.
- At the camera turn, go around the corner and enter the wooden door. The door visible straight ahead is not the entrance to Rebecca.
The return route has monkeys, so be prepared for enemies as you backtrack. The walkthroughs do not establish a guaranteed way to avoid damage. Faxagate’s guide advises continuing toward the basement rather than taking an optional detour to the monitor room; the specific wooden-door direction appears in a Steam Community walkthrough.
If you mean Rebecca’s train rescue
This earlier scene is separate from the Training Facility rescue. Rebecca falls through the train roof into a small room on the second floor. As Billy, use the small service elevator in the kitchen to exchange items with her.

- Place it in the service elevator and send it to Rebecca.
- As Rebecca, use the ice pick to open the door.
Transferring some handgun ammunition to Billy is optional; the ice pick is the item needed to free Rebecca. This route is described in Twinfinite’s train guide, published January 19, 2016, which carries an outdated-information notice. Capcom’s Resident Evil 0 HD Remaster web manual is an official reference for the game, but the route details above come from walkthroughs rather than that manual.
