Use Foreman as Puppet’s management, classification, provisioning, and reporting layer—not as a replacement for Puppet Server. Foreman assigns environments and classes, supplies an External Node Classifier (ENC), coordinates certificates through Smart Proxies, and shows facts and run reports. Puppet Server still compiles catalogs, and each Puppet agent still retrieves and applies its catalog. A reliable deployment therefore connects four pieces: Foreman, a Smart Proxy, Puppet Server (integrated or external), and correctly bootstrapped Puppet agents.

Understand what each component does
A Foreman-managed Puppet installation separates decision-making from catalog execution. Foreman stores hosts and hostgroups, assigns Puppet environments and classes, supplies smart class parameter values, and exposes classification data through its ENC. It can also display Puppet facts, reports, and status through the Puppet integration.

Puppet Server remains the compiler and authority that evaluates manifests, resolves classes and parameters, and produces catalogs. The agent on each managed node contacts Puppet Server, downloads its catalog, applies resources locally, and sends facts and a report. If Foreman is unavailable, an already configured Puppet agent may still be able to run against Puppet Server, but new classification data, reporting visibility, and Foreman-controlled operations will be unavailable.
A Smart Proxy is the controlled bridge between Foreman and infrastructure services. Depending on how it is configured, it can connect Foreman to Puppet Server, import Puppet environments and classes, perform certificate operations, and trigger an immediate Puppet run. Puppet CA access and Puppet class or environment import are related functions, but they are configured independently; enabling one does not automatically enable the other.

Choose the Puppet topology before installing anything
Decide who owns Puppet Server, the certificate authority, and the network path between Foreman and the nodes. Foreman can install and manage Puppet services on the Foreman server or on a Smart Proxy, or it can connect to a Puppet Server operated separately.
| Decision | Integrated Puppet Server | External Puppet Server |
|---|---|---|
| Service ownership | Foreman’s installer and selected Smart Proxy services install and manage Puppet components. | A separate team or platform operates Puppet Server; Foreman supplies management, reporting, and classification. |
| Best fit | A platform that wants one coordinated installation and centralized lifecycle control. | An organization with an existing Puppet Server, separate security boundary, or independent Puppet operations. |
| Certificate authority | Can be managed through the Puppet CA Smart Proxy selected during installation. | Remains under the external Puppet deployment unless certificate operations are deliberately exposed through a Smart Proxy. |
| Network design | Foreman or its Smart Proxy must reach agents and Puppet services. | The Smart Proxy must reach the external Puppet Server, and agents must reach the server named in their Puppet configuration. |
| Operational boundary | One team can coordinate installation, certificates, classification, and reporting. | Responsibilities are split; document which team approves certificates, code promotion, and Puppet service changes. |
Current Foreman installer documentation exposes options for enabling the Foreman Puppet plugin, Puppet itself, the Puppet Smart Proxy, and the Puppet CA Smart Proxy. Select only the services that match your chosen ownership model. Do not install an additional Puppet Server merely because Foreman can manage one: an accidental second server creates ambiguous certificate authorities, environments, and agent endpoints.

- A supported Foreman release and the Foreman Puppet plugin version that matches that release. Plugin compatibility is version-sensitive, so verify the matching plugin documentation before installation or upgrade.
- A Puppet Server endpoint for every agent, either installed through the integrated path or supplied by the external Puppet team.
- At least one Smart Proxy with the Puppet management capability activated. Place it where it can reach Foreman, Puppet Server, the Puppet CA when required, and the managed hosts.
- Repository or activation-key access so a newly provisioned host can install the
puppet-agentpackage. - DNS, routing, firewall, and TLS connectivity for the Foreman API, Smart Proxy, Puppet Server, and agent traffic.
- A certificate-signing procedure. New agents create certificate requests; an authorized operator must review and sign them before normal catalog retrieval.
- A Puppet code workflow that defines how environments are promoted and how class changes are reviewed.
Record the intended Puppet server name, optional CA server name, environment name, Smart Proxy, and certificate owner before provisioning. These values become part of the host’s bootstrap configuration and are difficult to diagnose when they are left implicit.
Enable Puppet integration in Foreman
The Foreman Puppet plugin adds the objects and workflows needed to manage Puppet from Foreman. Its documented capabilities include Puppet environments, classes, config groups, smart class parameters, assignment of classes and environments to hosts or hostgroups, Puppet ENC behavior, and Smart Proxy Puppet status.

- Install or enable the plugin release that matches the deployed Foreman release.
- Configure the Puppet Smart Proxy connection in Foreman. Select the proxy that can reach the Puppet Server and, if needed, the Puppet CA.
- Activate the Puppet management module on that proxy. The module is what allows Foreman to scan Puppet data and perform the enabled Puppet operations.
- If you use Foreman-managed certificates, activate the Puppet CA capability on the appropriate proxy and confirm that the proxy has permission to access the CA.
- Set the Puppet server and environment defaults used by provisioning templates and host records. Host-specific values can override those defaults.
- Run a connection check from Foreman and inspect the proxy logs before adding production hosts.
Do not treat a successful Foreman login as proof that Puppet integration works. Foreman-to-proxy authentication, proxy-to-Puppet connectivity, Puppet manifest parsing, and agent-to-server TLS are separate paths and must each be validated.
Configure the Smart Proxy connection
The Smart Proxy should be the only component that needs direct access to the Puppet services when your network design permits it. In Foreman, associate the relevant proxy with the Puppet server and activate the Puppet management features. Importing classes and environments requires the proxy to inspect the Puppet master’s code and invoke the configured Puppet tooling. Certificate operations require separate CA access and authorization.

Use the proxy for immediate run triggering only when that control is acceptable for your change process. Triggering a run can be useful after an approved emergency change, but automatic or unrestricted triggering can bypass maintenance windows and normal promotion controls. Record who can invoke it and whether the action is logged.
Provision and bootstrap a Puppet agent
Foreman provisioning templates can install and configure the agent as part of host deployment. The exact package repository and service commands vary by operating system and Puppet release, so use the package and service conventions documented for that platform.

- Include the setup snippet. Add the
puppet_setupsnippet to the provisioning template used by the host or hostgroup. This supplies the agent-installation and configuration logic expected by Foreman. - Enable the agent. Set a host parameter such as
enable-puppet7=truewhere that parameter is supported by your templates and Puppet version. Use the parameter name and value appropriate to the release you actually deploy. - Set the server. Define
puppet_serverto the Puppet Server hostname that the agent can resolve and reach. If the certificate authority is separate, setpuppet_ca_serveras well. - Select the environment. Set
puppet_environmentwhen the host must begin in a specific environment. Otherwise, use the environment configured as the host or hostgroup default. - Verify repository access. Confirm that the host can reach the configured package repository or activation key before the template attempts to install
puppet-agent. A template cannot install an agent from a repository the host cannot authenticate to. - Install the package. On the host, install
puppet-agentwith the operating system’s package manager, then source the Puppet agent profile supplied by that package. Package locations and profile paths vary by operating system and Puppet release. - Write and verify configuration. Confirm that the resulting Puppet configuration names the intended server and environment. Check that the configured CA endpoint matches the certificate authority that will sign the request.
- Start and enable the service. Use the host operating system’s service manager to start the Puppet agent and enable it at boot. The service name can differ between package generations, so verify it rather than copying a name from another distribution.
- Create the certificate request. Run
puppet ssl bootstrapon the host. The command creates or submits the agent’s certificate request and reports the pending certificate state. - Sign the certificate in Foreman. In Foreman, open Infrastructure > Smart Proxies > Certificates, locate the new request, and sign it through the Smart Proxy that owns the CA operation.
- Complete the bootstrap. Run
puppet ssl bootstrapagain on the host after signing. The agent should now obtain its signed certificate and be able to establish normal TLS communication with Puppet Server. - Perform a first run. Start a normal Puppet agent run and inspect the output and report in Foreman. A successful certificate exchange does not prove that the ENC, environment, classes, or manifests are correct.
Certificate paths, package names, service names, and profile locations can change with the operating system and Foreman or Puppet release. When a bootstrap fails, read the agent’s exact error and compare the server, CA, hostname, and certificate paths rather than replacing files blindly.
Configure Foreman as Puppet’s External Node Classifier
Puppet defines an external node classifier as an executable script or application that receives a node name and returns a YAML document describing that node’s classification. Foreman supplies that implementation through its Puppet integration.

node_terminus = exec
external_nodes = /path/to/foreman-enc
node_terminus = exec tells Puppet Server to use an external executable for node classification. external_nodes must point to the Foreman ENC executable installed for your deployment; replace the example path with the actual path on the Puppet Server.

Validate all of the ENC’s dependencies:
- The executable exists and has execute permission for the Puppet Server service account.
- The executable can reach the Foreman API from the Puppet Server network.
- The API endpoint, TLS trust, client credentials, and service account are correct.
- The Foreman account can read the host, hostgroup, environment, class, and parameter data needed for classification.
- The ENC returns valid YAML for the node name Puppet supplies.
The Foreman-maintained puppetserver_foreman module packages the ENC and report processor integration. Use the module version appropriate to your Puppet Server and Foreman releases instead of copying files from an unrelated installation.
After changing puppet.conf, restart or reload Puppet Server according to your platform’s procedure, then run a test classification for a non-production node. An ENC failure can prevent catalog compilation, so test the executable and API credentials before directing a large host group to the new configuration.

Import environments and classes, then assign them
Once the Smart Proxy can inspect Puppet Server, use Foreman’s Puppet management module to scan and import environments and classes. Importing makes Puppet code visible to Foreman; it does not by itself assign a class to a host.
- Open the Smart Proxy configuration and confirm that Puppet management is active.
- Run the import operation against the Puppet Server through that proxy.
- Review the imported environments and classes. If an expected class is absent, correct the Puppet code or parser issue before attempting assignment.
- Assign an environment to a host or hostgroup.
- Assign the required classes to that same host or hostgroup.
- Use config groups when a repeatable bundle of classes should be assigned together.
- Define smart class parameters when one class needs different values on different hosts. Keep defaults in code where possible and use Foreman parameters only for values that genuinely vary by host, hostgroup, or environment.
- Run the ENC and a Puppet agent test on one host before expanding the assignment.
Foreman relies on Puppet’s parsing and available code when it imports classes. A manifest syntax error, unsupported function, missing module, or wrong environment can therefore look like a Foreman import problem. Check the Puppet parser output and the Smart Proxy logs before changing host assignments.

Decide how classification and change control should work
Foreman does not force one classification model. You can make Foreman’s ENC the authoritative source for host and hostgroup assignments, retain node definitions in Puppet site manifests, or use another ENC. Choose one authority for each host set and document precedence; overlapping authorities produce confusing results.
| Operating choice | What changes | When it is appropriate |
|---|---|---|
| Foreman ENC | Host and hostgroup assignments, environments, and smart parameters are maintained in Foreman and returned to Puppet Server. | Operations teams need UI-based inventory, classification, and reporting tied to host records. |
| Puppet site-manifest classification | Node definitions and class decisions remain in Puppet code; Foreman can still provide facts and reports. | Code review and version control are the required change-control mechanisms. |
| Hybrid boundary | Foreman owns inventory and a limited set of parameters while Puppet code owns structural classification. | Teams need Foreman’s inventory context without moving every policy decision into the UI. |
Whichever model you choose, align environment promotion with the Puppet code workflow. Do not assign a production environment in Foreman before the corresponding code has been tested and promoted. Treat smart class parameter changes as configuration changes with the same review and rollback expectations as manifest edits.
Operate Puppet nodes from Foreman
Use a host’s Foreman page and reports to inspect its Puppet status, facts, assigned environment, classes, and recent applied configuration. Facts help identify operating-system, hardware, and network differences that explain why two apparently identical hosts receive different catalogs. Reports show whether resources changed, failed, or were already in the desired state.
For routine operation, let the agent’s normal schedule enforce configuration. Use the Smart Proxy’s optional immediate-run capability only for approved, auditable actions. Before triggering a run, confirm that the host has the intended environment, classes, parameters, and certificate; otherwise an immediate run simply applies the wrong catalog faster.
When changing a host’s environment or class assignment, check the resulting ENC classification and then run the agent. If the report does not reflect the change, distinguish between three cases: Foreman returned old classification, Puppet Server compiled old code, or the agent never reached the server. Each case has a different fix.
Troubleshooting by symptom
| Symptom | Checks | Likely correction |
|---|---|---|
| The agent cannot install | Repository URL, activation-key credentials, DNS, firewall, and package-manager output. | Fix repository access or credentials before changing Puppet settings. |
puppet ssl bootstrap reports a pending request |
Foreman’s certificate list under Infrastructure > Smart Proxies > Certificates and the proxy selected for CA operations. | Sign the correct request, then run the bootstrap command again. |
| TLS or certificate errors continue after signing | Agent server name, CA server name, system clock, trust paths, and whether the request was signed by the CA the agent is using. | Correct the endpoint or CA configuration; do not mix certificates from different Puppet installations. |
| Classes are missing in Foreman | Smart Proxy Puppet management status, Puppet code environment, parser errors, and proxy-to-Puppet connectivity. | Fix manifest or module parsing, select the correct environment, and rerun the import. |
| The ENC returns an error | Executable path and permissions, API endpoint, TLS credentials, service-account access, and returned YAML. | Repair the ENC installation or credentials, then test it with a non-production node. |
| The agent receives an unexpected catalog | Host and hostgroup assignments, environment, smart class parameters, ENC output, and Puppet Server’s selected code environment. | Remove conflicting assignments or parameter overrides and retest classification before running broadly. |
| Foreman shows no new report | Agent service state, network reachability, certificate validity, Puppet Server logs, and report processor configuration. | Restore agent-to-server communication and verify the report processor integration. |
| An immediate run cannot be triggered | Smart Proxy Puppet status configuration, proxy reachability, agent service state, and authorization. | Enable and authorize the run-triggering implementation, or use the agent’s normal schedule. |
Keep Puppet CA management and class or environment import in separate troubleshooting tracks. A proxy can be able to import classes while lacking CA permissions, or it can manage certificates while failing to parse Puppet code.

Security and operational safeguards
- Use a dedicated Foreman service account for ENC calls with only the API permissions it needs.
- Protect ENC credentials and TLS private keys with the file permissions required by Puppet Server, and avoid embedding secrets in world-readable templates.
- Limit certificate-signing authority to operators who can verify host identity and ownership.
- Place Smart Proxies near the services they control and restrict firewall rules to required Foreman, Puppet, CA, and agent paths.
- Review hostgroup inheritance and smart class parameters after reorganizing inventory; a child hostgroup can inherit a value that silently changes a catalog.
- Test plugin upgrades against the deployed Foreman and Puppet versions because integration interfaces and supported settings are version-sensitive.
- Log certificate signatures, ENC changes, environment promotions, parameter edits, and manually triggered runs so configuration changes are attributable.
