iop.dll is usually part of Canon ScanGear CS, not Windows itself. If Windows reports that iop.dll is missing, was not found, or could not be loaded, the reliable fix is to repair the complete Canon scanner or TWAIN installation rather than copy a loose DLL into a system folder.
The file is identified as ScanGear Image Operations Manager, developed by CANON INC. ScanGear CS was used with older Canon scanner software, including software supplied for CanoScan LiDE models. Canon documentation describes ScanGear as a scanner component launched through TWAIN-compatible applications such as PhotoStudio.

That means the error is usually connected to a Canon scanner, a multifunction printer with scanning software, or an application such as Photoshop that is trying to open a Canon TWAIN source.

Before fixing anything: identify what is failing
The exact error wording varies by Windows version and application. Reported messages include:
#1 Best Overall
- Stay organized: Easily covert your paper documents into digital formats (searchable PDF, JPG, and more) or scan directly to the cloud (Dropbox, Google Drive, OneDrive, Box, QuickBooks Online, Evernote, SharePoint, and more)
- Space saving design: Upright, with top feed and top eject, and a built-in cable organization system
- Reliably handles many different document types: Receipts, photos, business cards, plastic or embossed cards, reports, contracts, long documents, thick or thin documents, and more
- Fast and efficient: Scans both sides of a document at the same time, in color, at up to 25 pages-per-minute, with a 30 sheet automatic feeder, and one-touch operation
- Broad compatibility: Supports Windows and Mac; TWAIN driver also included
- “This application failed to start because iop.dll was not found.”
- “The file iop.dll is missing or corrupted.”
- “A required component is missing: iop.dll.”
- “iop.dll not found.”
- “Cannot find iop.dll.”
- “Could not open the TWAIN source.”
- “The TWAIN source is incorrectly installed.”
- “This application has failed to start because iop.dll was not found. Re-installing the application may fix this problem.”
These messages have appeared in third-party error listings and user reports. They are not an official Canon error catalogue, and the wording alone does not prove that the physical DLL is missing.
Write down the following before changing the installation:
- The exact Canon scanner or multifunction-printer model.
- The application showing the error.
- Whether Canon’s own scanning utility opens successfully.
- Whether the scanner appears in the application’s Select Source menu.
- Whether the issue affects every Windows account or only one.
- Whether the problem began after an update, antivirus detection, cleanup, restore, or driver change.
- Whether the software came from Canon installation media, an old download, or an untrusted DLL archive.
Fix 1: Reinstall the complete Canon ScanGear package
Time needed: 15–30 minutes, plus the installer’s download time.

Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallOutdated Drivers Are Slowing You Down
One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchThis is the most likely solution. iop.dll is an application component, so reinstalling only the file does not restore the other ScanGear files, TWAIN registration, model-specific settings, or device support that the scanner needs.
Step 1: Confirm the exact model
Look at the label on the scanner or printer. Record the complete model name rather than relying on a similar product name in Windows.
Do not substitute a nearby model. Older Canon scanners often used closely related but model-specific packages, and a ScanGear package for a different LiDE, CanoScan, PIXMA, or multifunction-printer model may not provide the correct files.
Step 2: Find the official Canon package
Open Canon’s official support portal in your browser and search for the exact model. Select your version of Windows and look for the scanner driver, ScanGear package, IJ Scan Utility package, or the complete scanner software package offered for that model.
Current support availability varies by model. Old Canon documentation proves that ScanGear CS was used with older scanners, but it does not prove that every legacy scanner remains supported on Windows 10 or Windows 11.
Do not begin with a standalone iop.dll download. There is no verified universal current Canon download for this individual file.
Step 3: Remove the damaged installation
- Disconnect the scanner if Canon’s installer or documentation requests it.
- Open Settings.
- Select Apps.
- Select Installed apps.
- Search for Canon, ScanGear, CanoScan, IJ Scan Utility, or the scanner’s model name.
- Select the relevant entry.
- Choose Uninstall.
- Follow the removal wizard.
- Restart Windows.
If the software does not appear in Settings:
- Press
Win+R. - Enter
appwiz.cpl. - Press Enter.
- Select the Canon scanner software.
- Choose Uninstall.
- Restart Windows.
Microsoft recommends repairing an application first when a repair option exists. If Canon software shows Advanced options or a Repair option in Settings, try that before uninstalling. A repair is useful when the package is present but one component has been damaged.
Step 4: Install Canon’s package
- Run the Canon installer.
- Right-click it and select Run as administrator if required.
- Keep the scanner disconnected until the installer requests it.
- Accept the model-specific installation.
- Reconnect the scanner only when instructed.
- Restart Windows after setup completes.
Step 5: Test in the correct order
First open Canon’s own scanning utility. Start a preview or scan.

If Canon’s utility works but Photoshop or another application still fails, the physical ScanGear installation is probably present. Repair or reinstall the affected application, then recreate its scanner source selection.
If Canon’s utility also fails, continue with the driver and device checks below.
Fix 2: Repair or reinstall the scanner driver in Device Manager
Time needed: 10–20 minutes.
A broken driver package can leave the scanner visible in Windows while its TWAIN software remains unusable. Device Manager is useful for checking whether Windows sees the hardware, but it does not replace Canon’s model-specific installer.
Check the device
- Disconnect and reconnect the scanner.
- Right-click Start.
- Select Device Manager.
- Expand Imaging devices, Cameras, Printers, and Universal Serial Bus controllers.
- Look for the Canon model or an Unknown device.
- Double-click the device.
- Read the Device status box on the General tab.
A yellow warning icon indicates a device or driver problem. If the scanner is not listed at all, check the USB cable, another USB port, power, and the scanner’s physical connection. A missing device is not normally fixed by replacing iop.dll.
Remove and reinstall the device
- In Device Manager, right-click the Canon scanner.
- Select Uninstall device.
- If Windows offers Attempt to remove the driver for this device, select it only when you are ready to reinstall Canon’s package.
- Choose Uninstall.
- Restart Windows.
- Install the exact Canon driver and ScanGear package from Canon.
- Reconnect the scanner when the installer requests it.
Do not use Update driver to force a generic Windows driver if the scanner needs ScanGear or TWAIN support. A generic driver may make the device appear functional while leaving the scanning application unable to open its source.
When manually checking driver versions, remember that a scanner component may be 32-bit even on 64-bit Windows. Public file metadata commonly identifies the historical iop.dll associated with ScanGear CS as a 32-bit component, but that metadata is not a universal specification for every Canon release. Do not copy a 32-bit file into System32 or SysWOW64 based on guesswork. Use the Canon installer’s directory layout.
I recommend Outbyte Driver Updater when manually hunting through hardware entries and guessing which of several old drivers is stale becomes impractical; its free scan shows what needs attention, while driver installation through the full version is optional. For this file, reinstalling the exact Canon package remains the definitive fix.

Time needed: 5–15 minutes.
If iop.dll disappeared immediately after an antivirus detection, the security product may have quarantined it. Do not restore the file merely because its name matches the error.
A malicious file can use the same filename, and Microsoft has documented malware using iop.dll as a dropped system file name. A file in C:WindowsSystem32 should not automatically be assumed to be Canon’s component.
Check Microsoft Defender Protection history
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Under Current threats, select Protection history.
- Open the relevant detection.
- Check the original file path, threat name, detection date, and action taken.
- Confirm that the path belongs to a genuine Canon installation.
- Check the file’s publisher and digital signature if the file is still present elsewhere.
Restore a quarantined file only when its Canon origin is clear and the detection is confirmed to be a false positive. If the path is unknown, the signature is missing, or the scanner software came from an untrusted source, leave the file quarantined and reinstall ScanGear from Canon instead.
Run a full Microsoft Defender scan when the file appeared in a Windows directory without a Canon installation. For a persistent or serious detection, use Microsoft Defender Offline and follow the security product’s cleanup instructions.

Fix 4: Repair the affected TWAIN application
Time needed: 10–25 minutes.
If Canon’s own scanning utility works but Photoshop, PhotoStudio, or another TWAIN client reports the error, the problem may be inside that application’s scanner configuration.
Try these steps:
- Open the application.
- Open its File, Import, or Acquire menu.
- Choose Select Source.
- Select the Canon TWAIN source.
- Reopen the scanning command.
- Test a preview.
If the Canon source is absent:
- Close the application.
- Open Settings > Apps > Installed apps.
- Select the affected application.
- Open Advanced options, if available.
- Select Repair.
- Restart the application.
- Recreate the scanner source selection.
If no repair option exists, reinstall the affected application after confirming that Canon’s utility still works.

A scanner that works under one Windows account but not another can indicate per-user TWAIN or application-profile corruption. Test another Windows account. If scanning works there, repair the affected application profile or create a fresh Windows user profile rather than copying DLLs between user folders.
Fix 5: Use DISM and SFC only for broader Windows corruption
Time needed: 15–30 minutes, sometimes longer.
Because iop.dll is normally a third-party Canon component, System File Checker will not usually recreate it. DISM repairs the Windows component store, and SFC checks protected Windows system files. Use these commands when several unrelated Windows features or applications are also reporting damaged system files.
Recommended Free Tools
Run DISM first
- Open the Start menu.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for the command to finish.
- Restart Windows if requested.
Run SFC second
Open an elevated Command Prompt again and run:
sfc /scannow
Wait until verification reaches 100 percent. Restart Windows, then test the scanner.
If SFC reports that it found and repaired corrupted files, test the original application again. If it reports that it could not repair everything, run DISM again, restart, and repeat SFC once. These commands are not a substitute for reinstalling Canon ScanGear.
If Windows component repair, version hunting, and repeated manual SFC/DISM runs are becoming difficult to track, Outbyte PC Repair can provide a free scan showing what it identifies, while repair through the full version is optional. It is not required, and reinstalling Canon ScanGear remains the definitive repair for a missing application DLL.
Fix 6: Do not register or copy iop.dll blindly
Time needed: Usually 5 minutes to verify that this is not the correct path.
Do not start with:
regsvr32 iop.dll
regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer. It is not a general missing-DLL repair command. There is no verified evidence that Canon ScanGear’s iop.dll requires manual registration.
A failed registration may produce an error such as “DllRegisterServer was not found” or an architecture mismatch. That result does not mean you need a different download.
Manual copying is also unreliable because the DLL may depend on:
- Other ScanGear files.
- A model-specific driver.
- TWAIN registration.
- A particular application directory.
- Companion files with matching versions.
- The correct 32-bit or 64-bit application environment.
The legitimate exception is restoring a known-good file from original Canon installation media or a verified Canon package, followed immediately by repair or reinstallation of the complete scanner software. Do not place a downloaded copy in System32, SysWOW64, or the application folder as a first response.
Fix 7: Try System Restore after a recent failed change
Time needed: 15–30 minutes.
System Restore may help if the error began directly after a driver update, failed installation, disk cleanup, or system change and a suitable restore point exists.
- Press
Win+R. - Enter:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point created before the scanner stopped working.
- Select Scan for affected programs if available.
- Review the changes.
- Select Next, then Finish.
- Allow Windows to restart.
System Restore does not replace a damaged Canon package in every case. If the scanner still fails, reinstall the exact model-specific ScanGear software.

The commonly listed historical metadata for this file describes a 32-bit ScanGear CS component and gives a version and size, but those details come from third-party metadata rather than a universal current Canon binary. Do not treat one historical version as correct for every scanner or Windows installation.

What if the file exists but the error remains?
A visible iop.dll does not prove that the installation is healthy. Windows may actually be reporting a missing dependency, invalid path, damaged companion file, or architecture mismatch.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsReinstall the complete Canon package and check the file’s location and properties. If the error appears only in one application, repair that application’s TWAIN integration. If the scanner is not listed at all, investigate the USB connection and Device Manager before focusing on the DLL.
If the message says that the file is “not designed to run on Windows,” treat it as possible corruption, wrong architecture, or an invalid replacement. Reinstall the complete package rather than downloading another copy.
FAQ
Is iop.dll a Windows system file?
No reliable evidence establishes it as a normal Windows component. It is associated with Canon ScanGear CS. Microsoft has also documented malware using the same filename, so the name alone does not establish legitimacy.
Is iop.dll part of Microsoft Visual C++, DirectX, or .NET?
There is no evidence that it is one of those Microsoft runtime components. Installing random runtime packages should not be the first fix.
Which Canon products used it?
ScanGear CS was bundled with older Canon scanner hardware, including the CanoScan LiDE 25 and LiDE 60. Multiple older Canon products used ScanGear software, but you should not assume that every Canon scanner used the same iop.dll.
Should I download iop.dll separately?
No. A loose DLL may be malicious, may have the wrong architecture, may belong to another Canon model, or may leave the broken TWAIN installation untouched. Use the exact Canon package for the scanner model.
Should I put it in System32?
No. A 32-bit scanner component may need to remain in the location expected by a 32-bit application and its installer. Copying files into Windows directories can create new loader and security problems.
Will SFC restore iop.dll?
Normally, no. SFC repairs protected Windows files, while iop.dll is normally a third-party Canon component. Reinstall ScanGear for this specific file.
Do I need regsvr32?
Usually not. Use it only if Canon’s installer or documentation specifically requires registration. It is not a general-purpose missing-DLL repair tool.
What if Canon’s utility works but Photoshop does not?
Repair or reinstall the affected application, then use its Select Source menu to choose the Canon TWAIN source again. The scanner package may already be working.
What details should I collect for further troubleshooting?
Record the scanner model, Windows edition and build, affected application, complete error text, file path, file properties, antivirus detection, Device Manager status, and whether another Windows account can scan. These details distinguish a missing file from a broken driver, TWAIN profile, dependency, or security problem.
