icuuc49.dll is an application file, not a standard Windows system DLL. When Windows says icuuc49.dll is missing, was not found, or could not be loaded, repair the program that requested it rather than downloading a replacement into System32.
The file belongs to ICU4C, the International Components for Unicode library. The uc portion identifies ICU’s Common library, while 49 identifies the ICU 49 release family. Programs commonly keep it beside their executable with matching files such as icuin49.dll and icudt49.dll.

Fix 1: Identify and repair the program that owns the file
Time needed: 10–30 minutes
This is the most reliable fix because the owning installer restores the correct ICU files, architecture, compiler runtime, and companion libraries together.
Find the affected application
- Read the complete error message. It may appear when launching a game, installer, Qt application, developer tool, media program, or specialist application.
- If the error appears in a dialog, note the application name in the title bar.
- Open Task Manager with
Ctrl+Shift+Esc. - Select Details.
- If the application is still listed, right-click its process and select Open file location.
- Note the folder containing the executable. That is usually the application directory where its private ICU files should be located.
- If the message appears during startup, open Event Viewer by pressing
Win+R, enteringeventvwr.msc, and pressing Enter. - Open Windows Logs > Application and inspect errors recorded at the time of the failure. The Faulting application name can identify the program.
Do not assume that Windows itself owns the file. The exact executable path is more useful than the filename alone.

Use the application’s repair option
- Press
Win+Ito open Settings. - Select Apps > Installed apps on Windows 11, or Apps > Apps & features on Windows 10.
- Locate the affected program.
- Select the three-dot menu on Windows 11, or select the program and choose Advanced options where available.
- Select Repair if the option exists.
- Start the application again.
If the application has no repair option, open its launcher and look for Verify files, Repair, Scan and repair, or a similarly named command. Let the launcher replace missing or damaged files.
If repair does not help:
- Back up the application’s own settings or saved data if necessary.
- Uninstall the program from Settings > Apps.
- Restart Windows.
- Download the installer from the application developer or use the original installation media.
- Install the program again.
- Start it before copying any old DLL files into its folder.
A successful repair normally restores icuuc49.dll beside the application executable and may also restore icuin49.dll and icudt49.dll. If the program still fails, continue with the checks below rather than copying files from another application.
Fix 2: Check whether antivirus quarantined the file
Time needed: 5–15 minutes
Security software can remove or quarantine an application file after an update or scan.
Recommended Free Tools
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Look for an action involving the affected application folder or
icuuc49.dll. - Verify that the file is in the expected application directory and that the program came from its legitimate developer.
- Restore or allow the file only when the application vendor or security product confirms it is safe.
- Run the application’s repair or file-verification function again.
Do not permanently disable antivirus protection to make the error disappear. If the file is repeatedly quarantined, update the application from its official installer and contact the vendor before creating an exception.
Fix 3: Confirm the ICU companion files and application architecture
Time needed: 10 minutes
An ICU installation is a matching set. In the application directory, check whether these files are present:
icuuc49.dllicuin49.dllicudt49.dll
The exact set varies by program, but these are common companions. Do not combine files from different applications or download only icuuc49.dll.
Architecture matters as well:
- A 32-bit application needs the 32-bit ICU build.
- A 64-bit application needs the 64-bit ICU build.
- A 32-bit application can run on 64-bit Windows, but it still needs its 32-bit private dependencies.
To check the application type, open its installation folder and use the vendor’s documentation or launcher information where available. You can also inspect the process:

- Open Task Manager.
- Select Details.
- Right-click the column headings and choose Select columns.
- Enable Platform if your Windows version provides it.
- Check whether the process is 32-bit or 64-bit.
If the files are present but the program reports an entry-point error, the wrong ICU build may be loading. Reinstall the application instead of replacing one file manually.
Fix 4: Check for a wrong copy loaded through PATH
Time needed: 10–20 minutes
Several applications can ship different ICU releases. A stale directory in the Windows PATH can cause a program to find an incompatible copy before it reaches its own application folder.
- Press
Winand search for Edit the system environment variables. - Open it and select Environment Variables.
- Under User variables and System variables, select
Path. - Choose Edit.
- Look for old application folders, development-tool directories, or manually added locations containing ICU DLLs.
- Remove only entries you can identify as obsolete. Do not delete the entire
PATH. - Select OK on each dialog.
- Restart the application.
The preferred arrangement is for the application to load its private ICU files from its own directory. If you are unsure which path entry is involved, leave the variable unchanged and reinstall the owning program.
For persistent failures, a dependency inspection tool can show the actual path from which icuuc49.dll was loaded and which dependency failed. Record the full executable path, the complete error text, and whether the three ICU companion files are present before contacting the application vendor.

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Fix 5: Repair the Microsoft Visual C++ runtime
Time needed: 10–20 minutes
icuuc49.dll is not part of Microsoft Visual C++, but the application may also require a Microsoft C or C++ runtime. A missing runtime can produce a message saying that a module could not be found even when icuuc49.dll is present.
- Open Microsoft’s latest supported Visual C++ Redistributable downloads.
- Determine whether the application requires x86 or x64 support.
- Download the architecture required by the application.
- Run the installer.
- Choose Repair if it is already installed, or complete the installation.
- Restart Windows.
- Launch the affected application.
Older programs may require an older Visual C++ runtime rather than the newest package. Use the application vendor’s installation instructions when it specifies a particular runtime. Installing Visual C++ will not install icuuc49.dll; the application installer remains the definitive source for that file.
Fix 6: Repair Windows components with DISM and SFC
Time needed: 15–30 minutes
This step is appropriate when several Windows programs are failing or Windows components appear damaged. It will not normally recreate an application-private icuuc49.dll.

First save your work, then:
- Open Start and type Command Prompt.
- Right-click Command Prompt and select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Try the affected application again.
Microsoft recommends running DISM before SFC. If SFC reports that it repaired files, test the program after restarting. If both commands complete successfully but only one application still reports icuuc49.dll, return to Fix 1 and repair that application.

Fix 7: Update or reinstall the application and relevant drivers
Time needed: 15–45 minutes
An application update may replace its ICU files, while an incomplete update may leave the executable and DLLs from different releases.
- Open the application’s official launcher or vendor download page.
- Install the latest version supported by your Windows edition.
- If the application has a built-in updater, run it as an administrator.
- Restart Windows.
- Launch the application again.
Drivers are not normally the source of icuuc49.dll, but a graphics-heavy game or specialist program may fail after a damaged display-driver installation.
To check a driver:
- Right-click Start and select Device Manager.
- Expand Display adapters or the device category named by the application vendor.
- Right-click the device and select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
For a clean vendor-supported installation, download the driver from the computer or hardware manufacturer. Outbyte Driver Updater provides a free scan that identifies driver versions; driver installation is handled by the full version, while the application’s own repair remains the correct fix for icuuc49.dll.

Fix 8: Use System Restore only after a clear system change
Time needed: 20–40 minutes
Use System Restore only when the error began immediately after a known Windows or software change and an appropriate restore point exists.
- Press
Win+R. - Enter
rstrui.exeand press Enter. - Select Next.
- Choose a restore point created before the failure.
- Select Scan for affected programs.
- Review the changes.
- Select Next, then Finish.
- Allow Windows to restart.
System Restore does not replace the application’s preferred installer. If the application still reports the error, repair or reinstall it.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Do not register or download a random DLL
regsvr32 is not a general DLL repair command. It is intended for DLLs that provide registration functions such as DllRegisterServer. ICU runtime libraries are loaded by the application and are not normally registered, so commands such as these are not a solution:
regsvr32 icuuc49.dll
Do not copy a random file into C:WindowsSystem32, C:WindowsSysWOW64, or another shared Windows directory. That can introduce the wrong architecture, create version conflicts, and cause another application to load an incompatible ICU build.

Avoid third-party DLL download repositories as well. A solitary download may contain malware, the wrong maintenance build, the wrong architecture, or no matching icuin49.dll and icudt49.dll. The safe sources are the affected application’s official installer, its built-in repair or verification feature, and documented vendor support packages.
Windows has a separately named icu.dll for newer globalization support. Its presence does not mean that Windows should contain icuuc49.dll.
Common causes of this error
| What happened | Likely explanation | Correct response |
|---|---|---|
| The program was moved to another computer | Its private ICU files or runtime dependencies were not copied | Reinstall from the vendor |
| The error began after an update | Executable and ICU files may be from different builds | Run repair or verify files |
| Antivirus removed the file | The file was quarantined | Review quarantine, then repair the app |
| The file exists but will not load | A dependency, architecture, or exported function does not match | Restore the complete application package |
| Several programs fail | Windows components or shared runtimes may be damaged | Run DISM, then SFC |
| Only one program fails | Its installation is incomplete or corrupted | Repair or reinstall that program |
| The message mentions an entry point | An incompatible ICU copy was found | Check the app directory and PATH |
FAQ
Is icuuc49.dll part of Windows, .NET, DirectX, or a driver?
No. It is an ICU4C application dependency. It is normally installed for the exclusive use of the program that needs it.
What does the number 49 mean?
It identifies the ICU 49 release family. Official ICU history includes the 49.1 release and later maintenance updates, but the application may require a particular packaged build.
Free tools Windows power users keep installed
One-click scans. No signup required.
Should I install the 32-bit or 64-bit file?
Match the application, not merely the Windows installation. A 32-bit program needs 32-bit ICU files, even on 64-bit Windows.
Why does Windows say “The specified module could not be found” when the file is visible?
The message can refer to a dependency of icuuc49.dll, not only to the named file. It can also indicate an incompatible architecture or build.
Can I use icu.dll instead?
No. Windows’ icu.dll is a separately named library and is not a replacement for icuuc49.dll.
Does installing Visual C++ fix it?
Only when the application also lacks a required Microsoft C or C++ runtime. Visual C++ Redistributables do not contain icuuc49.dll.
When should I contact the developer?
Contact the developer after recording the exact executable path, full error text, Windows architecture, application architecture, antivirus action, and the presence or absence of icuin49.dll and icudt49.dll. Those details let support identify whether the failure is a missing file, dependency problem, or incompatible ICU build.
