Do not treat conflicting third-party listings of the file’s version, size, or architecture as definitive. The exact internal dependency chain is also not publicly documented well enough to assume that every program reporting this filename uses it in the same way.

Fix 1: Repair Windows system files
Start here if the message appears during startup, after system cleanup, or when multiple Windows components behave unexpectedly.
Windows 11 and Windows 10
- Select Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Choose Yes when User Account Control asks for permission.
- Enter this command and press Enter:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for DISM to finish. Do not close the window while it is working.
- Run the System File Checker command:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Repeat the action that produced the
hpgt21tk.dllerror.
Microsoft recommends running DISM before SFC because DISM can repair the Windows component store that SFC uses as a source. Microsoft’s System File Checker guidance explains the supported procedure.

If SFC says it found corrupt files and successfully repaired them, restart and test again. This is the result most consistent with a repaired Windows system component.
If SFC says it found corrupt files but could not repair some of them, restart and run the same DISM and SFC sequence again. If the result does not change, check Windows Update, available disk space, and the health of the Windows installation before attempting a scanner reinstall.
If SFC reports that it did not find any integrity violations, the Windows copy of the file may not be the real problem. The application could be looking for a legacy HP dependency, using an incorrect path, or running on an unsupported version of Windows.

On Windows XP, use the built-in System File Checker or Windows File Protection:
- Select Start.
- Select Run.
- Type:
sfc /scannow
- Press Enter.
- Follow any prompt requesting the Windows XP installation CD or installation files.
- Restart the computer after the scan finishes.
If Windows File Protection cannot restore the file, the installation media may not match the installed service-pack level, or the Windows component store may be damaged. In that situation, use System Restore, an in-place Windows repair, or a clean installation after backing up personal files.
Fix 2: Reinstall the complete HP ScanJet software
Use this fix when the message appears while scanning, when opening older HP imaging software, or when using a scanner command such as From Scanner or Camera in an older application.

- Write down the exact Windows edition and architecture:
- Right-click Start and select System.
- On Windows 11 or 10, check System type under device specifications.
- On older Windows versions, open Control Panel, select System, and check the system information.
- Disconnect the ScanJet from USB.
- Open Settings with Windows key + I.
- Select Apps, then Installed apps on Windows 11 or Apps & features on Windows 10.
- Find HP ScanJet, HP imaging, or related scanner software.
- Select the entry and choose Uninstall.
- Restart the computer.
- Visit HP’s official support page for the HP Scanjet 2100C Scanner series.
- Select Windows 2000 or Windows XP only when that is the actual operating system.
- Download the complete official driver and software package.
- Run the installer as instructed.
- Reconnect the scanner only when the installer requests it.
- Restart Windows again.
- Test the scanner from the HP application, then test the application that originally showed the error.
The support page does not establish modern Windows 10 or Windows 11 compatibility for this scanner. Do not assume that an old XP package will become a supported Windows 11 driver merely because the installer starts.
Fix 3: Check Device Manager for a damaged scanner driver
Device Manager can reveal whether Windows has a failed or incomplete scanner entry, but it cannot manufacture a compatible modern driver.
- Right-click Start.
- Select Device Manager.
- Expand Imaging devices, Cameras, Printers, and Universal Serial Bus controllers.
- Look for the ScanJet, an unknown device, or an entry with a yellow warning icon.
- Right-click the relevant entry and select Properties.
- Read the message under Device status.
- Open the Driver tab and note the provider and driver date.
- If the device is clearly an old or failed HP entry, select Uninstall Device.
- If Windows offers Attempt to remove the driver for this device, select it only when you intend to reinstall the complete HP package.
- Restart Windows.
- Install the official HP package that matches the operating system, if one exists.
Do not use Device Manager’s automatic search as proof that a compatible driver exists. Windows may report that the best driver is already installed even when the legacy scanner is not supported by the operating system.

Fix 4: Check Windows Image Acquisition
WIA is the Windows service used by many scanner workflows. A running WIA service cannot make an XP-only driver compatible with Windows 11, but a stopped service can prevent a correctly installed scanner from working.
- Press Windows key + R.
- Type:
services.msc
- Press Enter.
- Find Windows Image Acquisition (WIA).
- Double-click it.
- Set Startup type to Automatic when the service is disabled.
- Select Start if the service is stopped.
- Select Apply, then OK.
- Restart the scanner software and test again.
If WIA will not start, note the error message and check the Dependencies tab in the same properties window. Do not download hpgt21tk.dll to fix a service-start error without identifying the underlying dependency.
Fix 5: Check quarantine and recent system changes
Antivirus quarantine, malware cleanup, disk cleanup, failed updates, and incomplete installations are plausible reasons a protected file or scanner component may disappear. None of those events proves that hpgt21tk.dll itself was malware.
- Open your antivirus or Windows Security application.
- Open Protection history, Quarantine, or the equivalent area.
- Search for
hpgt21tk.dlland related HP scanner entries. - Check the original path shown by the security product.
- Restore the file only if the security product identifies it as trusted and the original path is consistent with the Windows installation.
- Run a full malware scan.
- Run DISM and SFC again on Windows 10 or 11.
If the problem began immediately after a cleanup operation and System File Checker cannot repair it, use System Restore:
- Press Windows key + R.
- Type:
rstrui.exe
- Press Enter.
- Select a restore point from before the problem began.
- Review the affected programs.
- Complete the restore and restart Windows.
System Restore is not a substitute for a compatible scanner driver. It is useful when a known recent change damaged the Windows installation.
Fix 6: Account for 32-bit and 64-bit compatibility
Historical listings describe this as a legacy Win32 component, but those listings are not an authoritative Microsoft architecture specification. In practical terms, the important issue is that the ScanJet 2100C software was designed for an older Windows environment.
A 32-bit XP-era scanner package may not work as a native driver on 64-bit Windows 10 or Windows 11. Copying the file into both C:WindowsSystem32 and C:WindowsSysWOW64 does not solve that problem. Those folders serve different architecture roles, and there is no verified basis for placing this file in both.

If the scanner is essential:
- Use a supported legacy Windows computer or virtualized legacy environment where appropriate.
- Confirm that the scanner can connect to that environment.
- Use compatibility mode only for the application installer or application when it is suitable; compatibility mode does not create a missing kernel driver.
- Consider replacing the scanner with hardware that has a current Windows driver.
Why regsvr32 is usually wrong here
regsvr32 is not a general-purpose DLL repair command. Microsoft documents it for registering DLLs that expose registration entry points such as DllRegisterServer.
There is no verified evidence that hpgt21tk.dll must be registered manually. Running commands such as these can produce another error without restoring the missing file:
regsvr32 hpgt21tk.dll
regsvr32 /u hpgt21tk.dll
Use regsvr32 only when the software vendor specifically documents that the particular DLL is a self-registering component and provides the correct file path and architecture. For this file, repair Windows or reinstall the complete HP package instead.
Why downloading the DLL alone is unsafe
Random DLL download pages can provide:
- A wrong version
- The wrong architecture
- A modified or malicious file
- A file with no authenticated Microsoft or HP provenance
- A copy that does not match the rest of the scanner package
Even a genuine-looking replacement may leave missing registry entries, WIA components, driver files, or application dependencies. Do not copy an unverified file into System32, SysWOW64, or an application folder.

If the error remains after SFC succeeds
A successful SFC result means Windows did not detect a repairable protected-file problem. It does not prove that the HP software is compatible or that every scanner dependency is present.
Proceed in this order:
- Reinstall the complete HP scanner software.
- Check WIA and Device Manager.
- Identify whether the failing program is 32-bit legacy software.
- Test the scanner on a supported Windows environment.
- Check whether another HP DLL or application component is named in the error.
- Check disk health if Windows repair repeatedly fails or files disappear again.
- Use an in-place repair or reinstall Windows when the system itself remains damaged and backups are complete.
Microsoft documents chkdsk /f C: as a disk-repair command in its Windows Update troubleshooting guidance. Use it only after saving work, because Windows may schedule the check for the next restart.
