How to unlock stealing
- Get a mask. PowerPyx reports that bandits around Hernand can drop masks, or you can buy one at the Back Alley Shop south of Hernand Castle. The guide does not state a price or drop rate. [PowerPyx]
- Equip it from Inventory. Owning a mask is not enough; PowerPyx says to equip it for the Steal and Pickpocket prompts to appear. [PowerPyx]

Where to get a mask

Stealing and pickpocketing are different interactions
Stealing applies to eligible items or containers. Pickpocketing targets NPCs: PowerPyx reports that you walk into an NPC, press the displayed button when the brief Pickpocket prompt appears, then leave the red search area. Those instructions are guide-reported, rather than independently confirmed here. [PowerPyx]

PowerPyx further reports a loss of five faction reputation points per theft or pickpocket, possible jail and loss of the mask if caught, and more cautious behavior from some NPCs when you wear a mask. These additional details come from that guide alone. [PowerPyx]

- Check that the mask is equipped, not merely in your Inventory.
- Make sure the target is an item or container the game marks as stealable.
- For pickpocketing, look for the separate brief prompt that appears around an NPC.
