You can’t install a 3DS ROM using an official Nintendo procedure. If you own the game, use its original game card or Nintendo’s supported digital-content and system-transfer options. Copying files between SD cards is not a substitute for transferring content between consoles, and Nintendo warns that circumvention products can enable unauthorized ROM use.
What Nintendo officially supports
Nintendo does not document a process for installing ROM files on a 3DS. Its support guidance covers game cards, digital purchases, SD-card data, and moving system content—not installing downloaded ROMs.
Nintendo says sales of 3DS software and DLC through Nintendo eShop ended on March 27, 2023. For software previously obtained through Nintendo, consult current support for your region, account, and console before relying on redownload availability. If you own the game, choose the right official option
Use an original game card
If you have the physical 3DS game, insert its authentic cartridge and play it on a compatible system. Nintendo says the card and downloadable versions do not differ in game content. Keep digital software on the system where it is available
For a title already associated with your system or account, check Nintendo’s current regional instructions for redownloading and account access. Do not assume that an old purchase can be moved as an individual title to another 3DS: Nintendo says it cannot be transferred separately.
Move content with Nintendo’s system-transfer process
When changing systems, use Nintendo’s system-transfer procedure rather than treating the SD card as a portable game library. Why copying the SD card is not an installation method
Nintendo instructs users copying card data to copy the entire Nintendo 3DS folder without selecting or changing individual files. But copying that folder to a different system’s card does not make the copied content usable on the new system. Nintendo directs users to perform a system transfer to move content between systems. In other words, a computer and card reader can help with the file-copy portion of Nintendo’s PC-based transfer instructions; they do not authorize, obtain, or install ROM files.

What to know about unofficial ROMs and modification tools
Nintendo describes ROMs in its piracy guidance in connection with unauthorized copies and circumvention products. That is Nintendo’s stated position; it does not settle the legal status of every homebrew activity or personal backup in every country. Copyright rules vary by jurisdiction, and the official Nintendo sources do not provide a safe, lawful, general-purpose ROM-installation procedure.

- You have the cartridge: use the original game card.
- You previously downloaded the game: check current Nintendo support for your region and account; individual-title transfer to another system is not supported.
- You are moving to another 3DS: follow Nintendo’s system-transfer process, including its PC method if appropriate.
