Understand how WooCommerce shipping zones work
A shipping zone is a geographic area to which you ship. You define the area with countries, states or provinces, continents, and, when needed, postcode patterns. WooCommerce compares the customer’s shipping address with your zones and uses the first matching zone in the list. The shopper then sees only the methods enabled in that zone.
This one-match rule is the reason a broad zone can accidentally override a carefully configured local rate. For example, a country-wide zone placed above a city postcode zone captures the city order before WooCommerce reaches the narrower rule. Treat the zone list as an ordered decision tree, not as an unordered collection of destinations.

What shipping zones do—and do not do
- Zones choose geography. They decide which set of methods is available for an address.
- Methods calculate or present the charge. Flat Rate, Free Shipping, and Local Pickup hold the customer-facing names, tax settings, and costs.
- Shipping classes group products. A class affects a charge only when a method, such as Flat Rate, is configured to use that class.
- Core WooCommerce is not a live-carrier system. Its built-in methods do not fetch real-time carrier quotes or print shipping labels.
Before creating a zone
Decide where the store ships, which destinations need different prices, and whether the charge is per order, per item, based on a product class, waived above a threshold, or replaced by pickup. Gather the postcodes or postcode patterns for any local or regional exceptions before entering the rules.
Confirm the store’s shipping location
- In WordPress, open WooCommerce > Settings > General.
- Check the store address and the setting that defines where the store sells or ships from. Correct the country, state or province, and postcode before building rates.
- Save the general settings. A wrong origin can lead to incorrect tax treatment, misleading local-pickup availability, or a zone design that does not match your operations.
Create a shipping zone
- Open WooCommerce > Settings > Shipping > Shipping zones.
- Select Add zone.
- Enter a descriptive name, such as Toronto postcodes, Ontario, or Canada. The name is for administration, so make it specific enough to identify the rule later.
- Select the countries, states or provinces, or continents included in the zone.
- If the destination needs postcode-level control, enable the postcode restriction and enter the supported patterns. Use one pattern per line when the interface presents a multiline field.
- Add one or more shipping methods to the zone, configure each method, and save the zone.
A zone with no method is still a match, but checkout has no service to offer. Customers whose addresses fall into that zone will receive a no-shipping-available message rather than falling through automatically to the next zone.
Put zones in the correct order
WooCommerce evaluates zones from top to bottom and stops at the first match. Arrange them from narrowest geography to broadest:
- City or postcode pattern
- State or province
- Country
- Rest of the world
To reorder zones, return to WooCommerce > Settings > Shipping > Shipping zones and move rows until the specific exceptions are above the broader destinations. A postcode rule for a city must sit above its state rule; the state rule must sit above the country rule. Recheck the order whenever you add a new region, because a newly inserted broad zone can change existing checkout results without changing any rate.

Use a rest-of-the-world zone deliberately
A Rest of the world zone is a catch-all for destinations not covered by another zone. Give it a method only if you truly serve every remaining destination. Otherwise, leave it without a method so unsupported addresses receive a clear no-service result instead of an accidental international price.
Choose and configure shipping methods

Configure Flat Rate
- In the target zone, select Add shipping method and choose Flat Rate.
- Open the method’s settings.
- Set the customer-facing method name, such as Standard delivery or Regional shipping.
- Choose the appropriate tax status for your store’s tax configuration.
- Enter the base cost for the cart. A base cost of $0.00 or a blank base field can be used when the shipping-class costs are intended to supply the entire charge.
- If needed, configure the additional per-item cost and the costs assigned to shipping classes.
- Save the method, then save the zone.
The base cost is the starting amount for the cart. Per-item and class settings let one Flat Rate method represent different packaging or handling needs, but the exact result depends on how those fields are configured for the method. Give the method a name that describes what the shopper is paying for; the internal zone name is not necessarily shown at checkout.
Configure Free Shipping
- Open the relevant zone and choose Add shipping method > Free Shipping.
- Open its settings and set the customer-facing name and tax status as required by the store.
- Select exactly one requirement: No requirement, A valid free-shipping coupon, or A minimum order amount.
- If you choose a minimum, enter the threshold in the amount field supplied by the method.
- Save the method and the zone.
Free Shipping is local to the zone in which it is added. A minimum-order rule in a domestic zone does not automatically apply to another country’s zone; duplicate and adjust the method where the promotion should operate.
Configure Local Pickup
- Open the zone that contains the pickup destination and select Add shipping method > Local Pickup.
- Set the customer-facing name, such as Pick up at our store.
- Choose the appropriate tax status.
- Enter a cart-wide pickup cost if collection is not free. Leave the cost at zero when pickup should have no charge.
- Save the method and the zone.
If customers cannot see pickup, inspect the zone order first. A broader country or state zone above the pickup zone may match the address and prevent WooCommerce from reaching the pickup rule.

Charge different amounts for different products
Shipping classes are the native way to group products that need different Flat Rate treatment. Examples include bulky items, fragile items, or products that can share a standard parcel. A class is only a label until a shipping method uses it; creating classes alone does not create a rate.
Create and assign shipping classes
- Open WooCommerce > Settings > Shipping > Classes.
- Create a class with a clear name and description, then save it.
- Edit each relevant product and assign the appropriate shipping class in its product data.
- Return to the zone’s Flat Rate method and enter the class costs in the method settings.
- Save the method and test a cart containing products from each class.
Keep class names operational rather than promotional: Oversize, Fragile, and Small parcel are easier to audit than names that describe a temporary sale. Decide how mixed carts should behave and verify that behavior with an actual checkout test, because the method’s per-item and class-cost fields determine the final calculation.

A common design is a normal base cost for the order, with an additional amount for an Oversize class. Another is a zero or blank base and class costs that provide the charge. Both are supported by Flat Rate; choose one deliberately so the same packaging cost is not entered twice. Document the intended calculation in the method name or internal notes, then test a single-class cart and a mixed-class cart.
Design zones for common store patterns

When two methods are available in one zone, give each a distinct customer-facing name and explain the meaningful difference, such as delivery speed or collection. Do not create duplicate zones merely to hold methods that can coexist in one zone.

Why the wrong rate appears at checkout
The wrong geographic rule matched
Check the customer’s entered country, state or province, and postcode character by character. Then inspect the zone list from top to bottom. Move the intended city or postcode rule above any state, country, or continental rule that also includes that address.
The matching zone has no method
Open the zone that should match and confirm that at least one method is enabled and saved. A zone without a method does not continue searching for a method in a lower zone, so adding a rate to a broader fallback will not fix the matching empty zone.

Free Shipping hides the paid options
WooCommerce has a global shipping setting that can hide other methods when Free Shipping is available. Review that setting if a customer sees only Free Shipping after meeting a coupon or minimum-order condition. Disable the hiding behavior when shoppers should be able to choose between free and paid services; keep it enabled when the business intentionally wants the free option to replace the alternatives.
The rate is cached or the address was not recalculated
Enable shipping debug mode in WooCommerce while investigating. Debug mode displays the matched zone and bypasses the shipping-rate cache, making it easier to tell whether the problem is zone selection or method configuration. After changing a zone, method, class, or threshold, reload checkout and retest with a fresh address and cart.

A product class was not assigned
Edit the product and confirm its shipping class. Then verify that the class cost is entered in the Flat Rate method used by the matched zone. A class that exists but is not assigned to the product cannot affect the rate.
Test the configuration before launch
- Use a test product with no shipping class and record the expected result for each destination.
- Test an address inside every narrow postcode or city zone, then test an address in the surrounding state or country fallback.
- Check a destination that should receive no service and confirm that the message is intentional.
- Test Flat Rate with one product, multiple quantities, and products from different shipping classes.
- Test Free Shipping below the threshold, exactly at the threshold, and above it. Test a valid coupon separately.
- Test Local Pickup from an address that should match the pickup zone and confirm the pickup label and cost.
- Repeat key tests with shipping debug mode enabled when a result is unexpected.
- After testing, disable debug mode and review the customer-facing method names, tax treatment, and order emails.
Live carrier rates and label printing
Core WooCommerce shipping features provide Flat Rate, Free Shipping, and Local Pickup, but they do not include live carrier rates or label printing. If the store needs carrier-calculated USPS, UPS, or DHL prices, or wants to create labels from orders, evaluate a WooCommerce shipping extension or another Marketplace integration. Confirm its current carrier support, WooCommerce compatibility, geographic coverage, and pricing before installation because those details can change.

A carefully scoped Flat Rate can prevent checkout from becoming unusable during an API outage, but do not expose it to destinations the business cannot serve. Test the extension’s rates and label workflow in a staging or test order before relying on it for production fulfillment.
A maintenance routine that prevents surprises
- Review zone order whenever a new region or postcode exception is added.
- Audit zones with no methods so unsupported addresses are intentional rather than accidental.
- After changing a threshold, coupon rule, class cost, or base cost, run the boundary tests again.
- Periodically place a test order from each major region and inspect the method name, tax handling, and charged amount.
- Record which products belong to each shipping class and remove obsolete classes from the method settings.
- When adding a carrier extension, recheck compatibility and pricing and repeat the live-rate and label tests.
A dependable setup is therefore a sequence: correct store location, narrowly ordered zones, an appropriate core method in every served zone, shipping classes only where a method uses them, and checkout tests that cover both normal and boundary addresses.
