The filename belongs to ICU, the International Components for Unicode project. The cnv portion refers to conversion functionality. Applications commonly keep ICU files beside their own executable so that each program can use the exact library family it was built to expect.

Adobe applications are a documented example. Photoshop Elements, Premiere Elements, Bridge, Acrobat, and other third-party programs may include ICU files. Other applications and games can also bundle the same library.
The common companion files are:
icuuc58.dllicudt58.dllicucnv58.dll
The number 58 identifies an ICU major-version family. Do not replace an ICU 58 file with an unrelated icuuc64.dll, icudt64.dll, or another newer family.

First, identify the program requesting the file
The error window often names the executable. Look for text such as PhotoshopServer.exe, a game executable, an updater, or another application name.
If the message appears during startup but the main program opens normally, an old updater, service, shortcut, or startup entry may be launching a leftover component.
Check the application folder
- Right-click the application shortcut.
- Select Properties.
- Open the Shortcut tab.
- Note the path in Target.
- Open that folder in File Explorer.
- Search the folder and its subfolders for:
icucnv58.dllicuuc58.dllicudt58.dll
If the files are present, the error may involve a missing dependency, damaged file, wrong architecture, or an executable looking in a different folder. If all three are absent, repair or reinstall the parent application.
Do not assume that a copy elsewhere on the computer is suitable. Private application DLLs are matched to the program that shipped them.

Fix 1: Repair the affected application
This is the most likely solution when the application’s ICU files were deleted, quarantined, or never installed correctly.
For a Microsoft Store or Windows-managed app
- Press Windows + I to open Settings.
- Select Apps.
- Select Installed apps.
- Find the affected program.
- Select the three-dot menu beside it.
- Choose Advanced options.
- Select Repair.
- Start the application again.
Windows repairs the installation without normally removing its user data. If Repair does not solve the problem, return to the same screen and select Reset only after confirming that the application’s settings, profiles, catalogs, or projects are backed up.
For a traditional desktop program
- Press Windows + R.
- Type
appwiz.cpl. - Press Enter.
- Select the affected application.
- Look for Repair, Change, or Modify.
- Follow the installer prompts.
- Restart Windows and test the program.
If there is no repair option, use the vendor’s official installer or launcher to reinstall the same application. Run the installer by right-clicking it and selecting Run as administrator if the installation fails because of permissions.
A successful repair should allow the original executable to start without the missing-DLL message. If the message names a different executable afterward, repeat the ownership check for that program instead of copying files between applications.

A failed update or partial uninstall can leave an older component requesting ICU 58 while the rest of the program contains a newer ICU family. This has been reported with Adobe Elements installations where newer ICU files coexist with an older startup component.
- Open the application’s own updater or launcher.
- Install every available update.
- Restart Windows.
- Start the application again.
If updating does not help:
- Back up projects, catalogs, profiles, presets, and saved settings.
- Uninstall the affected application from Settings > Apps > Installed apps.
- Restart Windows.
- Remove only clearly obsolete components belonging to that application.
- Download the current installer from the software publisher’s official website or account portal.
- Right-click the installer and select Run as administrator.
- Complete the installation.
- Restart Windows and test the program.
Reinstalling the parent application is the definitive repair for an application-private ICU DLL. Do not download an isolated replacement and assume it will match the program’s compiler, patch level, architecture, or companion files.
Fix 3: Check antivirus quarantine
Security software can remove or quarantine a legitimate application file. Restore it only when the application itself came from a trusted official source.
Windows Security
- Open the Start menu.
- Type Windows Security and open it.
- Select Virus & threat protection.
- Select Protection history.
- Review recent actions involving the application folder or
icucnv58.dll. - If the file is clearly part of the official installation, follow the available restore or allow instructions.
- Repair or reinstall the application afterward if the file is damaged or incomplete.
If the file’s location is unusual, its publisher cannot be verified, or the application was obtained from an unofficial source, do not restore it. Remove the program and install a trusted copy instead.
Fix 4: Match the application’s architecture and ICU family
A 32-bit application needs matching 32-bit ICU files. A 64-bit application needs matching 64-bit files. Mixing architectures can produce loading failures, including errors associated with invalid application format.
Check the application’s installation path and vendor documentation rather than guessing from the Windows edition. A 64-bit version of Windows can run both 32-bit and 64-bit applications.
To inspect the file that is already installed:
- Right-click
icucnv58.dll. - Select Properties.
- Open the Details tab.
- Review the reported file version and description.
- Compare it with the other ICU files in the same application folder.
The common metadata value for a 64-bit copy is version 58.2.0.0 and approximately 1.39 MB, but those values are identification clues, not a universal specification for every vendor build.
If one ICU file is missing, restore the complete matching set through the application installer. Do not combine files from different programs or from different ICU families.

Fix 5: Verify files when a game is affected
If a game launcher reports icucnv58.dll, use its built-in file verification feature before attempting a manual repair.
- Open the game launcher.
- Open your library.
- Select the affected game.
- Open its Settings, Manage, or three-dot menu.
- Choose Verify, Verify files, or Verify integrity.
- Wait for the scan and replacement process to finish.
- Restart the launcher and run the game.
The exact label varies by launcher. Verification should restore missing game files from the launcher’s official content source. If verification fails, update the launcher, check its download permissions, and reinstall the game only after backing up local saves.
Fix 6: Check for an orphaned startup item
When the error appears at Windows sign-in but the application works, an old startup component may be calling a removed executable.

- Press Ctrl + Shift + Esc to open Task Manager.
- Select Startup apps.
- Look for the affected application, updater, helper, or publisher entry.
- Right-click an entry and select Open file location when available.
- Confirm which executable is producing the message.
- Disable only an entry you have identified as obsolete.
- Restart Windows.
Do not disable security software or an unknown system process merely because its name is unfamiliar. If the startup item belongs to a current application, repair or update that application instead.
Fix 7: Repair Windows components only when other programs are failing
icucnv58.dll is normally an application-private file. Windows repair commands usually do not reconstruct it. Use them when multiple applications have missing system files, Windows features are malfunctioning, or there is broader evidence of component corruption.
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Test the affected application.
If either command reports that it could not complete, restart Windows and run the same commands again from an elevated Command Prompt. If Windows reports repaired files but the application still shows the same error, return to repairing or reinstalling the application.
Repeatedly running SFC and DISM without knowing which component changed can make troubleshooting harder. Fix 8: Update drivers only for broader loading problems
Drivers do not normally supply icucnv58.dll, so this is not a first-line fix. Consider driver troubleshooting only when the application also crashes with graphics, audio, display, or hardware-related errors.
Update through Device Manager
- Right-click the Start button.
- Select Device Manager.
- Expand the relevant category, such as Display adapters.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
For graphics or specialized hardware, use the device manufacturer’s official support page when Device Manager finds nothing. Does Visual C++ Redistributable fix icucnv58.dll?
Not directly. ICU DLLs and Microsoft Visual C++ runtime DLLs are separate components.
Repair or install the Microsoft Visual C++ Redistributable only when the error also names files such as:
VCRUNTIME140.dllMSVCP140.dll
A vendor installer may need both ICU and Visual C++ runtime files, but installing Visual C++ alone will not normally create icucnv58.dll. Use Microsoft’s official Visual C++ Redistributable documentation and match the runtime requested by the application.

Do not copy the file into System32
Do not place an arbitrary icucnv58.dll in:
C:WindowsSystem32C:WindowsSysWOW64
Applications commonly search their own executable directory first. A global copy can create version conflicts, architecture mismatches, and DLL-preloading risks. Restore the file beside the executable through the owning application’s installer.
Do not use random DLL download sites
An isolated download may contain malware, the wrong architecture, the wrong ICU family, or a different vendor build. It may also leave missing companions such as icuuc58.dll and icudt58.dll. The safe sources are the affected application’s official installer, launcher, repair function, or vendor support channel.
Do not run regsvr32 routinely
regsvr32 is intended for DLLs that expose COM registration functions such as DllRegisterServer. ICU runtime libraries are normally loaded directly by the application and are not registered this way.
If you run:
regsvr32 icucnv58.dll
and receive an error saying that DllRegisterServer was not found, that confirms registration is not the appropriate repair.

Is icucnv58.dll a Windows file?
No. It is a legitimate ICU4C library, but it is normally bundled privately with a third-party application rather than installed as a Windows system component.
Which application installed it?
The executable named in the error is the best starting point. Adobe software is a documented example, but games and other third-party applications can also bundle ICU 58.
Can I use icucnv58.dll from another application?
No. Even if the filename matches, the file may have a different architecture, build, dependency set, or patch level. Repair the application that requests it.
Why does Windows say the specified module could not be found when the file exists?
The named DLL may be present while one of its dependencies is missing or incompatible. Check the complete ICU set in the exact executable directory and repair the application.
Will reinstalling Visual C++ fix it?
Only if the error also identifies a missing Microsoft C++ runtime. Visual C++ Redistributable does not supply ICU DLLs.
What if reinstalling does not help?
Uninstall related editions and components, restart Windows, check antivirus quarantine, then install the current official package. Also check whether an obsolete startup entry is launching an older executable.
Should I run Windows Features or Device Manager?
Windows Features are relevant only when the application specifically requires an optional Windows component. Device Manager is relevant to broader hardware or driver symptoms, not usually to an isolated icucnv58.dll error. The owning application’s repair or reinstall remains the correct first step.
