icuuc52.dll errors may say “The program can’t start because icuuc52.dll is missing from your computer,” “The code execution cannot proceed because icuuc52.dll was not found,” or “The procedure entry point could not be located in the dynamic link library icuuc52.dll.” An icuuc52.dll problem usually means the application that installed this private ICU runtime file is damaged, incomplete, or loading the wrong dependency.

The 60-second answer

Do not download icuuc52.dll from a random DLL website, copy it into System32, or run regsvr32 against it.

As an Amazon Associate I earn from qualifying purchases.

Instead:

  1. Identify the application showing the error.
  2. Use its launcher to verify or repair its files.
  3. If that option is unavailable, uninstall and reinstall the application from its official installer.
  4. Check Windows Security protection history for a quarantined file.
  5. Restore the complete matching ICU group, usually icudt52.dll, icuin52.dll, and icuuc52.dll.
  6. If the error changes to 0xc000007b, “not designed to run on Windows,” or a missing entry point, treat it as an architecture or version mismatch rather than a simple missing-file problem.

What icuuc52.dll is

icuuc52.dll is the Windows runtime library for ICU4C, the International Components for Unicode C/C++ library. ICU handles Unicode, locale, text-processing, formatting, and related internationalization tasks for applications.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The 52 suffix identifies the ICU 5.2 library family. ICU 52.1 was the original release, followed by ICU 52.2 as a later maintenance release. The uc portion identifies ICU’s common library, which acts as a base dependency for other ICU libraries.

A program using this ICU family may also need:

  • icudt52.dll
  • icuin52.dll
  • icuuc52.dll

Qt applications commonly deploy this group beside the application executable, but document tools, database software, games, and other third-party programs may bundle ICU as well.

The exact application cannot be identified from the filename alone. icuuc52.dll ships with the program that installed it, not with one universal Windows product.

Is icuuc52.dll part of Windows

It is not normally a Windows system filename. Windows includes its own ICU components, including unversioned names such as icuuc.dll, icuin.dll, and later icu.dll. Those files are not interchangeable with an application’s icuuc52.dll.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not rename a Windows ICU file to icuuc52.dll, and do not replace the application’s versioned file with a Windows copy. The application may require a specific ICU version, export, build, and architecture.

Find the application requesting the file

Before repairing anything, determine which executable is failing.

Check the error window

Read the title bar and message carefully. It may name the game or application. If the message appears immediately after launching a shortcut, that shortcut usually identifies the parent program.

Right-click the shortcut, select Properties, and inspect the Target field. The executable path often reveals the product and installation folder.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check Task Manager

If the application opens briefly before failing:

  1. Press Ctrl + Shift + Esc.
  2. Select Processes.
  3. Expand the application or launcher entry.
  4. Right-click it and choose Open file location.

The folder containing the executable is the location where the application normally expects its private ICU files.

Check installed applications

On Windows 11:

  1. Open Settings.
  2. Select Apps.
  3. Choose Installed apps.
  4. Search for the program that fails.
  5. Select the three-dot menu beside it.

On Windows 10:

  1. Open Settings.
  2. Select Apps.
  3. Choose Apps & features.
  4. Select the affected application.

Look for Modify, Repair, or a similar maintenance option.

Use a dependency diagnostic when necessary

If the application name is unclear, use a reputable dependency diagnostic from a trusted source to inspect the failing executable. Check which folder it searches and whether the loader reports a missing ICU companion file, architecture mismatch, missing entry point, or secondary runtime.

Do not use a diagnostic result as a reason to download an individual DLL. Use it to identify the original application and then repair that application.

Fix 1: Verify the application or game files

This is the best first repair for software installed through a launcher.

  1. Open the application’s launcher.
  2. Open its Library, Installed games, or equivalent list.
  3. Select the affected title.
  4. Open its gear, three-dot, or settings menu.
  5. Choose Verify, Validate, Repair, or Scan and repair.
  6. Wait for the launcher to compare and restore damaged files.
  7. Restart the launcher and open the application again.

The exact wording varies between products. The result you want is a completed verification that restores the original application files, including the matching ICU files.

If verification reports that files could not be restored, close the launcher, restart Windows, and run verification again. If it still fails, proceed to a full reinstall.

Fix 2: Repair or reinstall the application

Use the vendor’s installer rather than a standalone DLL download.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Try Windows repair first

  1. Press Windows + I.
  2. Select Apps.
  3. Open Installed apps on Windows 11, or Apps & features on Windows 10.
  4. Find the affected program.
  5. Select its three-dot menu or click the program entry.
  6. Choose Modify, Repair, or Advanced options if available.
  7. Complete the repair wizard.
  8. Restart the application.

Some traditional desktop programs expose Repair through Control Panel instead:

  1. Press Windows + R.
  2. Enter appwiz.cpl.
  3. Press Enter.
  4. Select the program.
  5. Choose Repair or Change.

Reinstall from the official source

If repair is unavailable or does not help:

  1. Uninstall the affected application from Settings > Apps or Control Panel > Programs and Features.
  2. Restart Windows.
  3. Download the installer from the application publisher or use the original trusted launcher.
  4. Install the program to its normal location.
  5. Start it once after installation completes.

Do not delete the application folder before confirming that you have saved games, profiles, templates, or other personal data. A reinstall should restore the complete ICU dependency set instead of replacing only icuuc52.dll.

If the program is old, install the newest version offered by its publisher that supports your Windows release. An application built for an older environment may need a vendor update, compatibility settings, or continued support from the publisher rather than a manually substituted DLL.

Fix 3: Check Windows Security quarantine

Antivirus quarantine is a possible cause when the application worked previously and the file disappeared after a scan or update.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open Windows Security from the Start menu.
  2. Select Virus & threat protection.
  3. Choose Protection history.
  4. Review recent detections.
  5. Look for an item whose path belongs to the affected application.
  6. Confirm that the application came from its official installer.
  7. Scan the installer and application folder before restoring anything.
  8. If the file is clearly legitimate, use the available Restore action.
  9. Launch the application and test it.

Do not restore a file solely because its name is icuuc52.dll. If Windows Security continues to detect it, contact the application publisher and investigate the installer instead of disabling protection.

Fix 4: Restore the complete matching ICU set

A file with the right name can still be the wrong build.

The application may require a matching group such as icudt52.dll, icuin52.dll, and icuuc52.dll. Restoring only icuuc52.dll can lead to a missing-entry-point or incompatible-version error if the companion files belong to another ICU build.

Also, the filename does not prove whether the DLL is 32-bit or 64-bit. A 32-bit application needs the matching 32-bit ICU files, while a 64-bit application needs 64-bit files. ICU archives include separate Windows package variants, and the application architecture must match them.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The safe way to correct this is:

  1. Identify the application executable.
  2. Use its launcher verification or installer repair.
  3. Confirm that the ICU files are restored beside the executable or in the vendor’s documented runtime folder.
  4. Do not mix files copied from another application.
  5. Do not place them in C:WindowsSystem32 or C:WindowsSysWOW64.

Applications using Qt may have their dependencies collected during deployment, but end users should let the application’s installer perform that deployment.

Fix 5: Repair a required Visual C++ runtime only when indicated

ICU itself is not a reason to install every Visual C++ Redistributable package.

Use this step only when the loader or installer identifies another missing dependency, such as msvcr100.dll, msvcr120.dll, or vcruntime140.dll.

  1. Note the exact missing runtime filename.
  2. Open Microsoft’s official Visual C++ Redistributable documentation.
  3. Download the architecture required by the application.
  4. Run the installer.
  5. Choose Repair if that option appears.
  6. Restart Windows.
  7. Test the original application again.

Older applications may require an older side-by-side runtime. The newest redistributable does not automatically replace every legacy compiler runtime.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 6: Check for a deployment or PATH collision

If the message changes from “missing” to “entry point not found,” Windows may be loading the wrong ICU version.

This can happen when:

  • An old application folder remains on PATH.
  • Another ICU copy appears earlier in the search path.
  • An update left mixed files in the application directory.
  • A manually copied DLL replaced the vendor’s original build.

Restore the application from its official installer and remove stray copies introduced by manual troubleshooting. Do not delete files from unrelated programs or Windows folders. If the application still loads the wrong file, its publisher should inspect the deployment configuration and installer logs.

Fix 7: Address 0xc000007b or “not designed to run on Windows”

These messages commonly indicate an architecture mismatch or damaged dependency.

Check the following:

  1. Confirm whether the application is 32-bit or 64-bit from its documentation or installer.
  2. Restore the matching ICU architecture through repair or reinstall.
  3. Repair the required Visual C++ runtime only if the loader identifies it.
  4. Remove manually copied DLLs from the application folder.
  5. Restart Windows and test again.

Do not solve 0xc000007b by copying random 32-bit files into System32. On 64-bit Windows, System32 is primarily used for 64-bit system binaries, while SysWOW64 contains 32-bit system components. Neither folder is the correct home for a third-party application’s private ICU deployment.

Fix 8: Update or reinstall related drivers only when the application points to them

A graphics or hardware driver is not the normal cause of a missing icuuc52.dll. Consider a driver update only if the application also reports graphics initialization, display, or device errors.

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the relevant category, such as Display adapters.
  4. Right-click the device.
  5. Choose Update driver.
  6. Select Search automatically for drivers.
  7. Restart Windows if a driver is installed.

For a clean vendor-supported update, download the driver from the hardware manufacturer rather than replacing application DLLs.

Manually checking Device Manager means hunting through hardware categories and guessing which driver is stale. Outbyte Driver Updater can scan for outdated drivers; its free scan identifies issues, while driver installation is handled by the full version. It is optional, and reinstalling the application remains the definitive fix when that application owns icuuc52.dll.

Fix 9: Repair Windows components only when evidence points to Windows corruption

SFC and DISM do not manufacture a vendor’s private icuuc52.dll. Use them when multiple Windows programs are failing or Windows components are visibly corrupted, not as the first response to one broken application.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Open an elevated Command Prompt:

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth

Wait for it to finish, then run:

sfc /scannow

Restart Windows after both commands complete. If they report repaired files, retest the application. If only the one third-party program still fails, return to application repair or contact its publisher.

Repeating SFC and DISM without knowing whether Windows components changed can waste time. Outbyte PC Repair can scan for broader system issues; its free scan shows what it finds, while repairs are completed by the full version. It is optional, and it does not replace reinstalling the application that owns icuuc52.dll.

Why regsvr32 does not fix this file

regsvr32 is intended for DLLs that expose COM or ActiveX self-registration procedures. icuuc52.dll is a runtime library loaded by an application, not a component that users normally register.

Running:

regsvr32 icuuc52.dll

will generally produce a registration or entry-point error and will not restore the application’s dependency chain. Do not use it as a generic DLL repair command.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When to use System Restore

System Restore is a last resort when the failure began after a system-wide change and application repair cannot restore the program.

  1. Press Windows + R.
  2. Enter rstrui.exe.
  3. Press Enter.
  4. Choose a restore point from before the failure.
  5. Review affected programs.
  6. Start the restore process.

Personal files are not normally removed, but applications and drivers installed after the restore point may be affected. Use Microsoft recovery options and back up important data first.

FAQ

Can I download icuuc52.dll by itself?

Avoid random DLL download sites. The file may contain malware, have the wrong architecture, come from the wrong ICU build, or fail because companion files are also missing. Use the application publisher’s installer or launcher verification.

Can I copy it into System32?

No. This is normally a private application file. System32 copying can create version collisions and still leave the application without its matching ICU files.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is the file always 32-bit?

No. A listed ICU 52.1 build may be 32-bit, but the filename alone does not establish architecture. The application and every ICU dependency must match.

Why did reinstalling one DLL create an entry-point error?

The application likely loaded an incompatible ICU version or mismatched companion files. Restore the original complete set through application repair or reinstall.

Should I install Visual C++ Redistributable?

Only when the application installer or loader identifies a missing Visual C++ dependency. Do not install runtimes indiscriminately for an ICU filename error.

What information should I give the publisher?

Include the application name and version, Windows version, exact error text, executable path, whether the program is 32-bit or 64-bit, and what changed immediately before the failure. Mention whether repair, launcher verification, quarantine review, and reinstall produced any different message.
