icudt58.dll is an ICU data library that normally belongs to the application reporting the error, not to Windows itself. The safest fix is to identify that application and repair, verify, or reinstall its complete runtime instead of downloading a replacement DLL into a Windows system folder.
What this file actually does
icudt58.dll is part of ICU4C, the International Components for Unicode library. It contains data used for locale handling, Unicode text processing, collation, time zones, and related language features. Other ICU files, commonly including icuuc58.dll and icuin58.dll, use this data.

The 58 in the filename identifies the ICU major-version family. It is not a generic Windows version number. ICU 58-based applications can contain different patch releases, including 58.2 and 58.3, and vendors may customize the data bundle.

Most programs keep this file beside their executable or in a private runtime directory. Examples include applications from Adobe, Origin, SQL Server PolyBase, Anaconda or conda environments, communication software, backup products, and games. This list is not an ownership database. The exact owner is the executable named in the error and the folder from which that executable loads the DLL.

| The file disappeared after a security alert | Defender or another antivirus may have quarantined it | Review protection history before restoring anything |
Fix 1: Identify the application that owns the file
Do this before changing Windows files.
- Read the complete error dialog. Note the program name, launcher, service, or shortcut that displayed it.
- Right-click the program’s shortcut and select Properties.
- On the Shortcut tab, select Open File Location.
- Look for the application executable and check whether
icudt58.dllis in the same folder or a nearby runtime folder. - If the error appears during startup, open Task Manager with
Ctrl+Shift+Esc. Right-click the relevant process and select Open file location. - Write down the executable path and application version.
A path under Program Files (x86) often indicates a 32-bit application, while a path under Program Files often indicates a 64-bit application. These folder names are clues, not proof. The executable and its DLLs still need to come from the same application release.
Do not search only for a filename and copy the first result you find. Several unrelated programs can ship private copies of icudt58.dll.

This is the most likely solution.
For a desktop application
- Close the application.
- Open Start > Settings > Apps > Installed apps.
- Find the application named in the error.
- Select the three-dot menu beside it and choose Advanced options, if available.
- Select Repair and wait for Windows to finish.
- Start the application again.
If no Repair option is available, open the application’s own launcher or installer and look for Repair, Modify, or Verify. Right-click the installer and choose Run as administrator when the installer requires elevated permissions.
If repair fails, uninstall the application from Settings > Apps > Installed apps, restart Windows, and reinstall it using the publisher’s official installer. Reinstall the complete application, not just icudt58.dll. This should restore companion files such as icuuc58.dll, icuin58.dll, and any Microsoft runtime required by that particular build.
For a game launcher
Open the launcher, select the game, and look for an option named Verify files, Repair, Scan and repair, or similar. Let the launcher replace incomplete files, then restart the launcher and test the game.
Do not overwrite the game directory with a DLL from another game, another release, or another computer. A launcher verification pass is designed to restore the exact files expected by that installation.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteFor Adobe, Origin, SQL Server, or conda
Use the repair process belonging to the product.
- For Adobe, repair or reinstall the affected Creative Cloud application. If Creative Cloud installation data remains corrupted, use Adobe’s documented cleanup procedure before reinstalling.
- For Origin or another game client, use its file verification or reinstall process.
- For SQL Server PolyBase, repair the SQL Server installation or apply the supported SQL Server update for that installation. SQL Server can contain multiple private x64 ICU copies.
- For conda, close Python, Spyder, Jupyter, IDEs, and terminals using the environment. Retry the package operation from the appropriate Anaconda or Miniconda prompt. If the environment remains damaged, repair or recreate that environment rather than placing the file in a Windows directory.
Fix 3: Check Microsoft Defender quarantine
Antivirus software can remove a legitimate application file, but a detection can also indicate that the application directory was tampered with. Do not assume either explanation without checking.
- Open Start and search for Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Inspect recent detections.
- Open a relevant entry and check the detected path, threat name, and affected file.
- If the path belongs to a trusted application installed from its publisher, update Defender definitions and scan the system before taking further action.
- Prefer reinstalling the application after confirming the event. This replaces the complete, matching runtime.
- Restore a quarantined file only when you have independently assessed it as safe and the application publisher is trusted.
Restoring a quarantined file puts it back on the device, and Defender may detect it again. Do not permanently disable antivirus protection or create a broad exclusion for C:, System32, or an entire disk.
Fix 4: Check architecture and companion ICU files
A file can exist and still fail to load.
A 32-bit application generally needs its 32-bit private ICU files. A 64-bit application needs 64-bit files. The ICU files also need to come from the same application build. Mixing an x86 icudt58.dll with x64 icuuc58.dll, or combining files from different products, can produce 0xc000007b or a “not designed to run on Windows” message.
Check the application directory for:
icudt58.dllicuuc58.dllicuin58.dll- other DLLs installed beside the executable
If one file is missing, do not download only that file. Run the application repair or reinstall again so all related files are restored together.

If you manually copied DLLs into the folder, remove those copies when possible, then run the official repair or verification process. Windows searches locations near the application executable according to its DLL search behavior, so an incorrect local copy can be loaded before a correct copy elsewhere.
Fix 5: Install the Visual C++ runtime only when the app requires it
The Visual C++ Redistributable does not provide icudt58.dll. Installing it helps only when the application also lacks a Microsoft C++ runtime or its official requirements call for one.
Check the application’s documentation or installer requirements. If it specifies a redistributable, install the architecture matching the application. A 32-bit application may need the x86 package even on 64-bit Windows, while a 64-bit application needs x64.
Use Microsoft’s latest supported Visual C++ Redistributable downloads, then restart Windows and test the application. If the ICU file itself is absent, return to the application repair or reinstall step.

Fix 6: Do not use regsvr32 for this file
regsvr32 is intended for DLLs that provide registration entry points such as DllRegisterServer. icudt58.dll is an ICU data library, not normally a COM or ActiveX registration server.
Running this command is not a repair:
regsvr32 icudt58.dll
It may report that the module loaded but the DllRegisterServer entry point was not found. Registration does not restore ICU data, correct an architecture mismatch, or repair the application’s dependency chain.
Fix 7: Update Windows and investigate broader system problems
Windows Update is not normally the source of an application’s private ICU 58 DLL. It is still sensible when Windows has other failures.
- Open Start > Settings > Windows Update.
- Select Check for updates.
- Install available updates.
- Restart and test the affected program.
If multiple applications are failing, Windows Update is broken, or installers cannot run, repair the Windows component store.
- Open Start and search for Command Prompt.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for the operation to reach completion.
- Then run:
sfc /scannow
- Restart Windows and test the application.
A successful DISM or SFC message indicates that Windows repaired or checked its own components. It does not prove that a private icudt58.dll inside an application folder was restored. If the application still reports the same error, reinstall the application.
Repeating SFC and DISM without knowing which component changed can make troubleshooting tedious. Outbyte PC Repair can scan for system issues and show what needs attention, while its repair actions require the full version; it is optional, and reinstalling the owning application remains the definitive fix for an app-private ICU file.
Fix 8: Update drivers only when other symptoms point to drivers
A graphics or chipset driver is not the normal source of icudt58.dll. Consider driver work only if the failure began with display crashes, hardware errors, a recent driver installation, or several programs failing in ways that implicate the same device.
To check manually:
- Right-click Start and select Device Manager.
- Expand the relevant category, such as Display adapters.
- Right-click the device and select Properties.
- Open the Driver tab and note the provider and version.
- Select Update Driver > Search automatically for drivers.
- Restart if Windows installs an update.
Do not replace application DLLs through Device Manager. Outbyte Driver Updater can scan for outdated drivers and identify the specific versions involved, while driver installation through the full version is optional; this is not a substitute for reinstalling the application that owns icudt58.dll.
Fix 9: Use System Restore after a known system change
Use System Restore only when the error began after a driver installation, software change, malware cleanup, or disk problem and a suitable restore point exists.

System Restore can revert system files, registry settings, and installed programs. It normally does not change personal files, but review the affected-program list before proceeding.
Why random DLL downloads are unsafe
Downloading icudt58.dll from an unknown DLL website can provide the wrong version, wrong architecture, damaged contents, or a malicious file. Even a clean file may not fix the missing companion DLL, the application’s installation records, or the dependency that Windows actually failed to load.
Do not copy it to C:WindowsSystem32, C:WindowsSysWOW64, or rename another ICU version to make it fit. The safe sources are the affected application’s official installer, its official launcher repair function, a verified backup of the same application build, or an official Microsoft runtime when the application specifically requires that runtime.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsIf reinstalling still does not work
Check these items in order:
- Confirm that the new installation uses the intended folder and executable.
- Check whether antivirus removes
icudt58.dllimmediately after installation. - Confirm that the installer matches the application’s architecture.
- Close all launchers and background processes before reinstalling.
- Check the installer or launcher log for another missing dependency.
- Test from a clean Windows user profile.
- Check Event Viewer under Windows Logs > Application for the failing executable.
- Inspect the disk if other application files are disappearing.
- Check whether the software supports the current Windows version.
- If a backup or profile restores old files over the installation, stop that restore and retry.
FAQ
Is icudt58.dll a Windows system file?
Usually no. It is normally bundled privately by the application that needs ICU. Do not treat its absence as a reason to place a copy in System32.
Which program installed my copy?
The filename alone cannot identify the owner. Use the application named in the error, the executable path, and the folder containing the missing or remaining file.
Does the Visual C++ Redistributable contain it?
No. It may provide a separate dependency required by the application, but it does not install icudt58.dll.
Should I register it with regsvr32?
No. ICU data DLLs are not normally registration servers. Repair the application instead.
Why does the error say a module is missing when the file exists?
Windows may be unable to load a companion ICU DLL, a Microsoft runtime, or another dependency. Wrong bitness and corrupted files can cause the same message.
Can I copy the file from another computer?
Only when it is a verified backup of the identical application build and is restored to that application’s original directory. An arbitrary copy is not safe.
When should I contact support?
Provide the exact error text, executable path, application and version, whether it is 32-bit or 64-bit, the file path, antivirus history, and relevant Event Viewer details. This lets support determine whether the failure is an incomplete installation, quarantine event, architecture mismatch, or another missing dependency.
