For the original Xbox, xemu requires three system files—an MCPX Boot ROM, a compatible flash ROM BIOS, and a hard disk image—plus a game disc image in XISO format. Those files do different jobs; a game ISO does not replace the console firmware or storage. Xbox 360 emulation is a separate case: Xenia’s Quickstart says it requires no Xbox 360 system files and does not run original Xbox games.
What each file does in original Xbox emulation
xemu is a low-level, full-system emulator: it models the original Xbox hardware and needs the files that let that virtual console start, as well as a compatible game image.
MCPX Boot ROM
The MCPX image is part of the Xbox startup process. xemu lists it as required and documents an expected checksum for a correctly dumped version 1.0 image. Use the project’s required-files page to check the expected value for the file you have.
Flash ROM BIOS
The flash ROM contains console firmware-level startup code. A BIOS must be compatible with xemu and able to boot unsigned software. The project explains that an unmodified retail BIOS cannot boot games because key DRM functions are not implemented; it calls for a debug BIOS or a modded retail BIOS with unsigned-software support.

xemu’s FAQ recommends MCPX and BIOS dumps from an Xbox 1.0 and reports success with “COMPLEX 4627.” That is project guidance, not a guarantee that every game or emulator build will work with the same files.
Hard disk image and dashboard
The HDD image is the virtual console’s storage. xemu offers a prebuilt 8 GB image without copyrighted content and with a lightweight, open-source dashboard; users can also image a real Xbox drive or build an image. The dashboard is a separate application stored on the virtual drive, not part of the BIOS or game image. Installing the official dashboard is optional for launching games, and its files must come from the user’s own Xbox. See the xemu dashboard documentation.

EEPROM
The EEPROM is separate from the BIOS, HDD, and game data. xemu creates a default EEPROM if you do not provide one, according to its FAQ.
Game image
The game image supplies the game disc data. For xemu, that needs to be a compatible XISO; the file extension by itself does not tell you whether an image will load. The game image does not include the MCPX ROM, BIOS, HDD image, or dashboard.

Why an ISO may not load in xemu
“ISO” describes a disc-image file, but not necessarily the layout xemu expects. xemu requires an XISO image. Full “redump” images contain both a video partition and a game-data partition and are not supported as-is. The project documents extracting the game partition or repacking the image into a compatible form; follow its disc-image instructions.
If the dashboard displays “Please insert an Xbox disc,” xemu’s FAQ recommends checking whether the image was dumped in a compatible way. A loose default.xbe file is not directly loadable by xemu; it expects a disc image. The project also notes that xdvdfs does not apply media patching to XBE files, which can stop some games from loading with some BIOSes.

Original Xbox and Xbox 360 use different emulator setups
Do not transfer xemu’s BIOS requirements to Xenia. They target different console generations and have different file and launch workflows.

Xenia cannot run original Xbox games, according to its FAQ. These requirements describe Xenia specifically, not every Xbox 360 emulator.

Get system files and game images from your own console and media
xemu’s documentation says the legal way to obtain the required system files is to dump them from a real Xbox, and to create game images from physical discs. That is the project’s stated guidance, not a complete legal analysis for every location. A game disc backup is game data; it does not supply the console’s BIOS, MCPX ROM, dashboard, or HDD image.
Check compatibility if setup looks correct
Having the right types of files does not guarantee that every title will run. xemu says bad dumps, system issues, and regressions can affect a game. Check its compatibility list for the title. Xenia also maintains a game compatibility list; compatibility depends on the game and build.
