icudt46.dll errors usually appear when a game, PHP installation, Apple component, or another bundled application cannot find its matching ICU data file.

The 60-second answer
Do not download icudt46.dll from a random DLL website and do not copy it into C:WindowsSystem32 or C:WindowsSysWOW64.
icudt46.dll is the Windows ICU data library from International Components for Unicode 4.6. It provides applications with Unicode, locale, collation, date and time, number-formatting, and other globalization data. It is normally installed privately beside the program that needs it, not as a Windows component.
The safest fix is:
- Read the complete path shown in the error.
- Identify the application or runtime in that folder.
- Use that program’s Verify, Repair, update, or reinstall function.
- Restore the complete matching bundle, including companion ICU files.
- Check whether the application is 32-bit or 64-bit.
Windows Update, DirectX, .NET, and the ordinary Visual C++ runtime do not generally install this particular application-private file.
What causes the error
The cause is usually one of these:

ICU 4.6 is an old runtime, but older applications can still depend on it. Several ICU versions may legitimately exist in different application directories. One program’s ICU files should not replace another program’s files.
Step 1: Identify the application that owns the file
The full path is more useful than the filename alone.
For example:
...EVE Onlinebinicudt46.dllpoints to an older EVE Online client.- A path inside a PHP, WAMP, or Uniform Server folder points to a PHP runtime using the
intlextension. C:Program FilesCommon FilesAppleApple Application Support...points to an Apple software installation.- A folder belonging to a typing program, browser component, launcher, or embedded Chromium application identifies that product instead.
If the error shows only the filename:
- Press
Windowsand type the application name from the error window. - Right-click the result and choose Open file location.
- Right-click the shortcut, choose Properties, and inspect Target.
- Compare that location with the folder named in the error.
- Note whether the path is under
Program Files,Program Files (x86), a PHP folder, a game folder, or a vendor-specific directory.
Do not assume that the application named in a shortcut is the only possible owner. A startup helper, updater, service, or plugin may be launching the failing executable.
Step 2: Repair or reinstall the owning program
Use Windows app repair first
For a modern Windows application:
- Open Settings.
- Select Apps.
- Choose Installed apps.
- Find the application.
- Select the three-dot menu.
- Choose Advanced options.
- Select Repair.
- Start the application again.
Repair normally preserves the application’s data. If Repair is unavailable or does not help, return to the same page and choose Reset only if you understand that it may remove application settings or local data.
For a traditional desktop program:
- Open Control Panel.
- Select Programs.
- Choose Programs and Features.
- Select the affected application.
- Choose Change, Repair, or Uninstall, depending on what the installer provides.
- If repair is unavailable, uninstall the program.
- Restart Windows.
- Reinstall it using the vendor’s original installer or official application launcher.
Use the application’s own installer rather than copying a loose DLL. A proper reinstall restores the correct icudt46.dll, its matching ICU libraries, configuration files, and runtime dependencies.
EVE Online
Older EVE Online installations have reported verification failures involving binicudt46.dll. For the current launcher procedure:
- Open the EVE Online launcher.
- Select the cogwheel or settings control.
- Choose EVE Online.
- Select Verify Game Files.
- Allow the launcher to replace damaged or missing files.
- Start the game again after verification finishes.
If verification does not resolve the problem, close the launcher and reinstall the affected game installation. Do not copy an ICU file from another EVE installation or from a different program.
PHP, WAMP, and Uniform Server
PHP packages can use icudt46.dll together with php_intl.dll, icuuc46.dll, and other ICU files.

- Determine whether Apache, the command line, or another service is loading PHP.
- Check the PHP directory named in the error.
- Restore the complete PHP package matching that installation.
- Open the correct
php.ini. - Confirm that the intended extension line is enabled:
text
extension=php_intl.dll
- Save the file.
- Restart Apache or the relevant PHP service.
- Test the application again.
Do not copy only icudt46.dll. PHP’s ICU files must come from the same PHP distribution and must match its architecture and compiler runtime. A 32-bit PHP build requires the x86 Visual C++ runtime even when Windows itself is 64-bit. Older PHP packages may require Microsoft Visual C++ 2012 Update 4, but that runtime does not supply icudt46.dll.
Apple software and other bundled programs
Historically, Apple Application Support installations used by iTunes and related Apple software have contained this file. If the path points to Apple Application Support:
- Close iTunes and other Apple processes.
- Open Settings > Apps > Installed apps.
- Repair Apple Application Support if that option exists.
- If repair is unavailable, reinstall the affected Apple software from its official installer.
- Restart Windows before testing again.
The same principle applies to RapidTyping, embedded browser components, launchers, and other programs: the folder path identifies the owner, and the owner’s installer is the correct source.
Step 3: Check 32-bit versus 64-bit compatibility
A 64-bit version of Windows can run both 64-bit and 32-bit applications. That does not make their DLLs interchangeable.

Check the application’s location:
C:Program Filescommonly contains 64-bit applications.C:Program Files (x86)commonly contains 32-bit applications.
This is only a clue, not proof. Check the vendor’s package information when available.
The official ICU archive includes separate Windows package builds for Win32 and Win64. Restore the build that matches the application, not the operating system alone.
A mismatched file can produce:
- “The specified module could not be found”
- “Bad Image”
- “This application was unable to start correctly”
- “The file is not designed to run on Windows”
- An entry-point or ICU data-version error
If icudt46.dll exists but the program still fails, do not keep replacing it. The problem may be a damaged file, the wrong architecture, or a missing companion such as icuuc46.dll or icuin46.dll.
Step 4: Check antivirus quarantine
An antivirus product may quarantine a file after an update or during a false positive.

- Open Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Look for an event involving the application directory or
icudt46.dll. - Confirm that the file belongs to a known, correctly installed application.
- If it does, use the available restore or allow option.
- Immediately run the application’s Verify or Repair function.
If you do not recognize the application, do not restore the file. Uninstall or reinstall the program from its official source and run a security scan instead.

SFC and DISM repair Windows component corruption. They do not normally restore an ICU DLL installed privately by a game, PHP package, or other third-party application.
Open Terminal or Command Prompt as administrator:
- Press
Windows. - Type
Command Prompt. - Right-click it and select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
Wait for it to complete, then run:
sfc /scannow
Microsoft recommends running DISM before SFC. Restart Windows afterward and test the application.

Use Windows Features only when the failing program specifically requires a Windows feature:
- Press
Windows. - Type Turn Windows features on or off.
- Open the result.
- Enable only the feature required by the application’s documentation.
- Select OK and restart if prompted.
Do not enable random features to obtain icudt46.dll. Windows Features do not normally provide this ICU data file.
Step 6: Use System Restore for a recent system-wide change
If the error began immediately after a driver, application, or system change:
- Press
Windows + R. - Type:
rstrui.exe
- Press Enter.
- Select an earlier restore point.
- Review the affected programs.
- Select Next, then Finish.
- Allow Windows to restart.
System Restore rolls back system settings, applications, and drivers. It does not replace personal files. Use it only when the restore point is appropriate.
Drivers are rarely the cause
A graphics or device driver normally does not install icudt46.dll. Reinstalling a driver is appropriate only when the error path belongs to a vendor’s driver-management utility or the vendor specifically identifies the driver package.
If that applies:
- Right-click Start.
- Open Device Manager.
- Expand the relevant device category.
- Right-click the device.
- Select Uninstall device if the vendor provides a clean-reinstall procedure.
- Restart Windows.
- Install the current driver from the hardware vendor.
If manually checking every device means guessing which of many drivers is stale, Outbyte Driver Updater can scan and identify driver issues; the full version performs driver installation. It is optional, and it will not replace the application-specific repair required for icudt46.dll.
Why regsvr32 is not the fix
Do not run:
regsvr32 icudt46.dll
regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer, commonly used by COM or ActiveX components. ICU data files are runtime data, not normally self-registering components.
Registering the file will not restore missing companion libraries, fix a wrong architecture, or rebuild a damaged application installation. If a vendor explicitly instructs you to register a different component, follow that vendor’s instructions for that component only.
Avoid global DLL copies
Windows searches the application directory before system directories. That is why applications commonly keep their own ICU files beside the executable.
Copying icudt46.dll into System32 or SysWOW64 can:
- Put the wrong architecture in a system directory.
- Make one application load another program’s ICU version.
- Create entry-point or data-version failures.
- Leave the real application installation incomplete.
- Introduce an untrusted or modified binary.
Manual copying is acceptable only when recovering the file from the same application’s original installer, backup, or verified vendor package, and only into that application’s directory.
FAQ
Is icudt46.dll a Windows system file?
No. It is an ICU data library normally supplied privately by the application that needs it.
Can Windows Update install it?
There is no general Windows Update package that universally installs icudt46.dll. Repair the application named by the path instead.

No. Random DLL download sites can provide malware, the wrong ICU version, or the wrong architecture. A loose replacement may also leave the application’s companion files missing.
Why does the error remain after I copied the file?
Another ICU library, a Visual C++ runtime, or an application file may be missing. The copied file may also be the wrong version or architecture. Reinstall the complete matching program bundle.
Is icudt46.dll related to DirectX or .NET?
Not normally. ICU is a separate application runtime component.
What information should I provide when asking for help?
Include the exact error text, complete DLL path, application name and version if known, Windows architecture, whether the application is 32-bit or 64-bit, and what changed immediately before the failure.
