Wait until trick-or-treaters are home, then inspect every treat before it is eaten. Look for torn or opened wrappers, tiny pinholes, unusual appearance or discoloration, and other abnormal signs; discard anything suspicious rather than opening it to taste-test or repair it.
What the FDA advice means for a Halloween haul
The practical rule is simple: candy should be screened at home, not eaten while children are still walking from house to house. The U.S. Food and Drug Administration (FDA) advises parents to inspect commercially wrapped treats before serving them and to throw away anything suspicious. Its Halloween guidance specifically names an unusual appearance or discoloration, tiny pinholes, and tears in wrappers as signs to watch for. Read the full guidance in FDA’s Halloween Food Safety Tips for Parents.

“Commercially wrapped” is a screening rule, not a guarantee. A sealed package is preferable to an unwrapped or homemade item for routine trick-or-treat sorting, but the wrapper still needs to be examined. The FDA’s advice pairs both points: children should not accept or eat treats that are not commercially wrapped, and parents should inspect the commercially wrapped treats they bring home.

When and where to inspect the candy
Wait until the child is home
Have children wait to snack until the haul can be examined. Sorting at home gives you a stable surface, adequate light, access to labels, and enough time to compare packages. It also prevents a child from eating an item before an adult notices a damaged wrapper or an allergy warning.
Use a clean, well-lit sorting area
Spread the treats out so wrappers are visible rather than inspecting a tightly packed bag. Good lighting is a practical way to make small tears, pinholes, stains, or color changes easier to see. Keep the candy away from pets, food scraps, and liquids while you sort it, and wash or clean the surface if needed.
Keep the child involved without letting them make the safety decision
Older children can help identify their own favorites or read labels, but an adult should make the final decision about a damaged or unusual item. For a young child, complete the inspection before placing any candy within reach.
A step-by-step inspection procedure
- Separate the haul. Put every treat where you can see the individual package. Remove loose, unwrapped, homemade, or unidentified items from the commercially wrapped group so they are not accidentally treated as equivalent.
- Examine the outside of each wrapper. Look over the front, back, ends, folds, and seals. Check for tears, openings, punctures, tiny pinholes, or a package that appears to have been opened and closed again.
- Look for an unusual appearance. Compare the package with other pieces of the same type when possible. A markedly different color, staining, leakage, swelling, or other unexplained change deserves caution. The FDA specifically lists unusual appearance or discoloration as a possible sign of tampering.
- Do not open a package that already looks suspicious. Set it aside for disposal. Do not taste-test it, smell it deliberately at close range, repair the wrapper, or rewrap it to make it usable. Opening a questionable item removes information about its original condition and does not establish safety.
- Check the candy itself when it can be assessed without turning a suspect package into a test. General FDA consumer advice says not to use food that is discolored, moldy, has an off odor, or otherwise looks unusual. If an otherwise intact, ordinary-looking package contains candy with one of these abnormalities, discard the item.
- Read the ingredient and allergen information. Set aside products that contain an allergen the child must avoid, or whose labeling is missing or unclear for that child. Do not rely on the wrapper color or the child’s memory of a product.
- Screen for age-related choking hazards. FDA examples include gum, peanuts, hard candies, and small toys. Remove items that are unsuitable for the child’s age or ability to chew safely.
- Dispose of anything questionable. Place suspicious treats in a closed trash container where children and pets cannot retrieve them. Keep clearly acceptable items separate from the discard pile until sorting is complete.
Warning signs to check on the wrapper and candy
| What you notice | Why it matters | What to do |
|---|---|---|
| Tear, split, or open seam | The package no longer has the intact appearance expected of a factory-wrapped treat. | Discard it; do not tape, fold, or rewrap it. |
| Tiny pinhole or puncture | The FDA identifies tiny pinholes as a sign that warrants caution, even if the hole is small. | Discard without opening or tasting. |
| Wrapper looks unusually stained, discolored, swollen, or otherwise abnormal | An unexplained change in appearance can indicate damage or another problem. | Discard the item and do not use the candy as a comparison sample. |
| Candy is visibly discolored, moldy, or otherwise unusual | General FDA consumer guidance says not to use food with these abnormalities. | Discard it. Do not scrape off a spot or eat the unaffected portion. |
| Off odor | An abnormal odor is a reason not to use food, even when the package initially appeared normal. | Discard it rather than tasting it to confirm the odor. |
| Missing, unreadable, or unsuitable allergen label | You cannot reliably screen the treat for a child’s known allergy. | Do not give it to that child; choose a clearly labeled alternative. |
| Loose toy, gum, peanut, hard candy, or other age-inappropriate item | These can present choking risks for young children. | Remove it from the child’s treats and follow age-appropriate feeding guidance. |
This is a sorting aid, not a validated scoring system. One warning sign is enough to reject an item; several normal features do not “cancel out” a tear or puncture.
How to judge a wrapper without overinterpreting normal manufacturing variation
Compare like with like
Individual pieces can have small differences in folds, printing, or the amount of air in a package. Compare a questionable piece with other pieces from the same assortment when available, but do not use a matching package to excuse a clear tear, hole, contamination, or abnormal odor.
Distinguish damage from a design feature
Perforations, crimped ends, seams, and printed marks may be part of normal packaging. The concern is an unexplained opening, puncture, tear, stain, or change in appearance—not simply the presence of a seam. If you cannot confidently tell whether a mark is intentional, treat the item as questionable and discard it.

Do not turn inspection into a home laboratory test
The FDA’s laboratory method for chocolate, sugars, and related products tells trained examiners to look at packaging before opening and notes that holes, tears, and pest damage can be relevant findings. That technical method is not a consumer procedure and cannot certify a Halloween candy as safe. A magnifying glass, kitchen scale, freezer, microwave, or other household test cannot replace the discard rule.
Commercially wrapped versus unwrapped treats
Commercial wrapping helps you identify the product, read ingredients, and notice whether the package appears intact. It does not establish that the contents are safe simply because the wrapper is present. The FDA’s Halloween advice therefore works as a two-part rule:
- Do not accept or eat treats that are not commercially wrapped. This includes loose candy and items with no identifiable factory packaging.
- Inspect the commercially wrapped items you do receive. A recognizable package still may be torn, punctured, discolored, or otherwise suspicious.
Homemade items and treats in improvised bags are difficult to evaluate for ingredients, handling, and package integrity. If you cannot identify the item or assess its packaging, leaving it out of the child’s edible treats is the cautious choice.
Allergy and choking checks are separate from tampering checks
Food allergies
A wrapper can look perfect and still contain an ingredient a child must avoid. Read the ingredient list and allergen statement for each product intended for a child with an allergy. If the label is absent, damaged, too small to read, or unclear about the child’s known allergen, do not serve that item to the child. Keep accepted and rejected items separate so a questionable label is not accidentally returned to the safe pile.
Young children and choking hazards
FDA Halloween guidance calls out gum, peanuts, hard candies, and small toys as examples of choking hazards for very young children. Age suitability depends on the individual child as well as the item. An adult should remove unsuitable treats before the child receives the bag, rather than relying on the child to recognize the risk.

These checks answer different questions. An intact wrapper does not make a hard candy appropriate for a toddler, and a candy with no allergen concern is still unsafe if its package is torn. Sort for package condition, food appearance, ingredients, and age suitability independently.

What to do with a suspicious treat
Do not taste-test it
Tasting is not an inspection method. A person cannot establish safety by taking a small bite, and opening the item can destroy evidence of how the package arrived. The FDA’s instruction is to throw away anything suspicious.
Do not repair or repackage it
Tape, plastic wrap, a resealable bag, or a new container may hide the original condition but cannot restore confidence in the contents. Keep the decision simple: if the package or candy is suspicious, discard it.
Keep it away from children and pets while disposing of it
Use a closed trash can or another disposal method that prevents retrieval. If a child has already eaten a questionable item and develops symptoms or you believe an exposure occurred, seek prompt medical advice or emergency help appropriate to the symptoms and your location.
When and how to report a concern
The FDA Halloween page tells parents to discard suspicious treats but does not provide a single Halloween-specific reporting procedure. The right next step depends on where the item came from and what you observed.
- Concern at a store or event: You can notify the store manager or event organizer so the source can be checked and other items can be removed if necessary.
- Product already brought home: The FDA’s general page, Food Tampering, An Extra Ounce of Caution, discusses reporting a suspected incident involving a product already at home to local police. Follow current instructions from the relevant local or federal agency for your situation.
- Possible illness or injury: Seek medical care first when needed, then preserve the package and remaining product if authorities or clinicians request it. Do not handle or consume a suspected contaminant unnecessarily.
Record useful facts while they are fresh: where the treat was obtained, when it was collected, what the wrapper looked like, and whether anyone consumed it. Do not make public accusations based only on an unusual-looking piece; report the observable facts to the appropriate authority.
What visual inspection can—and cannot—tell you
Inspection is effective for the specific surface signs FDA lists: tears, tiny pinholes, unusual appearance, and discoloration. It can also identify obvious mold, an off odor, or other abnormalities in the food itself. It cannot detect every chemical, microbiological, allergen, or manufacturing problem, and a normal-looking wrapper is not a laboratory certificate.

The FDA’s general food-tampering information says deliberate tampering intended to cause major disease outbreaks is rare, particularly in the United States, but it does not provide a Halloween-specific incidence rate in the cited passage. There is therefore no sound basis for assigning a percentage risk to a child’s candy haul or for using anecdotes as a statistic.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A practical sorting checklist
Use this checklist once for every treat rather than relying on a quick glance at the whole bag:
- Is the item commercially wrapped and identifiable?
- Are all seams and folds intact, with no tear, opening, or tiny pinhole?
- Does the wrapper have an unusual stain, discoloration, swelling, or other unexplained change?
- If the candy is visible without opening a questionable package, does it look normal rather than discolored, moldy, or otherwise unusual?
- Is there any off odor or other abnormal sign?
- Can you read the label well enough to check the child’s allergens?
- Is the item suitable for the child’s age, with no gum, peanuts, hard candy, or small toy posing a choking concern?
- If any answer raises doubt, has the item been placed directly in the discard pile?
Do not assign points or average the answers. The checklist organizes the decision; it does not turn a suspicious item into an acceptable one because most other boxes are checked.
Common situations and the safest response
“The wrapper has a very small hole.”
A tiny pinhole is one of the FDA’s named warning signs. Do not enlarge the hole to inspect the contents and do not taste the candy. Discard it.

“The package is sealed, but the candy looks discolored.”

“The wrapper is slightly torn at the crimp.”
If you cannot confidently identify the mark as an intact, normal manufacturing fold, treat the package as questionable. Do not tape it closed or return it to the child’s pile.
“The candy smells unusual after the package seemed normal.”
An off odor is a general FDA warning for food. Discard the item rather than taking a bite to check whether the flavor is acceptable.
“A child wants to eat a piece before we finish sorting.”
Keep the haul out of reach until the adult inspection is complete. The purpose of sorting is defeated if a child consumes an item before its wrapper, label, and age suitability have been checked.
