Unlock Sonic through Mario’s Classic Mode route

From the main menu, select Games & More, then Classic Mode.

Choose Mario and complete his Classic Mode route. Sonic is the first character in Mario’s unlock path, according to SmashWiki’s unlockable-character reference. Completing a Classic Mode route triggers the next available challenger in that character’s path, as explained in SmashWiki’s Classic Mode reference.

When the Challenger Approaching battle appears, defeat Sonic. Winning the fight unlocks him.

This route is a direct way to seek Sonic. SmashWiki also lists him seventeenth in the general unlock order, but that order is less targeted than following Mario’s Classic Mode path.
What to do if you lose Sonic’s challenger fight
Losing the first fight does not permanently lock Sonic. Open Games & More and select Challenger’s Approach to retry the failed unlock battle. The rematch option and its function are described in SmashWiki’s Challenger’s Approach reference.

No. Sonic is a base-game unlock, not one of the fighters in Nintendo’s listed Challenger Packs. Nintendo’s game listing and DLC fighter information distinguish the game’s roster from its additional fighters. Buying a Fighters Pass or Challenger Pack is not required to unlock Sonic.
