“The program can’t start because hpf3lw73.dll is missing from your computer.” The hpf3lw73.dll error usually points to an incomplete HP printer installation, not a missing gaming runtime or Microsoft component.
hpf3lw73.dll is a legitimate Hewlett-Packard printer-driver component named LanguageMonitor. Windows loads language-monitor DLLs through the Print Spooler so printer drivers can add printer-control information to print jobs. It is installed with a printer-driver package rather than as a general-purpose Windows runtime.

The safest repair is to remove the broken HP printer installation and reinstall the correct driver for the exact printer model. Do not start by downloading a loose copy of the DLL.

What hpf3lw73.dll does
hpf3lw73.dll is identified as a LanguageMonitor from Hewlett-Packard Company. It is associated with HP printer software and is used by the Windows printing subsystem.
Microsoft describes language monitors as user-mode DLLs used by the Windows Print Spooler to communicate with printers and add control information to print data. They are installed as part of a printer driver’s INF package, not as standalone application libraries.
Public file records associate this filename particularly with older HP Deskjet packages, including the Deskjet F4400 family. That does not prove that every copy belongs to that series. The DLL name alone cannot identify the exact printer model.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Its presence in System32 does not make it a Microsoft-owned core Windows DLL.
Public records also describe an older 32-bit build and a LanguageMonitor description. Treat those details as identification clues, not as universal requirements. Different HP packages can contain different builds.
Error messages you may see
Depending on when Windows or the printer software calls the file, the message may say:
- “The program can’t start because hpf3lw73.dll is missing from your computer.”
- “The code execution cannot proceed because hpf3lw73.dll was not found.”
- “Error loading hpf3lw73.dll. The specified module could not be found.”
- “There was a problem starting hpf3lw73.dll.”
- “hpf3lw73.dll is either not designed to run on Windows or it contains an error.”
These messages do not always mean the named file itself is the only problem. Windows can show a missing-DLL message when a dependency of the printer monitor is missing, when the file is damaged, or when the wrong architecture is being loaded.
Fix 1: Remove and reinstall the exact HP printer driver
This is the primary fix when the error started after a printer removal, driver update, or failed setup.
1. Identify the printer model
Check the label on the printer or the existing printer entry in Windows. Write down the complete model name, including any series or regional suffix.
Do not choose a driver merely because it contains “HP Deskjet.” Older HP packages can share monitor components, but the correct package depends on the exact model, Windows release, connection type, and system architecture.

2. Remove the printer queue
- Press Windows + I to open Settings.
- Select Bluetooth & devices.
- Select Printers & scanners.
- Select the affected HP printer.
- Choose Remove.
- Confirm the removal.
If Windows lists multiple queues for the same physical printer, remove obsolete duplicates as well. Leave queues that are still used by other people or applications.

3. Remove the driver package
- Press Windows + R.
- Enter:
text
printui.exe /s /t2
- Press Enter.
- Select the Drivers tab.
- Locate the HP driver associated with the removed queue.
- Select Remove.
- Choose Remove driver and driver package when Windows offers that option.
- Confirm the prompts.
Only remove a driver package after checking which printer queues use it. On a shared computer, deleting a common HP package can break another user’s printer.
Restart Windows after removing the package. Then install the driver from the exact printer model’s HP support page, or let Windows install a compatible in-box driver.
For older devices, Windows may provide a basic driver even when the original HP software is no longer maintained. That driver may print reliably without restoring every legacy language-monitor feature.
The installation worked if the printer appears again without the DLL message, a test page prints, and the HP queue remains available after restarting Windows.
When updating or reinstalling drivers manually, the difficult part is identifying which package matches the printer, Windows release, and architecture. Outbyte Driver Updater can scan for outdated drivers and show what needs attention; its repair or driver installation requires the full version, and reinstalling the exact HP package remains the definitive fix for this file.
Fix 2: Clean up the Print Spooler
A printer queue can be removed while the Print Spooler still has jobs or driver references associated with it.
Restart the service
- Press Windows + R.
- Type:
text
services.msc
- Press Enter.
- Find Print Spooler.
- Right-click it and select Restart.
Try printing again. If the service stops immediately or the DLL error returns, continue with the cleanup below.
Clear stuck print jobs
- Open Services again.
- Right-click Print Spooler and select Stop.
- Open File Explorer.
- Browse to:
text
%WINDIR%System32spoolPRINTERS
- Approve the administrator prompt if Windows asks.
- Delete the files inside this folder, not the folder itself.
- Return to Services.
- Right-click Print Spooler and select Start.
Now remove the obsolete HP driver through printui.exe /s /t2 as described above. Restart Windows and reinstall the printer.

Look for an error recorded at the same time as the failure. The event may identify the queue, driver, or monitor that still references hpf3lw73.dll.
Fix 3: Check Windows Security quarantine
Security software can remove a printer DLL after a mistaken detection or after the file becomes damaged.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Look for an event involving
hpf3lw73.dllor the HP printer package. - Open the event and record the detected file path and action.
Do not restore the file automatically. If the HP installation is genuine, reinstall the complete driver package from HP instead. This replaces the file and its related dependencies as a matched set.
If you believe the detection is incorrect, verify the publisher, file location, and digital signature first. A file with the correct name is not automatically safe.
After reinstalling, run a Windows Security scan. If the file is quarantined again, leave it quarantined and investigate the package rather than repeatedly restoring it.
Fix 4: Repair Windows components with DISM and SFC
DISM and SFC are useful when several Windows components are damaged, printing services fail broadly, or unrelated system files also produce errors. They are not substitutes for reinstalling an HP printer driver, and SFC may not restore a third-party HP DLL.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteOpen an elevated Command Prompt:
- Open the Start menu.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
Run DISM first:
DISM /Online /Cleanup-Image /RestoreHealth
Wait for it to finish. Then run:
sfc /scannow
Restart Windows when both commands complete.
A successful result means DISM repaired or verified the Windows component store and SFC completed its protected-file check. It does not prove that the HP language monitor has been repaired.
If SFC reports that it could not repair some files, follow Microsoft’s recovery guidance and inspect the CBS log. If only hpf3lw73.dll remains unavailable, return to the HP driver removal and reinstall procedure.
Repeating SFC and DISM without knowing what changed can make troubleshooting tedious. Outbyte PC Repair can scan and show Windows issues before applying repairs; its repair functionality requires the full version, and an HP driver reinstall is still the correct fix when the missing file belongs to the printer package.
Fix 5: Check architecture and compatibility
Public records describe an older 32-bit version of this monitor. A 32-bit printer component is not automatically wrong on 64-bit Windows, because Windows can use compatible 32-bit printer components in the appropriate print environment.
The important rule is to install the architecture supplied by the complete printer-driver package. Do not download a 32-bit DLL and place it into a 64-bit application directory.

Do not manually copy the file into:
C:WindowsSystem32C:WindowsSysWOW64- A game folder
- An unrelated application directory
If the error says the file is “not designed to run on Windows,” remove the legacy driver package and install the correct package for your printer and Windows version. The message can indicate corruption, an incompatible build, or a missing dependency.
Fix 6: Use Device Manager only for the device driver
Device Manager can help when Windows does not detect the printer, but it is not the main interface for removing a Print Spooler language monitor.
- Press Windows + X.
- Select Device Manager.
- Expand Printers and Print queues.
- Right-click the affected device.
- Select Uninstall device if the device is stale or duplicated.
- Restart Windows.
- Reconnect the printer and install the correct driver.
If Windows shows an option to remove driver software, use it only when you are certain the package is not needed by another printer.

Fix 7: Do not use regsvr32 for this repair
regsvr32 is not a generic DLL repair command. It works with DLLs that expose the DllRegisterServer entry point.
Printer language monitors are installed through printer-driver INF files and loaded by the Print Spooler. They are not normally repaired by registering the DLL manually.
Running a command such as this is therefore not the correct first response:
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →regsvr32 hpf3lw73.dll
It may produce an error, change nothing, or create the impression that the printer package is repaired when it is not. Reinstall the complete driver package instead.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why downloading hpf3lw73.dll is risky
A loose DLL from an unknown download site can have the wrong:
- Version
- Architecture
- Publisher
- Dependency set
- File location
- Digital signature
It can also leave the printer’s INF registration and Driver Store state broken. Even a genuine-looking replacement may not fix the underlying stale queue or spooler reference.

Use the exact HP support page for the printer model first. For older HP printers, Windows Update and the Microsoft Update Catalog may provide a compatible driver. Microsoft lists HP Deskjet F4400-related driver packages in the Update Catalog, and HP identifies some older models as using Windows in-box drivers on Windows 10.
Prevention after the repair
- Keep the working printer model and driver name recorded.
- Remove printer queues through Windows before deleting driver files.
- Do not delete random files from
System32or the Driver Store. - Allow Windows Security to quarantine files until their publisher and origin are verified.
- Use the printer manufacturer’s package or Windows Update rather than a loose DLL.
- If an old printer works with a Windows in-box driver, prefer that supported path over restoring obsolete software.
- Before a major driver change, create a restore point when possible.
If the problem began immediately after a driver or software change, System Restore can roll back drivers, system files, registry settings, and installed programs without removing personal files.
FAQ
Is hpf3lw73.dll a Windows system file?
No. It is an HP printer language-monitor DLL. It may be installed under a Windows-managed directory, but its publisher is Hewlett-Packard Company rather than Microsoft.
Is it related to Visual C++, DirectX, or .NET?
No verified evidence identifies it as a Microsoft Visual C++ runtime, DirectX component, .NET component, or game library. Reinstalling those runtimes is not the normal repair.
Which HP printer uses hpf3lw73.dll?
Public records associate it particularly with older HP Deskjet F4400-series packages. The filename alone cannot determine the exact printer model, and other HP packages may use the same or related monitor components.
Recommended Free Tools
Why does an application mention a printer DLL?
The application may be starting an old HP helper program, or Windows may be loading the printer monitor through the Print Spooler during startup. The message does not necessarily mean the application itself installed the file.
Can I restore the file from quarantine?
Only after verifying the file and installation. The safer approach is to reinstall the complete signed HP driver package rather than restore a single DLL.
What if reinstalling the driver does not work?
Remove the printer queue and driver package again, restart the Print Spooler, check PrintService events, and inspect Windows Security Protection history. If multiple Windows components are failing, run DISM followed by SFC.
Should I copy the file into System32 or SysWOW64?
No. The printer-driver installer places files where the print subsystem expects them. Manual copying does not recreate the driver package registration and can introduce an unsafe or incompatible file.
