The safest Ubuntu LTS upgrade starts with a choice: redeploy a new VPS and migrate to it when your infrastructure is reproducible, or run Canonical’s supported sudo do-release-upgrade when the existing server contains manual configuration that cannot be recreated. In either case, make an independently restorable backup, keep provider-console access, update the current release completely, review third-party repositories and disk space, and schedule a maintenance window. Ubuntu server upgrades need network access to an official or local mirror; there is no offline server-upgrade path.

What a safe Ubuntu LTS upgrade involves
An LTS release upgrade changes the operating system, package set, kernel, service defaults and sometimes configuration-file formats. A VPS can finish the process successfully while an application, firewall rule, mount, scheduled job or TLS certificate is still broken. Treat the operation as a controlled migration, not as a single command.

You cannot normally jump directly over an LTS release: an older system must move through the required intermediate release or releases before it reaches the target. Release notes for the target determine the exact path. For example, Ubuntu 26.04 notes warn that older LTS or interim systems may need intermediate upgrades.
How long an LTS remains covered

Lifecycle status matters to the decision. If the current release is still supported and the application is stable, you can plan the change around a tested window. If it is near the end of standard maintenance, include the support deadline in your migration schedule rather than postponing indefinitely.

Choose redeployment or an in-place upgrade
For a reproducible VPS, building a new instance from the target LTS image is often safer than changing production in place. It gives you a clean operating system and a straightforward rollback: leave the old instance untouched until the replacement has passed its checks. In-place upgrading is intended for manually configured systems that would be difficult or error-prone to recreate.

Canonical’s cloud guidance recommends redeploying new instances for fully automated deployments. The same guidance describes in-place do-release-upgrade for systems that cannot be recreated easily and suggests running an additional SSH daemon on another port as a mitigation when access continuity is critical.
Record the VPS before changing anything
Create an inventory you can compare after the reboot. Store it outside the VPS as part of the change record. At minimum, capture the release, architecture, kernel, storage layout, mounts, services, firewall, repositories and application entry points.

Export application-specific configuration and note the expected health-check response for each public service.
Back up data and prove that restoration works
Canonical’s safety instruction is direct: back up all data before upgrading. A provider snapshot is useful for rapid rollback, but do not make it your only copy or assume that a snapshot is restorable until you have checked it.

What to copy
- Application data and user uploads.
- Databases, including credentials and the exact restore procedure.
- Configuration under
/etcand application directories. - TLS private keys, certificates and renewal configuration.
- Deployment files, package lists, scripts and infrastructure definitions.
- Scheduled jobs, service overrides and firewall rules.
Where to keep it
Use a backup location independent of the VPS and its provider disk. Retain the pre-upgrade snapshot or image, an application-level backup and the deployment files needed to rebuild. Verify that files can be read and that database dumps pass the relevant integrity check. Write down the restore order—storage, database, configuration, services and traffic—before the maintenance window starts.

For an in-place upgrade, confirm that the provider can attach the old disk or restore the snapshot and that you know how to stop traffic before restoring it.
Preserve SSH and console access
Use a persistent terminal such as tmux or screen, and keep a second administrative SSH session open. Confirm that your VPS provider offers a serial, web or rescue console and test logging in before the upgrade. Console access is the recovery path if networking, sshd, firewall rules or the boot process fails.
The Ubuntu server upgrader uses GNU screen. If an SSH connection drops, reconnect and follow the upgrader’s reattach instructions rather than starting a second upgrade process. Do not close every administrative session while the package manager is changing the system.
For particularly sensitive production systems, Canonical’s cloud guidance describes starting an additional SSH daemon on a different port as a mitigation. Test the alternate port from your administration network and remove the temporary listener after the upgrade.

Fully update the current LTS first
Do not launch a release upgrade from a partially updated system. During the maintenance window, run the preflight update on the current release:
sudo apt update
sudo apt dist-upgrade -o APT::Get::Always-Include-Phased-Updates=trueRead and resolve every error. If the system reports that a reboot is required, reboot into the current release and reconnect before continuing:
test -f /run/reboot-required && echo 'Reboot required'After rebooting, confirm that the expected kernel is running, services are healthy and package management is clean. A release upgrade should not be used to conceal unresolved dependency or repository failures.
Understand phased updates and “held back” packages
Phased updates are a normal rollout mechanism. Canonical says packages held back because of phasing are normally temporary, and security updates are never phased. Do not blindly disable phased updates across the system or force unrelated packages into an unstable state.
The documented preflight command above explicitly includes phased updates for the release-upgrade preparation. If ordinary updates still show held packages, inspect the package-manager output and any intentional holds, resolve dependency errors, and retry the update. A package that is held because an administrator deliberately marked it should be reviewed separately from a package that is waiting for its phased rollout.

Review repositories and available disk space
Third-party repositories and PPAs
Third-party repositories are a common cause of release-upgrade failures. List every PPA and vendor repository, record which application depends on it, and disable or remove entries that do not support the target Ubuntu release. Plan a supported replacement for software that came from those sources. Do not assume that a repository for the current LTS will work on the next one.
Keep a copy of the original repository configuration so you can restore a required source after the upgrade only when the publisher confirms target-release support. Re-enable repositories one at a time after the base system and application have been validated.
Capacity checks
The upgrader downloads hundreds of packages and needs working space for archives, unpacked files, logs and the new kernel. Confirm several gigabytes of free space on the filesystems that hold /var, /boot and the root filesystem. Check inode availability as well as block space if the VPS has many small files.

lsblk -fRemove only caches, logs and obsolete kernels that you understand. Never delete application data or mounted volumes to make room without a tested backup and a documented restore path.
Run Canonical’s supported upgrader
When the current LTS is fully updated, backups are verified, repositories are reviewed and console access is available, use the server/cloud-image command Canonical documents:

sudo do-release-upgrade- Confirm that the target release shown by the upgrader matches the release notes and your change plan. If the target is not offered, check the configured prompt in
/etc/update-manager/release-upgrades; an LTS policy is commonly represented byPrompt=lts. - Read the summary of packages to install, upgrade, remove and keep. Investigate unexpected removals or replacements before accepting.
- Review each configuration-file question. Preserve a known-good local file when appropriate, but compare it with the maintainer’s version so new defaults and security settings are not missed.
- Keep the session attached to the provider network and do not interrupt power or force a reboot while packages are being unpacked or configured.
- Answer cleanup prompts deliberately. Removing an obsolete package can be correct, but an application dependency or a locally installed kernel should be verified first.
- Allow the upgrader to finish and reboot only when it requests the reboot. Record any warning or failed package for post-reboot investigation.
The process requires network access to an official or local Ubuntu mirror; Ubuntu does not provide an offline server-upgrade option. Never add -d on production simply to obtain a development or unreleased path. Canonical does not recommend that option for production systems.
Validate the upgraded VPS before returning traffic
Do not declare success because the SSH prompt returned. Compare the post-upgrade system with the inventory you created.

systemctl --failedConfirm that the reported release is the intended target, the expected kernel is active, no packages remain in an unfinished state and failed systemd units are either understood or repaired.
Network, firewall and storage
- Check listening ports with
ss -tulpnand compare them with the pre-upgrade list. - Verify firewall policy, including IPv4 and IPv6 rules, and confirm that administrative access is still limited as intended.
- Confirm DNS resolution from the VPS and from an external network.
- Check every mounted volume, filesystem label and application data path.
- Test outbound access required for package repositories, APIs, mail and monitoring.
Services and applications
- Start or repair any failed service, then inspect its journal and application logs.
- Exercise local health checks and public endpoints, including authentication and background workers.
- Verify TLS certificates, private-key permissions and automated renewal jobs.
- Run scheduled jobs manually where safe, and confirm cron or systemd timers are enabled.
- Check database connectivity, migrations, replication status and backup completion.
- Confirm monitoring, alerting and log shipping are receiving data from the target release.
Keep traffic on the old instance or in maintenance mode until these checks pass. For a redeployment, perform the same checks on the new VPS before changing DNS, a load balancer or another routing layer.
Rollback when validation fails
Stop traffic first so new writes do not diverge from the backup. For a redeployed VPS, switch routing back to the old instance and preserve the failed replacement for diagnosis. For an in-place upgrade, restore the tested snapshot or rebuild the previous image, reattach data, and then repeat the validation checklist.

If you cannot restore the system confidently, do not keep experimenting on the only copy. Keep the old VPS or instance available, document the failure and identify whether the cause was a repository, package dependency, storage, network, boot or application change before scheduling another attempt.

A repeatable runbook
- Read the target release notes and confirm whether intermediate LTS upgrades are required.
- Inventory the current release, architecture, kernel, storage, mounts, services, firewall and repositories.
- Choose redeployment or in-place upgrade using reproducibility, migration complexity and rollback certainty.
- Create an independent backup, provider snapshot where available and a written restoration procedure; verify that the backup is readable.
- Test provider console access, establish persistent SSH and keep a second administrative session open.
- Run
sudo apt updateandsudo apt dist-upgrade -o APT::Get::Always-Include-Phased-Updates=true; reboot if/run/reboot-requiredexists. - Disable unsupported third-party repositories and confirm several gigabytes of free disk space.
- Run
