To set the order of a YouTube music playlist, open it in YouTube Studio and drag videos into the sequence you want. That sets the playlist’s saved order; it does not set a priority score or schedule the tracks in an externally encoded 24/7 live broadcast. For an always-on live channel, the playlist order is an editorial choice, while the encoder or playout system controls the feed it sends to YouTube.
Set the saved order of a YouTube playlist
On desktop, use YouTube Studio to open the playlist editor. YouTube documents manual drag-and-drop ordering; it does not document a weighted priority feature.

Sign in to YouTube Studio.

Choose Content in the left menu, then open Playlists.

Find the playlist, open its menu, and choose Edit on YouTube.

In the playlist editor, drag each video up or down until the saved sequence is right. YouTube’s instructions describe the action as: “To sort videos in a playlist: Drag and drop the video up and down to reorder.” YouTube Studio playlist guide
When creating a playlist in Studio, YouTube also provides an arrangement choice before you add videos and create it. For an existing playlist, drag-and-drop gives you a way to set the order directly.

Choose a sequence that suits the channel
YouTube provides the ordering controls; it does not prescribe a music-programming strategy. As editorial choices, you might open with the mood you want listeners to encounter, group tracks into coherent blocks, or build a deliberate change in energy across the sequence. These choices affect how the playlist is organized, not a YouTube-defined rotation weight.
What playlist priority changes—and what it does not
In the cited YouTube playlist documentation, “priority” is not a separate setting. The supported control is arrangement: videos appear in the order you choose. The documentation does not establish a priority score, rotation weight, hourly scheduler, automatic queue refresh rule, or radio-style programming system. A track near the top is not documented as playing more often.

A listener can also change the order temporarily in the playlist panel on the watch page. That is the viewer’s playback arrangement, not a change to the channel’s saved playlist. YouTube says reordering is unavailable for playlists that contain only Shorts; that limitation matters if you are trying to reorder an all-Shorts playlist. YouTube playlist help
YouTube also offers a viewer-side playlist loop control. It repeats a playlist during playback on YouTube, but the help page does not describe it as a scheduler for a live broadcast supplied by an encoder. YouTube playlist loop guide

Keep playlist organization separate from the 24/7 live feed
For encoder-based live streaming, YouTube’s workflow is to enter its stream URL and stream key in an encoder, send the live feed, check the preview, and go live in Live Control Room. YouTube describes an encoder as a tool that converts video into a digital format for streaming. The encoder or playout system supplies the broadcast; the playlist’s saved order is not documented as controlling that feed. YouTube encoder setup
Do not assume that editing a public YouTube playlist while a stream is active will reorder, interrupt, or refresh the encoder’s queue. The cited YouTube guides do not specify such a connection. Check the documentation for your particular encoder or playout tool to learn where it stores its queue, how it loops or schedules media, and whether it responds to changes in a source playlist.

Test and monitor the stream itself
A correctly ordered playlist does not establish that the live feed is stable. YouTube advises creators to test the stream and monitor stream health. Its encoder guidance covers settings including protocol, latency, auto-start, and auto-stop; their availability and behavior depend on the setup. Use YouTube’s live settings guidance and encoder settings guidance alongside your encoder’s instructions.
Know the archive limit for long broadcasts
YouTube Help says streams under 12 hours will be automatically archived. The cited guidance does not make the same assurance for broadcasts lasting 12 hours or more, so do not rely on a single 24/7 stream becoming a complete replay. YouTube encoder setup
