icuin57.dll Errors on Windows: Match the App, Then Repair It

icuin57.dll is an ICU 57 internationalization library used by a particular Windows application, not a standard Windows system file. If it is missing, the safest fix is to repair or reinstall the application that should have installed it.

What icuin57.dll is

ICU means International Components for Unicode. Applications use ICU libraries for text encoding, language rules, sorting, formatting, and other internationalization functions.

The in portion identifies ICU’s internationalization library. ICU packages commonly work as a set:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • icuin57.dll — internationalization functions
  • icuuc57.dll — common ICU functions
  • icudt57.dll — ICU data

The number 57 identifies the ICU generation expected by the application. ICU 57.1 was released in March 2016, followed by ICU 57.2 as a maintenance release. A newer file such as icuin68.dll or icuin74.dll is not a drop-in replacement because the application may expect a different filename, ABI, companion data file, and build.

Is icuin57.dll part of Windows?

Normally, no. Do not treat icuin57.dll as a missing Windows component that should be downloaded into C:WindowsSystem32.

Windows has its own ICU facilities with different names, including icuuc.dll, icuin.dll, and, on newer Windows 10 releases, the combined icu.dll. Those unversioned Windows components are distinct from the application-bundled icuin57.dll.

Applications commonly place their ICU files beside the program executable. Windows normally checks that directory during DLL loading, so the correct copy usually belongs inside the owning application’s installation folder.

Messages this guide covers

You may see any of these messages:

  • “The code execution cannot proceed because icuin57.dll was not found.”
  • “The program can’t start because icuin57.dll is missing from your computer.”
  • “icuin57.dll was not found.”
  • “The application was unable to start correctly (0xc000007b).”
  • “icuin57.dll is either not designed to run on Windows or it contains an error.”

The message identifies the first dependency Windows could not load. It does not always prove that icuin57.dll itself is the only damaged or missing file.

1. Identify the application that needs the DLL

The application named in the error dialog is your starting point. It may be an older game, PHP or WampServer-era package, developer tool, SAP-related utility, or another program that privately bundles ICU.

Write down:

  1. The executable or application named in the dialog.
  2. Whether the problem began after an update, incomplete uninstall, cleanup, migration, or antivirus alert.
  3. Whether the application is installed under Program Files or Program Files (x86).
  4. Whether icuuc57.dll and icudt57.dll are also present in the same folder.

If the dialog does not name the program, right-click the application shortcut and choose Properties. On the Shortcut tab, inspect Target. The executable path often reveals the product.

You can also search for the file without downloading anything:

  1. Open File Explorer.
  2. Select This PC.
  3. Search for icuin57.dll.
  4. Right-click any result and choose Open file location.
  5. Check whether it is inside the expected application directory.

A file in an unrelated program’s folder is not a safe replacement. Copying it can mix ICU generations or architectures.

2. Repair the owning application

This is the most likely fix because the application installer owns the DLL and its companion files.

Windows Settings repair

  1. Press Windows + I.
  2. Select Apps.
  3. Select Installed apps.
  4. Find the affected application.
  5. Select the three-dot menu.
  6. Choose Advanced options, if available.
  7. Select Repair.
  8. Start the application again.

If the program opens, the installer restored the missing dependency. If it still fails, return to the same screen and use Reset only if you understand that it may remove application settings or local data.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Control Panel repair

For older desktop installers:

  1. Press Windows + R.
  2. Type appwiz.cpl.
  3. Press Enter.
  4. Select the affected application.
  5. Choose Change, Repair, or the equivalent installer action.
  6. Complete the wizard.
  7. Restart Windows and test the application.

Reinstall from the official source

If no repair option exists:

  1. Back up saved games, project files, profiles, or license information.
  2. Uninstall the affected application from Settings → Apps → Installed apps.
  3. Restart Windows.
  4. Download the installer from the application publisher or use its official launcher.
  5. Install the same product and a compatible release.
  6. Start the program before copying any old files back.

Do not delete the application folder first if it may contain saves, settings, or license data. A complete reinstall is more reliable than copying only icuin57.dll, because the application may also require icuuc57.dll, icudt57.dll, and other matching dependencies.

For games, open the launcher and look for Verify, Verify integrity, Scan and repair, or Repair installation. This restores the package from the launcher’s trusted files and is preferable to manually replacing a DLL.

3. Check 32-bit and 64-bit compatibility

A 32-bit application needs a 32-bit icuin57.dll, even when it runs on 64-bit Windows. A 64-bit application needs a 64-bit build.

The operating system’s bitness does not determine the DLL required by the application.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check the installation location as a clue:

  • C:Program Files commonly contains 64-bit applications.
  • C:Program Files (x86) commonly contains 32-bit applications.

This is only a clue, not proof. The application publisher’s installer and documentation are more reliable.

The error 0xc000007b often points to an architecture or dependency mismatch. It does not specifically prove that ICU is corrupted. Repair or reinstall the application using the package intended for its architecture, and restore the full ICU set rather than borrowing a file from another product.

4. Restore files removed by antivirus

Windows Security may quarantine a bundled DLL after an update or a false positive.

  1. Open Start and search for Windows Security.
  2. Select Virus & threat protection.
  3. Select Protection history.
  4. Find the event involving the application or icuin57.dll.
  5. Inspect the detected file path and threat details.
  6. Confirm that the file came from the application’s official installation directory.
  7. Verify the application publisher and installer before choosing Restore or Allow on device.

If the file was genuinely quarantined, restoring it may allow the program to start. Microsoft notes that Defender may detect the file again. Do not disable antivirus protection merely to force an unknown DLL into place.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When the publisher or file location is unclear, reinstall the application from its official installer instead. That gives you a clean package and avoids restoring a tampered file.

5. Install the required Visual C++ runtime

The Microsoft Visual C++ Redistributable does not contain icuin57.dll. It supplies C and C++ runtime libraries that the application or ICU build may also require.

If the program’s documentation or installer indicates that a Visual C++ runtime is missing:

  1. Open Microsoft’s latest supported Visual C++ Redistributable downloads.
  2. Choose the installer matching the application architecture.
  3. Use x86 for a 32-bit application.
  4. Use x64 for a 64-bit application.
  5. Run the installer.
  6. Choose Repair if that option appears.
  7. Restart Windows and test the application.

Installing x64 alone does not satisfy a 32-bit application’s x86 dependency. Installing this runtime also will not recreate a missing icuin57.dll; the owning application must restore that file.

6. Repair Windows components only when broader corruption is suspected

SFC and DISM generally do not restore a third-party ICU DLL inside an application directory. Use them when Windows itself shows wider problems, such as damaged built-in components or repeated system repair failures.

First install pending Windows updates, then:

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Run:
DISM.exe /Online /Cleanup-image /Restorehealth
  1. Wait for it to complete.
  2. Then run:
sfc /scannow
  1. Restart Windows.
  2. Test the affected application again.

Microsoft recommends running DISM before SFC. These commands repair protected Windows components, not the normal application copy of icuin57.dll.

Repeating SFC and DISM without knowing what changed can make troubleshooting needlessly slow. Outbyte PC Repair can scan for system issues and show what needs attention, while its full version performs repairs; reinstalling the application remains the definitive fix when that program owns icuin57.dll.

7. Update related drivers only when the application has a driver dependency

A graphics, audio, storage, or device driver normally does not install icuin57.dll, so driver updates are not the first fix for this error. Consider them when the application also reports device initialization failures, crashes after a graphics update, or hardware-related errors.

To update a driver manually:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the relevant category, such as Display adapters or Sound, video and game controllers.
  4. Right-click the device.
  5. Select Update driver.
  6. Choose Search automatically for drivers.
  7. Restart Windows if prompted.

For a clean reinstall:

  1. In Device Manager, right-click the device.
  2. Select Uninstall device.
  3. Confirm the removal.
  4. Restart Windows.
  5. Install the driver from the hardware manufacturer or PC maker.

Finding the correct driver among many device entries can be tedious, especially after a system migration. Outbyte Driver Updater scans for outdated drivers and identifies the required updates; its free scan shows the findings, while driver installation is handled by the full version.

What not to do

Do not download an isolated DLL

Random DLL download sites can provide malware, the wrong ICU build, an incompatible architecture, or a file that does not match the application’s companion libraries. Even a clean-looking replacement may leave the real installation damaged.

Use the application publisher’s installer, launcher verification, or repair feature instead.

Do not copy it to System32 or SysWOW64

Those directories are not general-purpose storage for application dependencies. Copying ICU files there can create version conflicts, DLL hijacking exposure, and confusing search-order behavior.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep the matching DLL beside the executable that requires it.

Do not use regsvr32

Do not run:

regsvr32 icuin57.dll

regsvr32 is intended for self-registering COM or ActiveX DLLs that expose registration entry points such as DllRegisterServer. ICU runtime libraries are ordinary dependency DLLs and are not normally registered that way.

Do not replace it with a newer ICU DLL

A newer icuin*.dll may have a different ABI, filename, data format, and companion library requirements. Use the ICU generation packaged for the application.

Do not enable random Windows Features

Windows Features such as legacy components do not normally install an application-owned icuin57.dll. Enabling unrelated optional features is unlikely to repair this error.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the error returns after reinstalling

Work through this checklist:

  1. Confirm the executable that reports the error.
  2. Check whether icuin57.dll, icuuc57.dll, and icudt57.dll are together.
  3. Confirm that the DLL architecture matches the application.
  4. Check Windows Security Protection History.
  5. Look for a second missing dependency in the next error message.
  6. Remove manually copied ICU files from the application directory.
  7. Install the application from a trusted official source.
  8. Use a dependency-analysis tool or the publisher’s support channel.
  9. Run a full or offline Microsoft Defender scan if the application directory may have been tampered with.

System Restore is a last-resort choice when the failure clearly began after a recent installation or update and a restore point exists. It can revert system settings and remove applications installed after that restore point.

FAQ

Is icuin57.dll a Windows file?

No. It is normally bundled by a third-party application. Windows’ similarly named unversioned ICU components are different.

Which program installed icuin57.dll?

The filename alone cannot identify one product. Examples include older PHP and WampServer packages, SAP-related software, ABAP tooling, games, and developer applications. The error dialog, executable path, and file location identify the actual owner.

Can I use a 64-bit DLL on 64-bit Windows?

Only if the application itself is 64-bit. A 32-bit application requires a 32-bit ICU DLL regardless of the operating system.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Will Visual C++ Redistributable install icuin57.dll?

No. It installs Microsoft runtime libraries. It may satisfy another dependency, but the application installer must supply icuin57.dll.

Should I run SFC for this error?

Run SFC only when there are signs of broader Windows corruption. It normally will not recreate an application-bundled ICU file.

Why does the error mention icuin57.dll when another file is broken?

The Windows loader reports the first dependency it cannot load. A missing companion DLL, runtime, architecture mismatch, or damaged application can produce an error that names icuin57.dll.

Is the 64-bit 57.1.0.0 file always about 2.02 MB?

No. That describes one known build. Other applications may bundle different bitness, file versions, sizes, or customized ICU builds.
