To set up taxes in WooCommerce, first enable tax calculations in WooCommerce > Settings > General. Then configure the Tax tab, create rates for each jurisdiction, assign tax classes to products, and place test orders using different addresses. The decisive settings are whether catalog prices already include tax, which address WooCommerce uses to calculate tax, and which rate priority applies when several taxes overlap.

What to decide before changing WooCommerce

WooCommerce can calculate totals correctly only when its rules match your tax obligations, product types, and checkout addresses. Tax law is jurisdiction-specific, so confirm which customers you must charge, which products are taxable, and whether shipping has a different treatment with an accountant or other qualified tax professional.

Write down the answers to these questions before opening the settings:

  • Will your catalog prices be entered as tax-inclusive or tax-exclusive amounts?
  • Should the applicable rate follow the customer’s shipping address, billing address, or your store’s base address?
  • Which products belong in the Standard, Reduced Rate, Zero Rate, or a custom class?
  • Do shipping charges use the cart item’s class or a separate class?
  • Which jurisdictions need multiple rates, and in what order should those rates be applied?

Setting these choices first prevents a common failure: entering prices one way, displaying them another way, and then trying to correct every product individually.

Enable WooCommerce tax calculations

  1. In the WordPress dashboard, open WooCommerce > Settings > General.
  2. Enable tax rates and calculations.
  3. Save the General settings.
  4. Return to WooCommerce settings and open the new Tax tab.

The Tax tab does not appear until tax calculations are enabled. Save the change before moving on; unsaved General settings are a frequent reason the tab seems to be missing.

Configure the Tax options

Open WooCommerce > Settings > Tax > Tax options. Work through each setting deliberately rather than accepting a default that may not fit your store.

Choose whether entered prices include tax

Prices entered with tax has two choices:

  • Yes, I will enter prices inclusive of tax: the product price you type already contains the applicable tax.
  • No, I will enter prices exclusive of tax: the amount you type is the pre-tax price, and WooCommerce adds tax at checkout or wherever prices are displayed.

For example, at a 20% UK rate, a tax-inclusive price of £9.99 is split into approximately £8.325 of product value and £1.665 of tax. If you instead enter £8.325 as a tax-exclusive price, WooCommerce adds 20% and displays £9.99. The two modes can produce the same customer-facing total, but they store and calculate the base amount differently.

TaxCloud recommends entering prices exclusive of tax because the underlying item price stays consistent when customers in different states or jurisdictions receive different rates. That is a vendor recommendation, not a WooCommerce requirement; choose the mode that matches your accounting, catalog, and advertised pricing. See TaxCloud’s WooCommerce sales-tax setup guide for that recommendation.

Select the address used for calculation

Calculate tax based on determines which location WooCommerce uses to select a rate:

Option How it works Address requirement or qualification
Customer shipping address Uses the destination entered for delivery. This is the default described in WooCommerce’s official documentation. The customer must provide a shipping address.
Customer billing address Uses the address associated with payment and billing. The customer must enter a billing address that WooCommerce can use.
Shop base address Uses the store’s configured location for every order. The result does not change with the customer’s destination.

TaxCloud says most U.S. states require tax based on the customer’s shipping destination and recommends the shipping-address option for those situations. That advice is geographic and jurisdictional, not a universal rule. If your accountant tells you to use a different basis, select that basis and test it with a real delivery scenario.

Set the shipping tax class

Shipping tax class controls the class WooCommerce applies to shipping charges. The available choices are:

  • Tax class based on cart items (the default option): shipping follows the tax class of the products in the cart.
  • Standard
  • Reduced rate
  • Zero rate

Use a fixed class when your shipping charge must always follow one known treatment. Use the cart-item option when the shipping tax should track the products being delivered.

Make entry and display settings agree

WooCommerce separately asks how prices are entered and how they are displayed in the shop and during cart and checkout. Set Display prices in the shop and Display prices during cart and checkout to match your inclusive or exclusive entry mode. A mismatch can make a catalog appear to change price at checkout and can create avoidable rounding differences.

The Use recommended settings button aligns these three choices. Review the result afterward, especially if your store has an unusual pricing policy or needs to show tax only at checkout.

Decide how rounding is handled

The rounding control determines whether tax is rounded per item or after WooCommerce totals the cart. TaxCloud advises leaving the rounding option unchecked, which rounds at the cart subtotal rather than separately on each item. If your accounting system requires item-level rounding, confirm that requirement before changing this control and then compare WooCommerce totals with your accounting records.

Create tax rates and rules

After saving Tax options, open the relevant tax class under the Tax tab. WooCommerce includes Standard rates, Reduced Rate, and Zero Rate by default. Open a class and choose Insert row to add a rate.

Each row describes one geographic and rate rule. The fields documented by Cloudways are:

Field What to enter
Country code A two-letter ISO country code. Leave it blank to match all countries.
State code The applicable state, province, or regional code.
Postcode A postal-code or postcode pattern for a narrower destination rule.
City The city to which the rule applies.
Rate % The tax percentage, entered as a numeric rate.
Tax name The label WooCommerce uses for the charge.
Priority The order group used when multiple rates match.
Compound Marks a tax that is calculated on top of another tax.
Shipping Includes the rate in the tax calculation for shipping.

Use the narrowest location information that your obligation requires. A blank country code creates a broad rule, while adding a state, postcode, or city restricts the match. Check every code against the format used by your jurisdiction; a typo can leave a destination untaxed or apply the wrong rate.

Use priorities when rates overlap

Priority is not merely a display number. WooCommerce applies only one matching rate at a given priority. If a state rate and a local rate must both apply, assign them different priority numbers. Leaving both at the same priority means they will not both be added.

For example, if a destination needs a state rate plus a city rate, give the state rule one priority and the city rule another. Then place the compound flag only on a rule that legally taxes the amount produced by an earlier tax. Compound rates are intended for tax-on-tax situations, such as some Canadian provincial arrangements; do not enable the flag simply because two rates exist.

Import many rates with CSV

For a large rate table, use the class’s Import CSV function instead of inserting every row manually. Prepare the file with the same columns WooCommerce exposes in the rate editor, including country, state, postcode, city, percentage, name, priority, compound, and shipping values. Import into the correct tax class, then inspect several rows in the dashboard before testing checkout. Cloudways documents the CSV import workflow in its WooCommerce tax-rules guide.

Add custom tax classes

Use a custom class when the built-in Standard, Reduced Rate, and Zero Rate classes do not describe a product category or legal treatment in your jurisdiction.

  1. Open WooCommerce > Settings > Tax > Tax options.
  2. Find Additional tax classes.
  3. Type the name of each additional class, one per line as the field expects.
  4. Save the settings.
  5. Return to the Tax tab and open the new class to enter its rates.

Use names that your staff can recognize, such as a product category or jurisdictional treatment. A class name alone does not change a rate; you must still enter the corresponding geographic rows inside that class.

Assign a tax status and class to every product

Rates exist independently of products. A product must be marked so WooCommerce knows whether to apply them.

Set one product

  1. Open Products and edit the product.
  2. In Product data > General, locate Tax status.
  3. Choose the appropriate status: Taxable, Shipping only, or None.
  4. Choose the product’s Tax class.
  5. Update the product.

Taxable allows product rates to apply. Shipping only excludes the item price while allowing a shipping charge to be taxed. None prevents WooCommerce from applying product tax. Select the class that contains the rate rows you created; choosing Standard when the product belongs in a custom class bypasses the custom rules.

Bulk-edit a catalog

For multiple products, use the Products list’s bulk-edit tools. Set the tax status in bulk to Taxable, Shipping only, or None, and assign the required tax class. After saving, open a sample from each product category to verify that the bulk operation did not overwrite an exception.

Test tax calculations before launch

Do not rely on the settings screen alone. Save every change, then place test orders with addresses that exercise each rule.

  1. Create a test customer or use a payment gateway’s test mode.
  2. Add one product from each tax class to the cart.
  3. Test an address that should match the broad country rule.
  4. Test a state or province with a different rate.
  5. Test a postcode or city covered by a local rule.
  6. Test a destination where shipping is taxable and one where it is not, if your rules differ.
  7. Compare the item subtotal, each tax line, shipping tax, and order total with your expected calculation.
  8. Repeat the test with a product marked Shipping only and with a non-taxable product.

Check the result in the cart, checkout, order confirmation, and order-admin screen. A correct total in one view does not prove that the display settings, invoices, and stored order data all agree. Keep a record of the addresses and expected totals so a future rate change can be retested consistently.

Manual rates versus automated tax services

WooCommerce’s built-in tables give you direct control, while an automated extension can reduce the work of maintaining changing jurisdictional rules. The trade-off is not simply convenience; extensions may change which settings are available and may impose account or service requirements.

Decision factor Manual WooCommerce rates Automated tax option
Rule maintenance You enter and maintain every rate. Changes in tax regulations do not update automatically. The service can reduce manual rate maintenance, subject to its coverage and update policy.
Control You can edit classes, locations, priorities, compound behavior, and shipping flags directly. The extension may hide, lock, or replace some WooCommerce controls.
Account requirements Uses the store’s WooCommerce settings and rate tables. Some options require an external service account. Secondary guides report that the WooCommerce Tax plugin connects to WordPress cloud services through a Jetpack/WP.com account; verify current requirements for your installed version.
Jurisdiction coverage Limited to the countries, regions, postcodes, and cities you enter. Depends on the jurisdictions supported by the selected service.
Operational responsibility Your team must monitor legal changes and update rows, priorities, and classes. You still need to confirm that the service’s rules, registrations, and product mapping fit your obligations.

Choose manual rates when your jurisdictions are few and stable and you need transparent control. Consider automation when the number of jurisdictions or frequency of changes makes manual upkeep impractical, but confirm the extension’s current account, data, and coverage requirements before installation.

Common problems and fixes

The Tax tab is missing

Return to WooCommerce > Settings > General, enable tax rates and calculations, save, and reopen settings. The tab is conditional on that General setting.

The checkout total is higher or lower than expected

  • Check whether your entered prices are inclusive or exclusive and whether shop and checkout display settings match.
  • Confirm the address basis. A shipping-address calculation cannot select a destination-specific rate until the customer enters a shipping address.
  • Verify the product’s tax status and class.
  • Inspect the rate’s country, state, postcode, and city fields for spelling or code errors.
  • Check priorities. Two matching rates with the same priority do not both apply.
  • Review the shipping tax class and the shipping checkbox on each rate.

Two taxes should apply, but only one appears

Give the matching rates different priority numbers. If the second tax is legally calculated on top of the first, mark the appropriate rate as compound; otherwise, leave compound disabled.

A product is not using the rate you created

Edit the product and compare its tax class with the class containing the new row. Also confirm that its tax status is Taxable rather than None or Shipping only. For a bulk-edited catalog, inspect representative products from every class.

Prices change between the shop and checkout

Align the two display settings with the Prices entered with tax choice. Then place a test order and inspect subtotal and tax lines separately. Differences that remain after alignment may come from rate matching, priority, or rounding.

Maintain the configuration after launch

Manual rates are not self-updating. When a jurisdiction changes its rate, boundary, postcode list, exemption, or shipping treatment, update the affected rows and rerun the address tests. Keep a change log showing the effective date, the edited class, and the test order used to verify the result.

WooCommerce labels and defaults can change between versions, and automated extensions can replace standard controls. Before following an old screenshot or procedure, compare the labels in your installed version with the current settings screen. If a plugin hides a field that this guide describes, consult that plugin’s current documentation rather than creating a duplicate rate.

Finally, tax configuration is not a substitute for registration, filing, exemption certificates, or correct invoices. Confirm those obligations with a tax professional for every region in which you sell, and keep your product classes and customer-address tests aligned with that advice.

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
