Steam can show fewer reviews in a score or store-page list than you expect, and an API request can return only part of the review set. Those are different problems: store scores apply inclusion rules and review lists are ranked, while API results depend on endpoint, filters, sorting and cursor pagination. Check which result is incomplete before changing settings or code.
First identify what looks incomplete
- The review score: the aggregate rating may exclude some posted reviews under Steam’s purchase, language or off-topic rules.
- The store-page review list: it may be filtered or ranked rather than a complete chronological record.
- An API response: it may reflect the request’s language and other filters, or pagination that has not been continued correctly.
A difference between the score, the visible list and an API response does not by itself show that Steam deleted reviews. Steam’s User Reviews FAQ explains store display and score rules; the Steamworks review API documentation describes retrieval behavior.
If the Steam score or store-page list looks incomplete
Review the off-topic setting
Steam says the default review score excludes reviews written during periods it classifies as “off-topic.” In Steam’s store preferences, open Review Score Settings and check whether off-topic review activity is excluded. You can opt to include all reviews there. This changes the score setting; it does not establish that the underlying reviews have disappeared.
Check language scope
Steam may calculate a score using reviews in the viewer’s language when enough reviews exist in that language. If not, it uses reviews in all languages. Steam does not publish a numeric threshold in its FAQ, so a language-specific score should not be assumed to use a fixed number of reviews. Check the language setting when comparing scores or lists across accounts.

Account for purchase type
For paid games, only reviews from players who purchased the game on Steam count toward the review score. The displayed list and aggregate score can therefore represent different sets of posted reviews; the score is not necessarily a count of every review visible on the page.
Understand ranked review lists
The store page’s helpful-review display is curated and sorted using helpfulness votes along with a system intended to identify informative reviews. It is not a reliable way to inspect every review or to infer the order in which reviews were posted. For a different view, use the available sorting and language controls on the store page.
If an API request returns too few reviews
Use the current endpoint and paginate with its cursor
Steam marks the legacy /appreviews endpoint deprecated. New integrations should use IUserReviewsService/GetAppReviews. Begin with cursor="*" or omit the cursor, then pass the response’s cursor value into the next request. URL-encode cursor characters when constructing a URL. Continue until the response contains an empty review list.
Steam documents a maximum of 100 reviews per page and a default of 20. These are page-size limits, not estimates of the total number of reviews. A response with one page is not proof that the app has only that many reviews.

Choose a sort that supports exhaustive retrieval
Helpful is intended to find useful reviews, not to exhaust the set in chronological order. Steam says this sort can widen its day_range until it finds results. For cursor pagination until no reviews remain, use Recent or Updated, as Steam recommends.
Check language and filters
An empty languages field means English; use all to request every language. Also verify that purchase type and review type match the set you intend to retrieve. Other parameters can narrow results, including date range or date exclusion, minimum and maximum playtime, Steam Deck use, operating system, CPU, GPU, device type, helpfulness quality ranking and off-topic filtering. A valid response can still be incomplete for your purpose if one of these settings excludes the reviews you want.

Check the response and request limits
Inspect the HTTP status as well as the returned review list. Steam documents HTTP 429 for rate-limited requests. Anonymous responses may be cached for up to 10 minutes; requests without a publisher key associated with the app share a lower rate limit, while an app-associated key raises the rate limit. A cached or rate-limited response is different from a store score excluding reviews.
Update legacy integrations for the new response format
When migrating, send parameters in input_json; the language parameter is now a list named languages. The response no longer includes a success field, so check HTTP status instead. The new response also provides total_matching and day_range_used, which can help explain what matched the request and which date range was used.

A practical diagnosis sequence
- Decide what you are comparing: score, store-page list or API results.
- For a score: inspect Review Score Settings, the viewer’s language and whether the game is paid.
- For a store list: check the language and sorting controls; helpful ranking is not a complete chronological listing.
- For an API: confirm you are using
IUserReviewsService/GetAppReviews, then review the language, purchase and review types, and other filters. - For a full API traversal: use Recent or Updated, pass each returned cursor into the next request, and continue until the list is empty.
- If requests still fail or return unexpectedly: inspect HTTP status, rate limits and cache behavior before concluding that reviews are missing.
When these checks do not explain it
The documented score rules and API parameters explain common differences in what Steam counts, displays or returns. They do not establish a universal fix for a Steam client loading failure, local network problem or account-specific moderation action. Diagnose those separately rather than assuming a review filter is responsible.
