Watch Dogs: Legion lets you recruit people you encounter in London and play as them. Profile a candidate, weigh their skills and drawbacks, complete the recruitment task, then add them to DedSec’s roster. The system’s procedural population makes those operatives feel like members of a connected city, while persona-based dialogue and authored supporting characters give the story shape without a single fixed protagonist.
What Play as Anyone means
Rather than choosing one permanent hero, you build a roster of playable DedSec operatives from London’s population. Recruited characters have distinct combinations of abilities, equipment, and flaws, so switching operatives can change how you approach a mission. The system’s aim is not to make every resident equally useful; it is to let you find people whose traits suit your preferred tactics.

Ubisoft’s technical overview describes Census as the procedural foundation for generating characters, simulating their lives, and placing them in the world. Their profiles include demographic and social details, and their schedules can take them through encounters with friends, relatives, and adversaries. That gives potential recruits connections and routines beyond their role as selectable characters. The GDC Vault session overview describes Census as supporting generation, schedules, relationships, memories, recasting, and recruitment.
How to recruit an operative
- Find someone worth considering. Notice a person in the open world whose apparent role, equipment, or other traits might help your squad.
- Profile them. Inspect their profile for abilities, drawbacks, and their opinion of DedSec. A poor opinion can mean you need to improve it before you can make an offer.
- Complete their recruitment mission. A candidate’s task is connected to that person; completing it wins them over and makes them available as an operative.
- Choose them when their traits fit. Switch to the recruit whose access options, tools, support abilities, or risks make sense for the job at hand.
Ubisoft describes every character as a potential questline, but recruitment is not necessarily equally easy for everyone. Nor does an occupation guarantee one fixed skill set: abilities are drawn from combinations of properties rather than a universal one-job, one-build rule. Why operatives play differently
Abilities are attached to character backgrounds and assembled as reusable properties. Creative director Clint Hocking described a system that assigns properties in ways that make sense for a character while allowing generative variation. Examples include a construction worker with a wrench and nail gun, a reporter with a news drone, and a character combining a guitar with quiet footsteps and a silent pistol. The job can inform a recruit’s toolkit, but it does not define every detail of that character’s build. Hocking’s interview discusses the design approach.
Ubisoft’s 2019 overview also gives illustrative numerical examples: an amateur boxer with 50% more melee damage, a doctor who reduces healing time by 25% for the team, and a character with 100% more damage who may also die randomly. These are examples from that pre-release overview, not a complete or current trait list. The same article cites a street performer with 40% more headshot damage; treat that, too, as an example rather than a general balance rule.

Compare recruits by what they change
Before committing to a candidate, compare how each one would affect the same kind of mission. The following are practical comparison categories, not official character classes:
- Access and disguise: Can their role or other traits make it easier to enter or move through a location?
- Stealth, combat, and hacking: What weapons, movement advantages, or device-related abilities are available?
- Team support: Does the operative provide a benefit to other DedSec members?
- Mobility and devices: Do they offer a useful vehicle, drone, or other deployable tool?
- Vulnerabilities: Could their drawbacks make arrest, injury, or death more consequential?
Thinking in these terms helps distinguish a recruit who is strong in a particular situation from one who is simply appealing on paper.

How the story works without a fixed protagonist
A changeable lead creates a writing problem: the game cannot assume that the operative on screen has one biography, voice, or personal history. Ubisoft narrative designer Brendan Hennessy said the team wrote dialogue in 20 versions tied to character personas and recorded those versions with 20 different voice actors. That approach lets conversations respond to the kind of operative you are controlling without pretending that every recruit shares the same identity.
The operatives’ recruitment missions provide self-contained character context, but Ubisoft says the game does not continue their pasts through a long authored personal arc after they join. The central plot instead relies on authored allies and villains, whose motivations and conflicts remain stable as the player switches characters. In Hennessy’s words, “characters like this can’t carry a story on their own.” Ubisoft’s account of the story’s development explains how persona-specific dialogue and authored narrative anchors support that structure.

What permadeath changes
Permadeath is an optional mode. Hocking said that in this mode an operative can be permanently killed and losing the whole team can cause a game over. He also noted that some characters can have a disclosed sudden-death trait even outside permadeath mode; their profile shows that trait before recruitment. That makes checking a candidate’s drawbacks especially important if you want to avoid taking on that risk. Hocking’s interview is the source for these mode details.
