There is no Steam-supported way to sell or transfer Steam Wallet value to another account. If you have an unredeemed physical card, ask the retailer that sold it whether it can be refunded. If you have already redeemed the code, the balance is locked to your Steam Wallet and cannot be moved to someone else.
Can you sell a Steam gift card through Steam?
No. Steam does not offer an official resale or cash-out service for gift cards. Once a card is redeemed, its value becomes Steam Wallet funds, and Steam says those funds cannot be moved or gifted to another account. Steam Wallet FAQ

What to do with an unredeemed physical card
Take the card back to the retailer that sold it and ask whether it is eligible for a refund. Steam says retail cards that have been activated but not redeemed are normally refundable at the retailer; the retailer can scan the card to check its status. A refund is not guaranteed for every card or purchase. The retailer must confirm eligibility for your specific card and explain any applicable store policy or local requirements.
What if the card has already been redeemed?
The money is now Steam Wallet balance. Steam says Wallet funds cannot be transferred or gifted to another account, so there is no supported way to cash them out or send them to a buyer. A digital Steam gift card is designed to send value to a friend or family member’s account; Steam’s guidance does not describe it as a way to withdraw or resell an existing balance. Steam Wallet FAQ

Why private buyers and code requests are risky
A buyer who receives an unused code can redeem its value. Steam warns users never to give a Steam Wallet gift card to someone they do not know, and describes demands for gift cards to pay taxes, bail, debts, or supposed winnings as common scam patterns. Steam’s gift-card scam guidance
Steam also warns about offers to buy Steam items for cash: private offers are not an official cash-out route and can leave the seller without either the item or the promised payment. - Do not share a card code, account password, or sign-in approval with an unknown person.
- If you have not shared the code and suspect someone is pressuring or deceiving you, contact the retailer to check whether the card can be refunded.
- If the code has already been disclosed, contact the retailer and Steam Support promptly; do not assume the balance can be recovered.
Can you still use a physical Steam gift card?
Yes. Steam says existing physical cards remain redeemable on Steam, subject to local laws. The retail distribution program is ending: Steam says retailers will not restock cards as inventory runs out and expects them to be out of stock by the end of 2026.
