On PC, press Page Up to view a higher floor and Page Down to view a lower one. You can also click the floor arrows in the upper-right corner. To make a Sim travel between floors, select a reachable spot or usable object on the destination floor; changing the view alone does not move them.
Change which floor you’re viewing on PC
- Press Page Up to move the displayed view up one floor.
- Press Page Down to move the displayed view down one floor.
- Alternatively, click the up or down floor arrow in the upper-right corner of the screen.
The Page keys do not work on every keyboard layout. If they have no effect, use the on-screen arrows instead. EA Forums: Changing Keybindings in The Sims 4
Make a Sim go to another floor
Floor controls change what the camera displays; they are not movement commands. After switching to the destination floor, click a reachable location and choose Go Here, or select an object on that floor that the Sim can use. The Sim must have a route to the destination.
Use the controls for your console
On console, follow the floor-control prompts shown in the game for your specific platform. EA’s PlayStation 4 control manual lists an action called Lower floor. That reference is for PS4; it does not establish a universal button sequence for every console version.

If the house interior is hidden
Floor selection and wall visibility are separate controls. To change how walls or the roof are displayed, use the End key or the wall-view button. Those controls do not move the view between floors. EA Forums: How to switch floors
