The base value covers a solo player or one-person clan. The per-player value adds capacity for additional clan members. The cleanup interval determines how often the server processes followers above the limit. Official-server figures published by Funcom in 2021—50 followers as a base, 15 per clan member, and a 100-follower hard-cap buffer—are historical reference values, not a requirement for private servers.

The limiter governs the number of active follower entities a player or clan may keep deployed. In the settings, Funcom groups thralls and pets into a single minion population. That is why the controls are named for both thralls and pets rather than for thralls alone.
Three values work together:
- Thrall and Pet Population Base Value is the allowance for a solo player or a one-person clan.
- Thrall and Pet Population Per Player adds capacity for each additional clan member.
- Overpopulation Cleanup Interval specifies the period, in minutes, between cleanup checks for followers over the allowed population.
The setting is separate from the number of crafting stations you can build. It is also separate from a character’s personal knowledge of recipes, attributes, or follower level. It is a server population rule.

Set the limit through the Server Settings menu
Open the correct category
- Join the server as an administrator or open its configuration screen from the host’s control panel.
- Open Server Settings.
- Select Pet and Hunger. Funcom’s Technical Manual, version 1.6 (2020), lists the minion population controls in this category.
Enable population limiting
Turn on Use Minion Population Limit. If this switch remains disabled, changing the numerical fields does not impose a cap. A private server can leave the limiter disabled when it wants unrestricted active followers.
Enter the population values
- Set Thrall and Pet Population Base Value to the allowance for a solo player or one-person clan.
- Set Thrall and Pet Population Per Player to the extra allowance associated with each additional clan member.
- Set Overpopulation Cleanup Interval in minutes. A shorter interval checks for excess followers sooner; a longer interval allows more time before the server acts.
Save and reload
Use the host’s normal save, apply, restart, or reload workflow. The server must read the updated configuration before the new rule is active. The exact button names vary by host, and current live or Enhanced builds may use labels that differ from the 2020 manual.
Set the limit in ServerSettings.ini
Dedicated servers expose the same controls as configuration keys. The configuration reference identifies ServerSettings.ini as the dedicated-server settings file. Its exact location depends on the installation method, operating system, and hosting company, so use the path supplied by your host rather than assuming a universal folder.

Safe editing procedure
- Stop the server before editing the file, unless your host explicitly supports live configuration changes.
- Back up the existing
ServerSettings.iniso you can restore known-good values. - Open the file in a plain-text editor and locate each key. If a key is absent, use the host’s documented method for adding server settings; do not create a second conflicting entry.
- Set the boolean and numeric values, preserving the spelling and capitalization shown above.
- Save the file as plain text, then start or restart the server through the host’s normal workflow.
- Connect and check the in-game settings or server log, when available, to confirm that the server loaded the change.
Some hosts provide only file or FTP access and do not expose every setting in their web panel. Conversely, a panel may write a generated configuration file when you press Save. If a manual edit disappears after a restart, the panel is probably overwriting the file; change the value in the panel or disable that overwrite mechanism according to the host’s documentation.
How the capacity formula works
The practical allowance is calculated from the base value and the clan’s player count. In general terms:

Population allowance = base value + (per-player value × additional clan members)

The base value already covers a solo player or one-person clan. Therefore, the first member does not normally add a second copy of the per-player amount. For a clan of five, there are four additional members beyond the first. Always verify how your current build counts clan members if the result differs from this model, because the available primary manual is version 1.6 from 2020 and labels can change.

The table is an arithmetic illustration, not a claim about the current official rules. If you need a particular clan allowance, calculate it before editing and then test with a small, disposable change.
What the cleanup interval does
The cleanup interval is not another population allowance. It is the time, in minutes, between checks that process followers above the configured limit. A very short interval can make overpopulation actions appear quickly after a clan exceeds its allowance. A longer interval delays processing, which may be useful when reorganizing a base or moving followers, but it also leaves an over-limit population active for longer.
Changing the interval does not increase the cap and does not protect followers once the server decides that cleanup is required. Tell players the interval before enabling the limiter so they understand that exceeding the allowance can have consequences after the next check.

Which followers count
Active combat followers and pets
Funcom’s official follower-limit explanation applies the limit to placeable combat thralls and pets. These are the followers players normally deploy around a base or take into the world.
Crafter thralls
Funcom stated that players can still have as many crafter thralls as they please. Crafter availability is therefore treated differently from the active combat-follower population in the official explanation.
Followers in stations or storage
Funcom’s FAQ says followers assigned to crafting stations or placed in storage boxes do not count toward the maximum and will not be removed by that limit. Moving a follower into a station or storage is consequently different from leaving it deployed as an active placeable combat follower.
Because the published explanation concerns official-server behavior, check the rules of a modded or heavily customized private server before assuming that a mod applies the same categories.

In a June 15, 2021 announcement, Funcom described an official-server soft cap of 50 followers as the base and 15 additional followers per clan member. For a five-member clan, the announcement gave a 125-follower soft cap and a 225-follower hard cap. The hard cap was described as 100 followers above the soft cap.

Funcom said the follower limit would activate on all official servers and platforms on June 29, 2021. Those figures describe the official configuration at that time. They are not a promise that every current official, private, modded, or Enhanced server uses the same values.
Private servers can customize the settings or disable the limiter entirely. An administrator who wants the historical official-style starting point can use the published 50 and 15 figures as a reference, then decide whether the clan population and server performance justify different values.
What happens above the hard cap
Funcom explained that when a clan exceeds its hard cap, the system periodically selects followers for deletion. The published selection method scores a follower by multiplying its level by its tier; ties are resolved randomly. This is why high-level, high-tier followers can be at greater risk under that documented selection rule.
The official explanation does not make every possible private-server customization predictable. Mods, later game builds, and host-side changes may alter the behavior. Treat an over-limit population as potentially unsafe and keep irreplaceable followers below the configured allowance rather than relying on the cleanup algorithm to spare them.

There is no universal best number. The right setting depends on the number of active players, the number of clans, the server’s performance goals, and whether the community wants a tightly managed settlement or a follower-heavy sandbox.

Troubleshooting common problems
The setting is missing from the panel
Check Pet and Hunger, not a general gameplay or player-progression category. If the control is still absent, the host may expose only a subset of settings. Request file or FTP access and edit the matching ServerSettings.ini keys, or ask the host whether its panel supports minion population settings.

The values save but have no effect
- Confirm that
UseMinionPopulationLimitis enabled. - Check that the server was restarted or reloaded after saving.
- Verify that the panel did not overwrite the file with older values.
- Make sure you edited the active server’s configuration rather than a backup, template, or local single-player file.
The clan receives less capacity than expected
Recalculate using the base allowance plus the per-player amount for additional clan members. The base is not normally multiplied by every member. Then verify whether the current build counts a member who has left, is offline, or is in another clan state differently from the 2020 manual.
Followers disappear after the interval
First check whether the limiter is enabled and whether the active follower population exceeds the allowance or hard-cap behavior used by that server. Followers in crafting stations or storage boxes are described by Funcom as exempt from the official maximum, while active placeable combat followers are the category subject to the limit. On a private server with mods, consult the mod’s rules before assuming the official categories apply.
A file edit is rejected or reverted
Stop the server, restore the backup, and reapply the change using the host’s documented format. Do not add duplicate keys in an attempt to force a value; a later duplicate or a generated panel file may win. If the host controls the file, make the change through its panel or support channel instead.
Verification checklist
- Limiter:
UseMinionPopulationLimitis enabled when a cap is intended. - Base: the solo or one-person-clan allowance matches your design.
- Per player: the additional clan capacity is deliberate.
- Interval: players know how many minutes may pass before cleanup.
- Scope: everyone understands that active combat followers and pets are treated differently from crafter thralls and stored or station-assigned followers in Funcom’s published behavior.
- Reload: the server has been restarted or reloaded and the host has not overwritten the file.
- Version: labels and behavior have been checked against the current live or Enhanced build, since the primary manual and official cap announcement predate 2026.
Key distinctions to communicate to players
Publish the values in your server rules rather than assuming players will find them. State whether the limiter is enabled, the base value, the per-player increment, and the cleanup interval. Explain that the historical official figures are only a reference and that your private server may use different numbers. Finally, distinguish active combat followers from crafter thralls and followers placed in stations or storage, because those categories do not receive identical treatment in Funcom’s published guidance.
