In Java Edition 1.21.5 or later, summon a pillager without equipped items with /summon minecraft:pillager ~ ~ ~ {equipment:{}}. For older Java versions, use the legacy HandItems form. Bedrock Edition uses different summon syntax and does not accept Java entity data.
Java Edition 1.21.5 or later
Run this command in chat or a command block where commands are enabled:
/summon minecraft:pillager ~ ~ ~ {equipment:{}}
The equipment map is the current Java format for entity equipment. Mojang’s Java Edition 1.21.5 release notes explain that if equipment is not specified or is removed, the entity has no equipment. An empty map explicitly leaves the pillager without equipped items. The change replaced the older hand- and armor-item fields.
Java Edition 1.21.4 and earlier
For older Java versions, use the legacy command:
/summon minecraft:pillager ~ ~ ~ {HandItems:[{},{}]}

This sets both hand slots to empty. Do not combine this syntax with the 1.21.5-and-later command: the HandItems field was merged into equipment in Java 1.21.5.
Does an unarmed pillager attack?
In Java Edition, a pillager without its crossbow is passive, according to the Pillager reference. The empty-equipment command therefore summons one without a weapon and without its usual crossbow attack.

What to do in Bedrock Edition
Do not paste either Java command into Bedrock. Bedrock’s documented summon command uses optional position, rotation, spawn-event, and name-tag arguments; it does not document Java entity NBT. Cheats must be enabled to use commands.
Bedrock behavior differs, too: a pillager summoned without a crossbow may still shoot arrows. The Pillager reference describes the minecraft:calm spawn event as a way to make a summoned pillager not attack players, but that changes its behavior rather than its equipment. Event support can vary by Bedrock release, so check the target version before relying on it.

Before you run the command
- Check whether the world is running Java or Bedrock Edition and note its version.
- For Java 1.21.5 or later, use the
equipmentcommand; for Java 1.21.4 or earlier, useHandItems. - For Bedrock, use the Bedrock command format rather than Java entity data, and enable cheats.
