The method depends on which Pokémon game you’re playing. Older games use a specific Move Tutor, while later games list Secret Sword among Keldeo’s level 1 moves. In Brilliant Diamond and Shining Pearl, the move cannot be used or remembered.

What happens to Keldeo’s form?
In Black 2 and White 2 through Ultra Sun and Ultra Moon, teaching Secret Sword changes Keldeo to Resolute Form. If it forgets the move, it returns to Ordinary Form. Source: Bulbapedia, “Secret Sword (move)”.
In Sword and Shield and later games, an Ordinary Form Keldeo that knows Secret Sword changes to Resolute Form when a battle ends or when a move is taught to any Pokémon in the party. Source: Bulbapedia, “Secret Sword (move)”.
Why the move can disappear after a transfer
Moves available to a Pokémon vary between games. Pokémon Support explains that Pokémon HOME may replace a Pokémon’s moveset when it moves to a game where it cannot learn its current moves; HOME saves movesets by linked game.
