The practical setup is VLC for playback, an encoder such as OBS to compose and send the stream, and YouTube Live Control Room for the event’s RTMPS URL and stream key. The exact VLC-to-OBS playlist setup depends on your operating system and app versions, so test it before relying on it for a long-running promo.
How the setup works
Think of the workflow as three parts: VLC supplies the video, an encoder turns the program into a live feed, and YouTube ingests that feed. VLC documents playback and stream-output capabilities, but the VideoLAN documentation cited here does not provide a verified direct VLC-to-YouTube RTMPS recipe. OBS is a plausible encoder bridge, not a confirmed, version-independent VLC playlist integration.
For a store promo, that distinction matters: a file playing on your screen is not proof that viewers receive a stable live stream. You need to check the encoded output, audio, loop transitions, and behavior after interruption.
Set up a YouTube Live event and get its stream details

In the event’s stream settings, reveal the RTMPS URL with the lock icon in the Stream URL field, where available. Copy the URL and the stream key into your encoder’s corresponding fields. Treat the key as a password: do not show it in a recording or share it publicly.

Choose RTMPS if your encoder supports it. YouTube describes RTMPS as RTMP over TLS/SSL and recommends using an encoder that supports RTMPS. See YouTube’s RTMPS setup guidance.
Use VLC with an encoder such as OBS
In this arrangement, VLC provides the moving image, OBS composes and encodes the program, and OBS sends it to YouTube using the event’s RTMPS URL and key. OBS is a reasonable candidate, but the cited OBS community guide covers YouTube RTMPS setup—not a current, verified VLC playlist workflow for every operating system. Its guide was published in 2015, so use it as background rather than as a guarantee of current labels or behavior: OBS community guide to streaming to YouTube.
Connect VLC playback to the encoder

Install current versions of VLC and your chosen encoder on the computer that will run the promo. Add the promo file or playlist as the encoder’s video source using the source method supported by your operating system and app versions. The precise VLC source and playlist controls vary; confirm that the encoder actually captures VLC output before configuring a live event.

Set the encoder’s output to the resolution and frame rate appropriate for the source and your available upload bandwidth. Match the source where practical; avoid choosing settings your computer cannot encode reliably.

In the encoder’s streaming settings, select YouTube or a custom RTMP/RTMPS service as applicable, then enter the current RTMPS server URL and stream key from Live Control Room. Do not assume VLC’s own stream-output examples for local HTTP or RTP establish compatibility with YouTube RTMPS. VideoLAN’s documentation describes its stream-output pipeline, including transcoding and network outputs, but not this direct YouTube path: VLC stream-output overview.

Configure the playlist to repeat if the selected VLC source supports repeat behavior, and verify the transition between the final and first clips. Check that promo audio is present at the encoder output and that there is no unintended desktop audio or silence.

Start the encoder, then confirm in Live Control Room that YouTube receives the feed and reports a healthy stream before making the event public.

Test before using it as an always-on promotion
Run a private or unlisted test and watch it as a viewer on another device. This is a recommended check, not a guarantee of uninterrupted service.

Watch at least one full playlist cycle, including the handoff from the last item to the first.

Check Live Control Room’s stream health and confirm viewers see the intended content rather than a desktop, source window, or blank frame.

Stop and restart the encoder during the test. Observe how it reconnects and what viewers see during the interruption.

For a long-running setup, assess the host computer, power, storage, and network as operational dependencies. The cited YouTube and VideoLAN pages do not certify 24/7 uptime or prescribe a configuration that guarantees it.
RTMPS or HLS?
RTMPS is the usual choice for this workflow when the encoder supports it. YouTube describes HLS ingestion for cases such as HDR or codecs unsupported by RTMP, and notes that HLS has higher latency because it delivers segments rather than a continuous stream. It is not an automatic fix for a promo-stream problem. Consider HLS only if your encoder and content requirements call for it, and follow YouTube’s current setup instructions: YouTube’s HLS stream setup.

Copyright and store-promo content
Use only video, music, logos, and other material you have the rights to broadcast on YouTube. A track or clip licensed for in-store playback is not necessarily cleared for a public livestream. Check the terms for each asset and YouTube’s applicable policies before scheduling a continuous broadcast; a stream being prerecorded does not remove rights obligations.
Troubleshooting

YouTube does not receive a signal: Confirm the event is open, the stream key belongs to that event, and the encoder is using the current URL and key. If the encoder supports RTMPS, verify the URL begins with
rtmpsand points to the correct server. YouTube’s troubleshooting guidance also suggests specifying port 443 in applicable encoder setups when addressing SSL or timeout problems. -
VLC plays, but the encoder shows a black frame: The VLC-to-encoder capture method may not work with your OS, source type, or app version. Recheck the configured source and test local encoder output before going live. The cited documentation does not establish a universal integration method.

Video works but audio is missing or wrong: Check which audio source the encoder is capturing, confirm the promo’s audio track is enabled in VLC, and listen to the encoded output in a private test.

The stream drops or playback stops: Check the host computer, network connection, VLC playback, and encoder state to identify where the chain failed. Automatic recovery and uninterrupted playback are not established by the cited VLC or YouTube documentation; test recovery behavior rather than assuming it.

There is more delay than expected: Confirm whether the encoder is sending RTMPS or HLS. YouTube notes that HLS has higher latency due to segment-based delivery.
