Install and enable the Operation: Anchorage add-on, then listen for the Outcast distress signal. It starts the quest Aiding the Outcasts and points you toward Bailey’s Crossroads. From there, follow the quest marker through the metro to the Outcast outpost and enter the simulation pod to begin The Guns of Anchorage.
1. Make sure the add-on is installed
Operation: Anchorage must be installed and enabled for its quest trigger to appear. Installation varies by platform and edition. Bethesda’s guides cover installing the add-ons from disc 2 of the Xbox 360 Game of the Year Edition and downloading the DLC on Xbox One and Xbox Series X|S. If you own the add-on digitally on Xbox One or Series X|S, Bethesda says you may need to download it manually.

2. Find the Outcast distress signal
Load into the Capital Wasteland and check the Pip-Boy’s radio and quest lists for the Outcast distress signal. It can take a little while to appear. A community reference estimates roughly three to five minutes after leaving Vault 101 in a new game, but that is not a guaranteed timer. The signal begins Aiding the Outcasts.
The signal’s transcript attributes this message to Defender Morrill: “This is Defender Morrill, any Outcasts listening on this frequency report to sector 7-B, Bailey’s Crossroads. This is a high-priority message, backup is needed at our location. Any personnel listening on this frequency please report at once.”

3. Reach the Outcast outpost
Activate Aiding the Outcasts and follow its marker to Bailey’s Crossroads. The Bailey’s Crossroads Metro entrance is south of the Red Racer Factory; travel through the metro to reach the Outcasts. See the route walkthrough if you need help locating the entrance.
4. Enter the simulation
At the outpost, speak with Defender Morrill and continue the quest sequence with Protector McGraw and Specialist Olin. Follow their instructions, equip the neural interface suit, and enter the simulation pod. That starts the next quest, The Guns of Anchorage. If the signal does not appear
- Verify the add-on: Check that you own Operation: Anchorage and that it is installed and enabled. The base game alone does not provide this DLC quest trigger.
- Check both Pip-Boy tabs: Look at the radio signals and quest list after loading into the Capital Wasteland. The signal may not appear immediately.
- Use the support guide for your platform: Bethesda’s Xbox instructions are specific to Xbox 360 Game of the Year Edition and Xbox One/Series X|S; other platforms and editions may use different installation steps.
