For an ordinary Fallout 4 settlement, build and power a Recruitment Radio Beacon; it attracts settlers over time rather than spawning one instantly. On PC, a community-documented console command can create a settler nearby, but you must move that NPC to a settlement before assigning a job. Bethesda’s separate Virtual Workshops mode has its own Generate Settler option.

How to attract settlers to an ordinary settlement
- Claim or access the settlement’s workshop.
- Enter Workshop mode and build a Recruitment Radio Beacon and a generator.
- Connect the beacon to the generator and switch the beacon on.
- Wait for in-game time to pass. Recruitment is gradual; the beacon does not instantly create a settler beside you. Fallout Wiki
The cited Fallout Wiki reference gives the unmodified-game population limit as 10 plus your Charisma. Mods or console adjustments may change that limit. If recruitment stops, check that the beacon is powered and that the settlement has room under its population limit.

How to spawn a settler immediately on PC
The community-documented command is player.placeatme 20593. It creates an NPC nearby, but does not add that NPC to a settlement automatically. The command and assignment instructions come from community references, not an official Bethesda console-command guide. Fallout Wiki Steam Community guide
- Save your game before using a console command.
- On PC, open the in-game console and enter
player.placeatme 20593. - Close the console; the settler should appear nearby.
- Enter Workshop mode, select the new settler, choose Move, and select the settlement where you want them.
- Assign them to a job after they have been moved.
This is a PC-console method, not an Xbox or PlayStation option. The community sources do not establish that the command will behave identically across every game build, mod setup, or load order.

Generate settlers in Virtual Workshops
In Bethesda’s Virtual Workshops, use the VR Workshop Terminal near the entry and choose Generate Settler. Bethesda’s guide, dated 21 November 2019, says a maximum of 20 can be generated per VR settlement. These are virtual settlers: they can be assigned tasks within that workshop but cannot be sent to ordinary settlements or linked by supply lines. Bethesda Support Fallout Wiki
