Before replacing anything, record:
- Which program or installer shows the message
- Whether it appears at startup, during uninstall, or when launching one application
- The full path shown in the error, if Windows provides one
- Whether the affected program is 32-bit or 64-bit
- Whether antivirus recently quarantined a file

The safest first fix is usually not downloading ie4.dll. On current Windows, the error generally points to an obsolete Internet Explorer setup reference, an incomplete legacy installation, or an old program that expects files from its original installer.
What is ie4.dll?
ie4.dll is a genuine Microsoft file associated with the Internet Explorer 4 setup program. Its internal description is commonly reported as Microsoft® IE4 Setup Custom Actions Library.

Historical Internet Explorer setup files used ie4.dll as an installer custom-action module. Setup actions included functions such as LogAndUpdatePhases, BIP, CheckWinVer, and AdminCheck. That makes it a setup component, not a general Windows runtime used by games, DirectX, Visual C++, or .NET.

However, that historical relationship does not mean modern Windows 10 or Windows 11 should contain or require the file. Older Internet Explorer setup files could also place it in the Internet Explorer program directory rather than in the normal Windows system folders. The error may appear as:
ie4.dll is missingie4.dll was not foundCannot find ie4.dllError loading ie4.dllThe specified module could not be foundThe procedure entry point ... could not be located in ie4.dll
The exact wording depends on the executable that is requesting the file.
Is ie4.dll malware?
The filename alone is not evidence of malware. A legitimate historical copy can exist on an old computer or inside an old application’s installation directory.
Treat the file as suspicious when:
- It is stored in a random temporary folder
- Its digital signature is missing or invalid
- Its publisher does not identify Microsoft when a signature is present
- The error began after installing unknown software
- A startup entry launches it from an unfamiliar location
- Your antivirus quarantined it as part of a broader detection
To check the file:
- Right-click the file and select Properties.
- Open the Digital Signatures tab, if present.
- Select the signature and choose Details.
- Confirm that Windows reports the signature as valid.
- Open the General and Details tabs and note the location and file description.
- In Windows Security, open Virus & threat protection.
- Select Protection history and review any detection involving the file.
Do not restore a quarantined copy merely because its name is ie4.dll. Restore it only when the original path, parent application, publisher, and signature are trustworthy. Otherwise, leave it quarantined and scan the computer.
Why the error appears on Windows 11 or 10
A stale startup or RunOnce entry
This is the most likely modern cause. An old Internet Explorer component, application, or installer may have been removed while leaving a startup command behind. Windows then tries to load the missing file at every boot.
An incomplete legacy installation
An old installer may have copied some files but not all of them, or it may be running on an operating system it was never designed to support.
One old application has lost its private copy
If only one program reports the error, that program may expect ie4.dll beside its own executable or in an old application directory. Windows is not necessarily supposed to provide it.
Antivirus quarantine
Security software may have removed the file after detecting corruption or suspicious activity. This does not prove the file was malicious, but it does require checking its provenance before restoration.

Windows component corruption
System corruption is possible, but SFC and DISM do not normally recreate an obsolete Internet Explorer setup DLL that is not part of the current Windows component store.
Fix 1: Identify and disable the caller
Start by identifying the executable that requests ie4.dll. The error dialog may show its name. If it does not, use Microsoft Autoruns.
- Download Autoruns from the official Microsoft Sysinternals Autoruns page.
- Extract the downloaded archive.
- Right-click
Autoruns64.exeorAutoruns.exeand select Run as administrator. - Select Options.
- Enable Hide Microsoft Entries and refresh the list.
- Press
Ctrl+F. - Search for
ie4.dll. - Review the matching entry, including its command, location, publisher, and parent program.
- Clear the checkbox to disable the entry.
- Restart Windows.
Disabling is safer than deleting because it gives you a reversible test. If the error disappears, you have confirmed the cause.
After confirming the entry belongs to obsolete software:

- Select Apps.
- Choose Installed apps.
- Search for the associated program.
- Select the three-dot menu beside it.
- Choose Uninstall.
- Restart Windows and check whether the message returns.
On older Windows interfaces, open Control Panel, choose Programs and Features, select the associated program, and click Uninstall.
If the visible program has already been removed, leave the Autoruns entry disabled and remove it only after confirming that it is not used by another application. Also check Task Scheduler:
- Press the Windows key and search for Task Scheduler.
- Open Task Scheduler as administrator.
- Select Task Scheduler Library.
- Review tasks whose actions point to the old program or
ie4.dll. - Right-click a confirmed obsolete task and choose Disable.
- Restart and test again.
Do not delete an entry solely because its name contains “Internet Explorer.” Confirm the executable path and associated software first.
Fix 2: Repair or reinstall the program that requests it
If the error appears only when launching one old application, repair that application rather than copying a DLL into Windows.
First try the application’s own repair option:
- Open Settings > Apps > Installed apps.
- Select the three-dot menu beside the program.
- Choose Advanced options, if available.
- Select Repair.
- Launch the program again.
If there is no Repair option:
- Uninstall the application from Installed apps or Programs and Features.
- Restart Windows.
- Reinstall it from the original manufacturer-provided installer or licensed installation media.
- Run the installer by right-clicking it and selecting Run as administrator, if required.
- Test the program before restoring old shortcuts or plugins.
A program designed for Internet Explorer 4-era Windows may still fail after repair because its other dependencies and operating-system assumptions are obsolete. If it is important to keep running, use the original licensed software in an isolated, supported virtual-machine workflow rather than weakening the security of your main Windows installation.
If the error occurs during an uninstall, reinstall the same application first, restart Windows, and then run its uninstaller again. This can restore the missing installer reference long enough for the removal process to complete.
Fix 3: Check Windows startup and compatibility settings
Some old installers are launched through compatibility shims or shortcuts.
- Right-click the shortcut that produces the error.
- Select Properties.
- Open the Shortcut tab.
- Read the Target field and note the executable path.
- Open the Compatibility tab.
- If compatibility mode is enabled, record its setting.
- Do not enable additional compatibility modes randomly.
- Test the application using the original executable instead of the shortcut.
You can also inspect startup applications:
- Press
Ctrl+Shift+Escto open Task Manager. - Select Startup apps.
- Look for the associated old program or installer.
- Select it and click Disable.
- Restart Windows.
If the message stops, uninstall the responsible application or recreate its installation correctly. If it continues, inspect Autoruns and Task Scheduler because the reference may be stored elsewhere.

Run DISM first and SFC second. These commands check the current Windows image and protected system files. They are not a general method for obtaining an old Internet Explorer setup library.
- Open Start.
- Search for Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Then run:
sfc /scannow
- Restart Windows.
- Repeat the action that produced the error.
Microsoft documents the DISM-before-SFC procedure in its System File Checker guidance.
If SFC reports that it repaired files, restart and test again. If it reports no integrity violations, that does not prove ie4.dll was never installed. It may simply not belong to the current Windows image.
If DISM or SFC reports errors, run Windows Update from Settings > Windows Update, install available updates, restart, and repeat the commands. Do not interrupt either scan.

Manually comparing repair logs is useful when supporting several machines, but do not extract an arbitrary DLL from another computer. Different Windows builds and application packages can have different files and dependencies.

When repeatedly hunting through repair commands and Windows component versions is the problem, Outbyte PC Repair can scan for issues and show what it identifies; its repair actions require the full version, and it is not a substitute for reinstalling the specific old program that requested ie4.dll.
Fix 5: Review antivirus quarantine and scan the system
If the file existed and then disappeared, check the security product’s quarantine.
- Open Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Open the relevant detection.
- Record the original file path and detection name.
- Do not restore the file unless the parent application and provenance are trusted.
Run a normal scan:
- Open Windows Security.
- Select Virus & threat protection.
- Choose Scan options.
- Select Full scan.
- Click Scan now.
For a persistent or serious detection, use Microsoft Defender Offline from the same Scan options page. Save work first because the computer will restart.
Microsoft describes these options in its Defender malware scanning guidance.
If the file is in an old program directory and the program is no longer needed, uninstall the program instead of restoring the DLL.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Fix 6: Update drivers only when the caller is tied to old hardware
Drivers do not normally provide ie4.dll. Do not install a graphics, audio, chipset, DirectX, or Visual C++ package just because a game or application displays this filename.
Driver troubleshooting is relevant only when the error began after removing software for a peripheral or when the identified caller belongs to hardware management software.
To check Device Manager:
- Right-click Start.
- Select Device Manager.
- Expand the category related to the affected hardware.
- Right-click the device.
- Select Properties.
- Open the Driver tab.
- Note the provider and driver date.
- Use Update Driver only when a current driver is available from the hardware manufacturer or Windows Update.
- Restart Windows and test the original application.
When manually checking many devices and matching driver packages is taking longer than expected, Outbyte Driver Updater can scan and identify driver updates; installation through the full version is optional, and updating a driver will not replace the old application’s required ie4.dll.
Do not use regsvr32 for ie4.dll
regsvr32 registers DLLs that expose registration entry points such as DllRegisterServer. It is not a universal repair command.
Historical Internet Explorer setup data shows ie4.dll being called for installer actions. Other files, including certain OCX components, were the files passed to registration routines. That makes a command such as this inappropriate:
regsvr32 ie4.dll
It may produce an error stating that the entry point is missing, or it may fail because the file has dependencies that are absent.
Use regsvr32 only when the application’s official documentation specifically identifies a COM DLL or ActiveX control that must be registered. Microsoft explains the command’s purpose in its regsvr32 documentation.
Do not download a replacement DLL from a random site
Avoid websites that offer individual DLL downloads. A downloaded copy may:
- Contain malware
- Be the wrong release
- Be the wrong architecture
- Depend on other missing files
- Belong to a different Internet Explorer setup package
- Create entry-point or version conflicts
- Leave the original startup or installer reference unresolved
Do not copy an arbitrary file into C:WindowsSystem32, C:WindowsSysWOW64, or an application’s folder. There is no reliable modern 32-bit/64-bit deployment rule for this historical setup DLL, and generic System32-versus-SysWOW64 instructions are unsafe without knowing the caller and original package.
The safe sources are the original application’s licensed installer, original installation media, or a preserved vendor deployment package used in an isolated legacy environment. Microsoft no longer provides a current general Internet Explorer 4 installer for modern Windows. Its current Internet Explorer support information directs users toward supported Microsoft browsers and platforms. Microsoft Internet Explorer support information

Does Windows 10 or Windows 11 need ie4.dll?
There is no evidence that current Windows 10 or Windows 11 requires this legacy Internet Explorer 4 setup DLL. A message on a current PC usually indicates an old program, installer, startup entry, or incomplete removal.
Is ie4.dll the same as ie4uinit.exe?
No. ie4uinit.exe is a different Internet Explorer-era executable. ie4.dll is associated with historical IE4 setup custom actions.
Is it the same as ie4tour.dll, ieframe.dll, or mshtml.dll?
No. These are separate Internet Explorer-era files with different roles. Replacing one with another cannot repair an ie4.dll request.
Why does the message appear after every reboot?
A startup, RunOnce, scheduled-task, service, or installer entry is probably still calling the old component. Use Task Manager, Autoruns, and Task Scheduler to locate and disable the exact entry.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Why does it appear only during an installation?
The installer may be incomplete or incompatible with the operating system. Reinstall the associated application from its original package, or stop using that installer on the current Windows version.
Why does a game mention ie4.dll?
The game may include an old installer, launcher, web component, or bundled setup routine. That does not mean DirectX, Visual C++, or .NET is missing. Identify the executable named in the error and repair that program.
Should I register ie4.dll?
Usually not. It is a setup custom-action library, not automatically a self-registering COM DLL. regsvr32 is likely to fail or distract from the real installer problem.
What if the file exists but Windows still says it is missing?
The caller may be searching the wrong directory, or a dependency of ie4.dll may be absent. Use the original installer and inspect the caller rather than copying the file into a system folder.
Free tools Windows power users keep installed
One-click scans. No signup required.
When should I use System Restore?
Use System Restore when the error began immediately after a known installation or cleanup event and the restore point is trustworthy. For an isolated obsolete startup entry, disabling the caller is usually safer and more targeted.
What if the error remains after uninstalling the visible program?
Inspect Autoruns and Task Scheduler again. The remaining reference may belong to a removed installer, service, RunOnce command, or another legacy program that was installed alongside it.
