Cipher is already a playable character in Honkai: Star Rail, not an unreleased character awaiting a speculated launch. She is a five-star Quantum character on the Nihility path, and her signature Light Cone is Lies Dance on the Breeze. Exact dates for her original banner and her live availability are not established by the sources cited here.
Is Cipher out in Honkai: Star Rail?
Yes. HoYoverse’s official Indelible Coterie Character Event Warp notice lists Cipher among the characters available through that type of Event Warp, confirming she has been playable. The notice does not establish whether she is available on a banner now.
What is Cipher’s kit?
Prydwen describes Cipher as a five-star Quantum character on the Nihility path. Her central mechanic is a damage tally: her Talent tracks damage, and her Ultimate deals True DMG based in part on the accumulated tally. This is a high-level description; exact skill values and other version-specific details are in Prydwen’s Cipher guide.
What is Cipher’s signature Light Cone?
Lies Dance on the Breeze is identified as Cipher’s limited Event Warp signature Light Cone in the Prydwen guide. It increases the wearer’s SPD and can reduce enemies’ DEF through its Bamboozle and Theft states. Its limited Event Warp classification describes its acquisition category; it does not guarantee that the Light Cone is currently featured.

The cited sources do not establish Cipher’s exact original banner start or end dates, or her banner availability on October 4, 2026. The official notice confirms that she has appeared in an Indelible Coterie Character Event Warp, but it is not evidence of a live banner on that date. Check current in-game Warp notices for availability.
How current is the kit information?
