Access depends on the game’s Windows Store license and the Microsoft account signed into the Store. Xbox’s Home Xbox sharing is a separate console feature, not a PC workaround. If someone needs their own account access and progress—or both players need to play at once—the dependable option is a separate game entitlement or eligible PC Game Pass subscription.
How Microsoft Store game sharing works on Windows
Windows PC game licenses are tied to the Microsoft account signed into Microsoft Store. That may be different from the account used for Windows sign-in or the Xbox services inside a game. A game can also apply its own account checks, so having a family-group membership or seeing a title in the Xbox PC app does not establish that another person owns or can launch it.
Microsoft documents two licensing profiles for paid Windows games. Publishers choose whether a title uses the default or more restrictive profile, so check the individual game’s Microsoft Store product details rather than assuming all PC games behave alike. Microsoft’s Windows Store policies describe these limits:

These are Microsoft’s documented licensing-policy limits, not a promise that every game supports a separate family member’s profile or simultaneous play. Under the documented offline-PC arrangement, the license must first be acquired online, requires periodic renewal, and the designated offline PC can be changed up to three times in 365 days.

What to check before trying to share a game
- Identify the purchase account and store. Confirm which Microsoft account bought the game and whether it was purchased through Microsoft Store or another storefront.
- Read the game’s Microsoft Store product details. Look for the licensing language and whether the title uses default or restrictive behavior. Do not infer license rights from a family-group setting or the Xbox PC app library.
- Check the Microsoft Store sign-in on the PC. The Store account can differ from the Windows account and from the Xbox account used in a game.
- Decide whether the second player needs independent access. If they need their own account, progress, or simultaneous play and the title’s license does not allow that arrangement, use a separate entitlement or eligible PC Game Pass access.
Why Home Xbox does not share a PC purchase
Home Xbox is a console policy. On the purchaser’s designated Home Xbox, other accounts on that console can use eligible digital games, durable add-ons, and subscription-enabled content without the purchaser remaining signed in. Microsoft explicitly distinguishes this console behavior from Windows device sharing in its Windows Store policies.
Microsoft’s Xbox usage rules allow a Home Xbox to be changed up to five times in a rolling one-year period. That is a console limit; changing Home Xbox does not turn a PC purchase into a shared family license.

When another entitlement is the practical answer
PC Game Pass access belongs to the subscriber’s Microsoft account. Microsoft’s usage rules say it can be accessed on any reasonable number of compatible Windows devices, but each game can be played on only one device at a time. A second person’s own eligible subscription is therefore separate access, not a transfer or family sharing of the first subscriber’s library. Game Pass catalog, eligibility, regional availability, and price can change. The Xbox PC app and Game Pass page describes finding and downloading PC games; the service is sold separately.
Buying another copy or otherwise obtaining a separate game entitlement is another option when the title’s license does not permit the desired PC setup. The Xbox PC app can aggregate or display games, but its library view does not itself grant a second account a license. Cloud gaming and remote play from a console are different services and do not convert a PC purchase into a family-shared entitlement.

How DLC and in-game items are treated
Microsoft says durable Windows add-ons follow the parent app’s sharing policy when the game uses the relevant Store licensing APIs. Consumables—such as in-game currency or limited-use boosts—are tied to the purchasing account and are not shared. The specific game’s implementation and the type of item determine the result.

Play Anywhere is not a family-sharing feature. Microsoft’s usage rules say eligible games can be installed on compatible devices, but each game can be played on only one device or console at a time, and progress is associated with the player’s gamertag. That does not grant another family member an independent PC entitlement.
