If your YouTube Live stream drops frames or reports that it is not receiving enough video, first check your encoder’s network-dropped-frame counter and YouTube’s stream health, then compare repeated network measurements across Wi-Fi, Ethernet, and—if available—another connection. These clues can help narrow down where to investigate, but none alone proves packet loss or an ISP fault.
What a YouTube stream-health warning does—and doesn’t—tell you
YouTube’s Live Streaming API documentation describes the videoIngestionStarved status this way: “YouTube is not receiving enough video to maintain smooth streaming.” YouTube Live Streaming API health-status documentation reports what the platform is receiving; the warning does not identify the cause or prove that packets were lost on your ISP’s network.
YouTube’s live health diagnostics also cover stream configuration, including bitrate, frame rate, codec, keyframe frequency, and consistency between primary and backup streams. If you see a warning, check both the outgoing connection and the encoder’s settings rather than treating the status as a diagnosis of one network segment.
1. Check your encoder and record the event
When the problem occurs, note the exact time and record the stream settings and counters. In your streaming software, distinguish network-dropped frames from rendering lag or encoding lag: they point to different kinds of trouble. Also note the selected ingest or server setting if the software exposes one.

- Date and time the symptom occurred
A network-dropped-frame counter alongside an insufficient-video warning is a reason to investigate the connection, but it still does not reveal which hop is responsible. A configuration warning instead makes the relevant stream settings especially important to check.
2. Establish a network baseline with TRAI MySpeed
Use TRAI MySpeed to measure upload and download speed, latency, packet loss, and jitter. Record the result’s date and time, your city or area at a coarse level, ISP and access type, whether the streaming computer used Wi-Fi or Ethernet, and whether another device was using substantial bandwidth.

Repeat the test while the stream is affected and again at a quieter time. TRAI describes MySpeed results as reflecting network conditions at the time and location of the test. A single result is a snapshot, not a permanent rating of your connection. It measures the test path at that moment; it does not guarantee stability along the path to YouTube’s live ingest.
Interpret the readings alongside the encoder’s network-dropped-frame counter and YouTube’s health message. A headline upload speed by itself cannot establish whether the path to YouTube ingest is stable. The available guidance does not establish a universal packet-loss percentage that is acceptable for every YouTube Live stream, so avoid treating an unsourced threshold as a pass/fail rule.

3. Separate Wi-Fi problems from other causes
If you are streaming over Wi-Fi, move closer to the router, reduce obvious interference, and pause competing high-bandwidth activity where practical. YouTube troubleshooting guidance recommends trying another internet connection for connection-related problems and includes advice about Wi-Fi interference and competing device use in relevant contexts. For a clearer comparison, temporarily connect the streaming computer to the router by Ethernet and repeat the same measurements and stream settings. A Cat6 cable can be a practical way to make this test if you do not already have a suitable cable; it is a diagnostic aid, not a special requirement or a guaranteed fix.

- Ethernet is stable, Wi-Fi is not: investigate wireless placement, interference, and local network load.
- Both connections show the problem: Wi-Fi is less likely to be the only cause, but this does not prove the ISP is at fault.
4. Compare another access network if available
If practical, briefly test using another connection, such as a phone hotspot. Keep the computer, streaming software, content, and settings as consistent as you can, and record the test time and results. YouTube recommends trying a different internet connection for connection-related troubleshooting.
If the stream behaves differently on the alternate connection, that is useful evidence that the access path or network matters; it does not pinpoint the cause. Check your mobile plan first: data charges, speed limits, or capacity limits may apply.

5. Escalate with a concise evidence log
If the issue persists, send your ISP a short report with repeated measurements and timestamps. Ask it to check the access connection and route during those periods. If the evidence instead points to a YouTube-specific problem, report it through YouTube’s feedback or support channels with the same timestamps and diagnostics.
- Times and dates of affected streams
- Repeated MySpeed upload, latency, packet-loss, and jitter readings
- Whether Ethernet changed the behavior compared with Wi-Fi
- Whether another access network changed the behavior
- Encoder counters and YouTube stream-health messages or screenshots
A user may describe the symptom as “YouTube upload/streaming speed is extremely slow on my ISP,” especially after seeing different results across platforms, speed tests, or a hotspot. Such comparisons can help frame a test, but an individual report does not establish a general fault with a named ISP. Do not claim throttling, peering failure, or deliberate blocking without evidence.
