How to Set Up RetroArch Emulation on Xbox Series X|S

A practical guide to installing RetroArch on Xbox Series X|S through Developer Mode, choosing internal or USB storage, and switching back to Retail Mode.

You can use a retail Xbox Series X or Series S for emulation by activating Microsoft Developer Mode and installing a compatible RetroArch UWP build through Xbox Device Portal. The trade-off is significant: while Developer Mode is active, retail games and apps will not run. Switching back to Retail Mode is part of the normal workflow, not a permanent change.

What Developer Mode changes on your Xbox

Developer Mode is an official software-development and testing mode for retail Xbox One and Xbox Series X|S consoles. It does not permanently replace Retail Mode, and Microsoft documents switching between the two. However, the limitation matters: Microsoft says, “In Developer Mode, you can develop and test software for the console, but you cannot play retail games or run retail apps.” See Microsoft’s Xbox Developer Mode activation documentation.

Think of emulation as one use for a separate console mode, not an app you can launch alongside your usual Xbox library. You will need to switch back to Retail Mode whenever you want to play retail games or use retail apps.

Activate Developer Mode

Microsoft’s documented activation flow requires the Xbox Dev Mode app, an activation code, and an app developer account registered in Partner Center. Microsoft also notes that account activations are limited. Requirements and interface details can change, so check the current official instructions before starting; the activation page is previous-versions documentation last updated September 23, 2023.

  1. On the console, install and open the Xbox Dev Mode app from Microsoft Store.
  2. Use the app to display an activation code and keep it available.
  3. Sign in to Partner Center with an app developer account, then follow the Xbox device activation flow and enter the code.
  4. Accept and activate the console. Return to the Xbox Dev Mode app and choose Switch and restart to restart into Developer Mode.

For Microsoft’s current activation instructions, see Xbox Developer Mode activation. The available sources do not establish current enrollment fees or all eligibility requirements; check Partner Center rather than assuming either.

Install a compatible RetroArch build

The following installation route is documented by XboxEmulationHub, a community guide tested on March 25, 2025; it is not a Microsoft support guarantee. For Series X|S, the guide distinguishes its RetroArch Mesa build from the ANGLE path it describes for Xbox One. Choose a package intended for your console and consult the current guide or releases page, since package names and steps can change.

  1. In Dev Home, enable Remote Access and note the current Xbox Device Portal address shown there.
  2. On a computer on the same network, open that address in a browser and use Xbox Device Portal to upload the RetroArch .appx package.
  3. After installation, follow the guide’s instruction to change RetroArch’s app type from App to Game, then restart it.
  4. Run RetroArch’s Online Updater components before opening Core Downloader. The guide specifically recommends updating Core Info Files first.

Builds continue to change: the RetroArch Xbox releases page reviewed on October 8, 2026 lists a build dated August 19, 2026. Check the RetroArch Xbox releases page and the XboxEmulationHub Series X|S setup guide for the package and build-specific instructions that apply when you install. The guide also cautions against updating certain modified ANGLE cores; that warning concerns builds configured for ANGLE and should not be applied indiscriminately to the Series X|S Mesa setup.

Choose where to keep files

A USB drive is optional. The community guide describes both external storage and RetroArch’s internal LocalState folder; pick the arrangement that suits how you want to manage content and saves.

Option What the guide describes Trade-off
External USB An NTFS-formatted drive, shown as E: in the guide, with UWP read/write permissions granted. Removable and easy to organize, but requires formatting and permission setup.
Internal LocalState RetroArch’s app-local storage, including a system folder for BIOS files. No external drive purchase, but files must follow the app’s local folder structure.

In RetroArch, set the relevant directories for File Browser, System/BIOS, Saves, and States to match the storage location you chose. Exact paths and labels can vary with package builds. The guide warns that USB permissions can cause file paths to fail, so if files do not appear, check that the drive is accessible to the app and that each directory points to the intended location.

Only use game content and BIOS files you are legally entitled to use, and follow applicable law. The sources cited here do not establish lawful acquisition routes or licensing for particular files.

Switch back to Retail Mode for ordinary Xbox use

When you want to use retail games or apps, open Dev Home and choose Leave Dev Mode; the console restarts into Retail Mode. To return to Developer Mode later, open the Xbox Dev Mode app and choose Switch and restart. Microsoft’s UWP FAQ, updated January 14, 2026, confirms: “Yes, you can switch from Developer Mode to Retail Mode, where you can play your games.” See Microsoft’s UWP applications FAQ.

What “emulation powerhouse” can—and cannot—promise

A successful setup gives you a place to run compatible RetroArch cores; it does not guarantee that every system or game will work well. Compatibility and performance depend on the core, RetroArch build, content, and settings. The sources here provide no controlled, reproducible Series X-versus-Series S measurements or system-by-system compatibility results, so claims about particular consoles, games, frame rates, or resolutions would be unsubstantiated. Check current compatibility reports for the specific core and content you plan to use.
