Use scouts in Football Manager 2024 as part of a repeatable recruitment process: identify a squad need, create a focused brief, assign staff and scouting range that your club can support, then assess reports against the role and budget. No single filter set or recommendation score is a guaranteed route to a good signing.
Start with a squad need, not a country list
Decide what the team is missing before opening a recruitment focus. A vacancy might be a first-team starter, cover for an existing player, a prospect for later, or a replacement for someone likely to leave. The target determines what “good” means: an immediate contributor and a development signing need different profiles.

Football Manager 2024’s manual describes recruitment focuses as a way to set parameters for the players the recruitment team should find. The focus can be shaped around a position or role and the club’s playing style. Sports Interactive’s FM23 recruitment feature overview describes additional criteria introduced with that system, including transfer or loan status, age, role proficiency, ability, work-permit likelihood, nation and league. Treat that as background on the feature, not a guarantee that every detail or label is unchanged in FM24.
Create a recruitment focus that can return useful candidates
In the recruitment area, create a focus around the position or tactical role you need, then set criteria that reflect your club’s real transfer policy. If you only sign loan players, for example, make that part of the brief; if you need a player ready for the first team, avoid treating a prospect-only search as equivalent.

Use geographic and player criteria to guide the search, not to make it artificially narrow. Stacking high ability, potential, age, value and other minimums may leave you with too few plausible options. The FM24 manual explains the focus as a way to give staff parameters and direct their time toward players suited to the team’s style; its value is in producing a useful pool, not the smallest pool.
Priority and update-frequency options are part of the recruitment-focus system, but staffing counts cited in Sports Interactive’s FM23 feature—three scouts for Top Priority and one for Standard—are version-specific. Check the options shown in your FM24 save rather than assuming those counts or update timings apply unchanged.

Assign staff and scouting range to fit the brief
Before widening a search, check who can cover it and what your club’s scouting network already knows. The FM24 manual says area knowledge helps staff conduct more thorough scouting in a place; it is not a measure of talent-judging ability by itself. The manual’s Spanish wording explicitly distinguishes a scout’s knowledge bar from the ability to identify talent, which also depends on the scout’s attributes and general ability. A scout sent to an unfamiliar country can gain knowledge there over time.

Keep the assignment within the club’s resources. The manual describes the scouting budget as available for widening scouting areas or scouting beyond current coverage, and the coverage view shows where the club has scouting presence. A smaller club can focus on immediate needs and reachable competitions; a better-resourced club may be able to cover more regions or maintain separate short- and longer-term priorities. This is a practical consequence of budget and coverage limits, not a fixed optimization formula.

Use search and reports as a decision funnel
Player search offers quick and advanced filters, while the recommendations panel lets you act on candidates: dismiss them, keep them under monitoring, request a fuller report, make an offer or add them to a shortlist. Treat the initial pool as a way to find names to investigate, not as a final recruitment decision.
The scout recommendation is a 0-to-10 condensed score intended to make comparisons easier. The FM24 manual cautions that the score may not separate candidates clearly on its own. Read the fuller report, compare attributes that matter for the intended role, and consider whether the player’s current contribution or development horizon matches the vacancy. If the available information is incomplete or uncertain, request more scouting before committing.
Compare candidates against the same practical questions
When you have more than one plausible option, assess them against the need that created the focus rather than treating a score as a universal ranking. These are decision questions for the manager, not a hidden formula the game is said to use.

- Timing: Can the player contribute now, or is the value primarily in future development?
- Evidence: Is the report complete enough to judge the player, or is further scouting warranted?
- Feasibility: Do transfer terms, wages and contract situation fit the club’s resources?
- Context: How much does your scouting network know about the player’s league or region?
Troubleshoot a focus that returns few recommendations
If a focus accumulates many players in progress but produces few recommendations, inspect the near matches before deleting or restarting it. Passion4FM’s FM24 scouting guide suggests that this pattern can indicate filters that are too restrictive, such as an unrealistic transfer-value limit or very high current- or potential-ability thresholds. It is a diagnostic possibility, not a guaranteed explanation for every save.

- Review whether the selected role or position is narrower than the actual vacancy requires.
- Check financial and contract criteria against what the club can realistically pursue.
- Relax one threshold at a time, then see whether the returned names are more relevant.
- Compare the candidates with the original squad need and note which change improved or worsened the pool.
Changing one criterion at a time makes it easier to tell whether the focus is too restrictive or whether the scouting scope itself is the limiting factor.
Keep the scouting workload proportional to the club
How broadly you can scout depends on staff, budget and coverage. Concentrating on a small number of relevant competitions is a sensible starting point when resources are limited. If resources allow broader coverage, separate focuses can serve distinct needs—for example, an immediate first-team vacancy and an ongoing search for younger options—rather than forcing both into one brief.
