An ACCEPT rule does not create a service, choose a route, or guarantee that the packet reaches the chain where the rule was added. To find a port that still appears closed, verify the listening socket first, then follow one test connection through its address family, interface, chain, firewall backend, route, and return path.
Antihost offers Linux VPS plans with full root access, unlimited traffic on a 1 Gbps port and a 14-day free trial.
What an iptables “allow” rule can—and cannot—do
iptables filters packets at specific points in the Linux networking path. An ACCEPT target permits a packet that reaches that chain and matches the rule’s protocol, address, interface, and port conditions. It does not make a daemon listen, bind a public address, forward traffic to a container, or fix an upstream firewall or an asymmetric route.

That distinction explains the common symptoms: a local connection may work while remote clients time out; an IPv4 test may succeed while an IPv6 client fails; or a rule may show as accepted while a later nftables rule, firewalld zone, cloud policy, or return-path error prevents the handshake from completing.
1. Confirm that a process is listening
Start with the socket, not the firewall. On the server, run:

ss -lntup
ss -lnup
The first command lists listening TCP and UDP sockets with numeric addresses and ports; the second focuses on UDP. The -l option selects listening sockets, -t TCP, -u UDP, and -n numeric output. A port with no listening socket cannot accept a connection regardless of firewall policy.
Read the local address carefully
Socket address shown by ss |
What it accepts | Typical consequence |
|---|---|---|
127.0.0.1:PORT |
Only connections originating on the host through IPv4 loopback | Remote clients cannot reach it through an Ethernet or cloud address |
::1:PORT |
Only IPv6 loopback connections | Remote IPv6 and IPv4 clients fail unless another socket is present |
192.0.2.10:PORT or another specific interface address |
Traffic addressed to that interface and family | Connections sent to a different local address are not handled by this socket |
0.0.0.0:PORT |
All local IPv4 interfaces, subject to application and policy behavior | Firewall, routing, or an upstream filter can still block access |
[::]:PORT |
All local IPv6 interfaces; dual-stack behavior depends on the socket and kernel settings | Do not assume this proves that a separate IPv4 listener exists |
Check the service’s own logs if the expected socket is absent. A failed startup, a configuration file that selects loopback, or a service that listens on another port is a service problem, not an iptables problem.
2. Test the same address and port locally and remotely
Use the exact address family and port that the client uses. From the server, test the service locally with an application client, curl, or nc. For example, an HTTP service can be tested with curl http://127.0.0.1:8080/; a generic TCP check can use nc -vz 127.0.0.1 8080. Replace the loopback address with the server’s actual interface address for a second local test.
Then repeat the test from a different host against the routable address. Record whether each attempt succeeds, is refused immediately, or waits until timeout.
- Local loopback succeeds, remote access fails: investigate the bind address, interface path, host firewall, upstream filtering, and return route.
- Local interface-address access fails: verify the daemon’s bind configuration and local filtering before looking at the network.
- Both local tests fail: the service may not be listening correctly, may be speaking a different protocol, or may reject the request at the application layer.
- Remote access works by IPv4 but not IPv6, or the reverse: continue with separate address-family checks rather than changing a single IPv4 rule.
Do not test one port locally and a different port remotely. A successful connection proves only the path and listener used by that particular test.
3. Determine whether the client is using IPv4 or IPv6
DNS can return an A record, an AAAA record, or both. A client that prefers an AAAA result may send IPv6 traffic even when you configured only IPv4 rules. The iptables and ip6tables tools maintain separate rule sets: inspect both when both families are in use.

iptables -S
ip6tables -S
Compare the destination address printed by the client or resolver with the family of the listening socket and the firewall rule. A v4 listener does not answer an IPv6 connection, and an IPv4 ACCEPT rule has no effect on IPv6 packets. Conversely, opening IPv6 while the service listens only on IPv4 leaves the IPv6 test closed.
4. Inspect the effective rules, not just the command you typed
A command that added a rule successfully does not prove that the running packet filter contains the rule you intended. Display the filter and NAT tables and inspect the complete nftables configuration:
iptables -S
iptables -t nat -S
ip6tables -S
nft list ruleset
The nftables output is especially important on systems where a compatibility command writes iptables-style rules while the active policy is generated or enforced as nftables. Look for the actual input, forwarding, output, and NAT chains, their policies, jumps to user-defined chains, and any rule that can terminate evaluation before your intended ACCEPT.
Identify who owns the policy
Choose one control plane for the permanent configuration whenever possible. Raw iptables commands, nftables rules, firewalld-generated rules, container runtimes, and cloud or network policies can all affect the same flow. If you edit one layer while another layer regenerates or overrides the rules, the visible command history will not describe the effective policy.

Pick the symptom - the matching free tool is one click away.
firewalld’s nftables backend can leave an iptables ACCEPT subject to another nftables ruleset. For selective access, express the service through the active firewalld zone or a rich rule rather than assuming a direct rule bypasses every generated chain.
5. Watch rule counters during a fresh connection
Generate one new connection while observing packet and byte counters. A rule that never increments is not seeing the traffic you think it is seeing. The packet may arrive on another interface, use another address family, enter a different chain, traverse another network namespace, or target a different port.

If the intended rule increments but the connection still fails, inspect later jumps and rules. A user-defined chain can return to its caller or apply a drop; a preceding rule may have already decided the packet; and the built-in chain policy can reject traffic that does not match an accept rule. Move through the chain in evaluation order and find the first decisive target.
When a later DROP counter increases, that counter is valuable evidence: the packet reached the host and was denied at that point. When no relevant counter changes, stop editing the rule and verify the packet’s path, interface, family, namespace, and destination.

6. Check the chain that the traffic actually traverses
Host-local delivery: INPUT
Traffic destined for a socket on the host normally traverses the INPUT path. An INPUT rule can therefore permit a host service, provided the listener, address family, interface, and port match.
Forwarded traffic: FORWARD
Traffic routed through the machine normally uses FORWARD, not only INPUT. This includes many container, virtual-machine, bridge, and router designs. A rule that permits the host’s own port does not automatically permit a connection forwarded to another namespace or guest.
DNAT and other NAT hooks
If a public address and port are translated to an internal destination, inspect the NAT table and the forwarding policy together. The destination may be rewritten before the filtering decision you are examining, and the return traffic must be translated back on the way out. An apparently correct host-input rule cannot replace a missing destination NAT or forwarding rule.
Network namespaces and bridges
A container or virtual machine may have its own interface, socket table, and filtering rules. Check the namespace in which the service actually runs and the host-to-guest bridge path. Seeing a listener in the host namespace does not prove that the application socket exists in the namespace receiving the forwarded connection.

7. Verify firewalld zones, runtime state, and backend
First establish which zone is active on the interface that receives the packet. Then distinguish runtime changes from permanent configuration. A runtime opening can make a test pass until a reload or reboot; a permanent setting must be saved in the configuration that firewalld reloads.
After changing a zone or rich rule, reload only when you understand which runtime changes will be replaced. Re-test the same address and port and inspect the resulting nftables ruleset. If the rule disappears after reload, compare the runtime and permanent configurations rather than adding another direct rule blindly.
- Confirm the receiving interface and its active zone.
- Confirm whether the opening exists in runtime configuration, permanent configuration, or both.
- Check whether a reload regenerated chains that place a drop after or outside the rule you added.
- Use the firewalld zone or rich-rule model for selective access when firewalld owns the host policy.
8. Validate routing and the return path
A host firewall cannot repair a wrong route, an upstream security policy, or a reply that leaves through the wrong gateway. Inspect the selected route and source address:
ip route show
ip route get 203.0.113.50 from 192.0.2.10
Use the real destination and source addresses for your test. The result should identify the interface and next hop you expect. Check policy-routing rules, multiple gateways, VPN interfaces, and NAT mappings when the request arrives but the reply never returns. Asymmetric routing can make a permissive local rule look ineffective because the response follows a path where the peer or an upstream filter drops it.

If a packet capture is available, compare the ingress request and egress response on the server with what the remote host reports. Seeing the SYN arrive but no SYN-ACK leave points toward the listener or local policy; seeing the SYN-ACK leave but no final ACK return points toward the return path or an upstream filter.

| Observed result | More likely explanation | Next check |
|---|---|---|
| Immediate TCP reset | No listener, an application-level close, or an explicit reject | Inspect ss, service logs, and reject rules |
| Immediate ICMP port-unreachable for UDP | No UDP listener or an explicit reject | Run ss -lnup and inspect UDP policy |
| Silent timeout | A drop, route or upstream filter, or a broken return path | Check counters, interface path, routes, and packet visibility |
| Works locally but not remotely | Bind address, host firewall, forwarding path, or upstream policy | Compare local interface-address and remote tests |
| Works until reload or reboot | Runtime configuration was not persisted | Compare firewalld runtime and permanent state or saved nftables configuration |
| IPv4 works, IPv6 fails | Missing IPv6 listener, ip6tables rule, route, or upstream IPv6 policy | Inspect AAAA use, ss family, and ip6tables -S |
nftables REJECT sends an ICMP or ICMPv6 unreachable response and defaults to port-unreachable. A visible rejection is therefore different evidence from a silent DROP, even though both prevent the application from connecting.

10. A complete troubleshooting procedure
- Write down one test case. Record protocol, destination address, destination port, source host, and whether the client selected A or AAAA DNS data.
- Check sockets. Run
ss -lntupandss -lnup. Confirm that the expected process listens on the expected family and address. - Test locally. Connect to loopback and then to the server’s interface address using the same protocol and port.
- Test remotely. Repeat from another host and classify the result as success, refusal, unreachable, or timeout.
- Inspect both families. Review
iptables -Sandip6tables -Swhen IPv4 and IPv6 are possible. - Inspect generated policy. Run
iptables -t nat -Sandnft list ruleset; identify firewalld, container, bridge, or other policy owners. - Observe counters. Make one fresh connection and see which rule increments. Follow jumps and chain order until the first accept, reject, drop, or policy decision.
- Choose the correct path. Use
INPUTfor host-local delivery; inspectFORWARDand NAT for routed, translated, container, or virtual-machine traffic. - Verify firewalld state. Confirm the interface’s zone, runtime versus permanent setting, backend, and reload behavior.
- Verify routing. Use
ip route showandip route getwith the real destination and source; check the reply path and upstream controls. - Retest after persistence changes. Reload or reboot only after saving the intended configuration, then repeat the identical test case.
Common fixes matched to the evidence
No listener
Start or reconfigure the service and verify its socket with ss. Opening the firewall before a listener exists only changes what happens to packets; it cannot produce a successful handshake.
Wrong bind address
Change the application’s listen address to the interface or wildcard address required by the design, then retest locally on that address before touching firewall rules.
IPv4/IPv6 mismatch
Add the listener and filtering rule for the family clients actually use, or deliberately publish only the family that is configured. Check DNS records so clients are not sent to an unconfigured address.
Wrong chain or namespace
Move the rule to the path the packet traverses: host INPUT for local delivery, or forwarding and NAT chains for translated and routed traffic. Inspect the guest or container namespace separately.
Competing rule sets
Decide whether nftables, firewalld, raw iptables, or a runtime manager owns the policy. Express the permanent exception there and verify the generated ruleset after reload.
Rule order or default policy
Place the specific allow rule where it is evaluated before a broader drop, and inspect user-defined chain jumps and return behavior. A rule listed in the wrong chain or below a terminating target has no effect on the connection.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsRouting or upstream filtering
Correct the route, source selection, NAT mapping, security policy, or gateway. Confirm both directions of the flow; an inbound packet alone does not prove that the reply can reach the client.
When can you declare the port open?
Declare success only when the application is listening on the tested address family and bind address, the same remote test completes, the expected rule counters increment, no later chain rejects the flow, and the reply follows the intended route. If the service must survive reloads and reboots, repeat the test after the configuration is reloaded or the host is restarted. These checks distinguish an actually reachable service from a rule that merely appears in command output.
