Wii U emulation lets a PC run software designed for Nintendo’s console, but the emulator is not the game: you need game files and associated data, and Cemu does not provide commercial games or copyrighted decryption keys. The project’s documented method is to copy your own Wii U content with Dumpling. Whether a particular backup or copying method is lawful depends on your jurisdiction and the files and methods involved.
How Wii U emulation works
Cemu is software that emulates Wii U games and applications on a PC. It recreates enough of the console’s operating environment for compatible software to run, while translating graphics, audio, and controller input for the computer. An emulator and a game are separate: installing Cemu does not give you a library of Wii U titles.
Cemu directs users to its dumping guide for setting up games. The project does not distribute commercial game files or the copyrighted decryption keys some formats need. Its FAQ and homepage explain these format requirements; technical compatibility does not itself grant permission to obtain or use a file.
What you need to play Wii U games on a PC
- A Windows PC meeting Cemu’s published baseline requirements.
- Cemu, downloaded from the project’s official site.
- A Wii U and the game content you intend to copy, if following Cemu Guide’s documented personal-dump workflow.
- A FAT32-formatted USB storage device or SD card for that workflow.
- A compatible controller or keyboard and mouse, depending on how you want to play.
Cemu’s published PC requirements
Cemu’s homepage currently displays version 2.6 and lists Windows 7 x64 or later, OpenGL 4.5 or Vulkan 1.2, and at least 4 GB of RAM, with 8 GB or more recommended. It also lists the Microsoft Visual C++ 2017 x64 Redistributable. These are project-published baseline requirements, not a guarantee that every game will run well on a PC that meets them.

The project recommends Vulkan for many users and recent NVIDIA or AMD drivers; it recommends Vulkan for Intel graphics as well. Its guidance says to avoid OpenGL on older AMD cards because of poor performance, and to consider OpenGL when a graphics card has less than 2 GB of memory. These are general recommendations, not results from independent testing.
Storage for copying games from a Wii U
Cemu Guide’s Dumpling instructions call for a Wii U and either a USB storage device or SD card formatted as FAT32, with a 32 KB allocation size. The guide does not specify a universal capacity: the space required depends on which games and other content you copy. Choose a device that fits your console’s available port or slot and can be formatted to those specifications.

How to copy your Wii U content for Cemu
Cemu Guide documents using Dumpling on a Wii U to copy games, updates, downloadable content (DLC), saves, and account data to a PC. Follow the guide’s current instructions for the console and Cemu rather than relying on unofficial game or key downloads.
- Prepare a USB storage device or SD card formatted as FAT32 with a 32 KB allocation size, as specified in the Cemu Guide.
- Run Dumpling on the Wii U and use its prompts to copy the content you want, such as a disc game and its related data.
- Move the copied files to the PC and follow Cemu Guide’s instructions for installing game, update, and DLC content in Cemu.
- Keep your copied files organized and backed up. Cemu’s
mlc01folder is its emulated internal memory and may contain system files, installed games, updates, DLC, and saves. Deleting it removes its contents; see the guide’s storage information before changing or removing it.
WUD, WUX, and WUA files
Cemu’s FAQ says WUD and WUX images require the appropriate decryption keys. The project says those keys are copyrighted and are not supplied with Cemu. It recommends WUA as a smaller alternative that does not require keys. These are technical format distinctions, not a ruling on whether a particular file or method is lawful.

Controls, the GamePad screen, and performance
Cemu lists support for GamePad, Pro Controller, and Classic Controller emulation; Wiimotes are partially emulated. Keyboard and USB controller input are supported. The GamePad touchscreen can be controlled with a left mouse click, and motion input depends on a supported controller or can be controlled by dragging with the right mouse button.
To show the GamePad screen, Cemu’s FAQ says you can hold Tab, map the display to a controller button, toggle it with Ctrl+Tab, or display it in another window. Which option feels best depends on the game and your setup.

Cemu says its default settings are a reasonable starting point and recommends Vulkan with asynchronous shader compilation to reduce shader stutter in many games. It also documents game-specific performance packs, including FPS++ for The Legend of Zelda: Breath of the Wild and an Improve performance pack for Paper Mario: Color Splash. These options can help in particular cases, but do not guarantee smooth performance across all games or PCs. See the project’s FAQ for its current configuration guidance.

You can install and open Cemu on a PC without owning a Wii U, but Cemu does not supply commercial game files or the copyrighted keys needed for certain formats. The personal-copy workflow documented by Cemu Guide uses Dumpling on a physical Wii U to copy games and related data. This describes the project’s supported guidance; it does not determine whether some other way of acquiring or using files is lawful where you live.

Is Wii U emulation legal?
There is no jurisdiction-neutral answer that settles every case. The legality of making a backup, circumventing a technological measure, downloading a file, or using a dump depends on local law and the specific files and methods. Owning a Wii U or a game does not, by itself, settle all of those questions.
Cemu Guide states, “We do not support piracy here and obtaining games without dumping them from your own console is illegal.” That is the guide’s policy statement, not a legal ruling for every country. Nintendo of America’s Wii U User Agreement says, “Neither the sale, transfer, license, nor the use of your Wii U System transfers any title or ownership of any of our intellectual property rights.” It also describes restrictions on certain conduct involving Nintendo network services, while qualifying conduct “except as otherwise expressly permitted by law.” The agreement is Nintendo of America’s contract language; it is not a complete statement of law in every jurisdiction.
If you want to use Cemu, avoid unauthorized distribution of games or keys and check the rules that apply where you are before copying or using protected files.
Online play and console account data
Cemu’s FAQ says connecting to official servers requires system files dumped from a Wii U. The FAQ also describes experimental Pretendo support in 2.0 experimental releases only. Cemu Guide’s online instructions require a physical Wii U associated with an NNID and warn that cheating, sharing online files, or playing on both the console and Cemu can lead to a console ban. Online services and project support can change, so do not treat these instructions as a promise of access or a guarantee against account or console consequences.
