The 60-second answer
icudt36.dll is not normally a Windows system file. It is the ICU 3.6 data library, an old component that a third-party application may install for Unicode, language, formatting, or globalization features.

The safest fix is to identify the application that displays the error, then use its official Repair, Verify files, installer, or complete reinstall option. Restore the entire matching ICU set, not just icudt36.dll. Files such as icuuc36.dll, icuin36.dll, and a native bridge may also be required.
Do not download an arbitrary copy and place it in System32 or SysWOW64. The file must match the parent program’s version, architecture, and companion libraries.

What causes an icudt36.dll error
The most likely causes are:
- An application update or uninstall removed part of its ICU files.
- The program was moved to another folder.
- Antivirus software quarantined the file.
- The application’s
PATHor Java native library path changed. - A 32-bit program received 64-bit files, or the reverse.
- ICU files from different releases were mixed.
- The installer or application directory is damaged.
- A separate dependency, such as a Visual C++ runtime, is missing.
- Broader Windows corruption is affecting multiple programs.
The 36 identifies ICU 3.6. It does not identify a Windows version, and the filename alone does not reveal the file’s exact build, bitness, size, or timestamp.
Fix icudt36.dll in the right order
1. Identify the parent application
Before changing Windows files, record:
- The exact error message.
- The application or game that shows it.
- The executable’s location.
- Whether the failure began after an update, uninstall, disk cleanup, application move, or antivirus alert.
- Whether the application is 32-bit or 64-bit.
If only one program fails while other Windows applications work, Windows itself is unlikely to be the source. The failing program probably owns the missing file.
Look at the error’s title bar, desktop shortcut, taskbar icon, or launcher. You can also right-click the shortcut, select Properties, and check the Target path. The folder containing the executable is usually the first place to inspect.

Use the program’s own repair method first.
For a game launcher
Open the launcher and locate the game’s settings menu. Choose an option named Verify files, Verify integrity, Repair, or Scan and repair. Wait for the process to restore missing files, then restart the launcher and try the game again.
If the launcher reports that files were repaired and the program starts, the issue was an incomplete or damaged installation.
For a Windows installed app
- Press Windows + I.
- Select Apps.
- Select Installed apps.
- Find the affected program.
- Select the three-dot menu.
- Choose Advanced options.
- Select Repair, if available.
- Start the application again.
Use Reset only if Repair fails and you are prepared to lose application settings or locally stored data.
For a traditional desktop installer
Find the original installer from the application vendor and run it. If it offers Repair, choose that option. Otherwise uninstall the application, restart Windows, and reinstall it into the vendor’s recommended folder.

Do not delete the application folder first unless the vendor’s instructions require it. You may remove configuration files or saved data that the installer does not replace.

3. Restore the complete matching ICU files
icudt36.dll commonly works with other ICU files. A valid repair may require icuuc36.dll, icuin36.dll, and an application-specific native library or Java bridge.
Check that:
- All ICU files came from the same application package.
- The files use the same ICU release family.
- The files are in the application directory or its approved library directory.
- The application’s configured
PATHpoints to that directory. - You did not copy files from another program.
- You did not mix ICU 3.6 files with later ICU releases.
ICU libraries are normally deployed beside the application that uses them. Putting a shared copy in C:WindowsSystem32 or C:WindowsSysWOW64 can cause another program to load the wrong version.
If the error mentions Java, such as java.lang.UnsatisfiedLinkError: no icudt36 in java.library.path, repair the vendor installation and correct the Java native library path. Copying the file into an unrelated Java folder is not a reliable fix.

A 32-bit application needs compatible 32-bit libraries, even when it runs on 64-bit Windows. A 64-bit application needs 64-bit libraries.
An architecture mismatch may produce:
- “The file is not designed to run on Windows.”
- Error code
0xc000007b. - A missing-DLL message that remains after copying the file.
- A new error naming a companion ICU DLL.
Use the application’s documentation or installer to determine its architecture. For PHP, Apache modules, Java middleware, TIBCO components, and older business software, the architecture of the host process matters.
Do not replace one file with an x64 copy while leaving the rest of the application’s ICU set at x86. Reinstall the matching vendor package instead.
5. Check antivirus quarantine
Security software may remove or quarantine an old application file.

- Open Start and search for Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Open a detection related to the affected application.
- Confirm the file path, publisher, and application that installed it.
Only restore a quarantined file when its source and location are known and the application is trusted. Microsoft notes that Defender may detect the file again if it still considers it unsafe. The safer response is usually to reinstall the application from its official installer, then check whether the vendor has an updated release.

Do not blindly disable antivirus protection or add a broad folder exclusion.
6. Correct the application-specific search path
A file can exist but still be reported as missing when Windows or a runtime cannot find it.
Check the application directory first. Then investigate:
- A changed system or user
PATH. - A Java
java.library.pathsetting. - PHP’s extension directory and startup configuration.
- Apache service environment variables.
- A launcher that starts the program with a different working directory.
- A manually moved installation.
Restart the parent application after changing a path. Services and Java processes must usually be stopped and started again before they recognize a new library location.
For PHP, restoring only php_intl.dll may not be enough. The PHP build, extension directory, extension=php_intl.dll setting, and complete ICU DLL family must be compatible.
7. Reinstall a separate runtime only when its error is explicit
Some applications also need Microsoft Visual C++ Redistributable files. Installing that runtime does not provide icudt36.dll.
If the error separately names an MSVC runtime DLL, obtain the appropriate x86 or x64 redistributable from Microsoft and match it to the application. If no runtime error is shown, do not assume Visual C++ is the cause.

8. Repair Windows only when other components are failing
Because icudt36.dll is normally supplied by an application, DISM and SFC are not the first repair steps. Use them when multiple Windows programs fail, Windows components are also damaged, or system corruption began at the same time.
Open an elevated Command Prompt:
- Open Start.
- Type
cmd. - Right-click Command Prompt.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for it to finish. Then run:
sfc /scannow
Restart Windows and test the application again.
A successful SFC result means Windows repaired or verified protected system files. It does not prove that the third-party icudt36.dll was restored. If the application still fails, return to its installer, logs, architecture, and dependency set.

9. Check drivers only for broader application symptoms
A graphics, storage, or chipset driver is not the normal source of icudt36.dll. However, if the application began failing after a hardware or driver change, update the driver through the device manufacturer or Windows Update.
To check Device Manager:
- Right-click Start.
- Select Device Manager.
- Expand the relevant category.
- Right-click the device.
- Select Properties and review the General and Driver tabs.
- Use Update driver or obtain the driver from the hardware manufacturer.
Do not use Device Manager to replace an application ICU file. What not to do
Do not download a random DLL
Third-party DLL download pages may provide malware, the wrong ICU release, the wrong architecture, or an incomplete set of companion files. Even a clean-looking copy may not match the application that requested it.
Use the affected application’s official installer, launcher verification, vendor support package, or an approved enterprise deployment package instead.
Do not copy it into System32
System32 and SysWOW64 are not universal repair locations for application DLLs. A system-wide copy can create conflicts, leave the original application broken, and make future updates unpredictable.
Do not run regsvr32 on icudt36.dll
regsvr32 is for registering compatible self-registering components that expose registration entry points such as DllRegisterServer. ICU data and runtime libraries are not ordinary COM self-registering DLLs.
A command such as this is not a repair:
regsvr32 icudt36.dll
It will not correct a missing search path, architecture mismatch, damaged installation, or missing companion library.

If reinstalling did not work
If the message changes from “missing” to “not designed to run,” suspect:
- The wrong x86 or x64 package.
- A corrupted installer.
- Mixed ICU releases.
- A damaged companion DLL.
- A dependency failure reported in the application log.
If the file is present but loading still fails, inspect the application’s logs or use a dependency-analysis tool to identify the next failed dependency. Windows may report the first file involved in a failed load rather than the underlying cause.
For TIBCO, IBM middleware, legacy document-processing software, and older PHP or Apache deployments, obtain the exact vendor release and architecture required by the parent application. An old product may no longer be supported, in which case its archived installer or vendor-maintained deployment package is safer than an isolated DLL.
FAQ
Is icudt36.dll a Windows system file?
No. It is normally an application-provided ICU data library. A vendor could place a copy in a system directory, but location alone does not prove ownership.
What program uses icudt36.dll?
There is no single universal owner. It has appeared with older PHP integrations, TIBCO components, IBM adapters, document-processing software, Java integrations, and other legacy applications. Identify the executable that displays the error.
Can I download only icudt36.dll?
You should not. The file must match icuuc36.dll, other ICU libraries, the application version, and its x86 or x64 architecture.
Will Visual C++ Redistributable install it?
No. Visual C++ Redistributable may satisfy a separate dependency, but it does not supply icudt36.dll.
Should I run SFC or DISM?
Only when multiple Windows components show problems. For a single application, repair or reinstall the parent program first.
Why does the file exist but Windows still say it is missing?
The application may be searching the wrong directory, the file may be inaccessible, the architecture may be wrong, or another dependency may be failing first. Check the application path, configured search path, logs, and complete ICU set.
