Under the 2024 Dragonborn trait, you can use Breath Weapon as part of the Attack action by replacing one of your attacks. Under the 2014 Player’s Handbook trait, using Breath Weapon takes your action instead. In either case, the 2024 effect is resolved with a saving throw, not an attack roll.
How does the 2024 Dragonborn Breath Weapon work?
The 2024 Dragonborn trait explicitly lets you use the breath during the Attack action: “When you take the Attack action on your turn, you can replace one of your attacks with an exhalation of magical energy in either a 15-foot Cone or a 30-foot Line that is 5 feet wide (choose the shape each time).” The official System Reference Document 5.2 Dragonborn trait uses this wording.
So, if you have an attack available as part of that action, you may give up that attack to exhale instead. You are still taking the Attack action; the breath is the option replacing one of its attacks.
Does Breath Weapon make an attack roll?
No. The 2024 trait calls for creatures in the area to make a Dexterity saving throw. That makes Breath Weapon part of the Attack action without making the breath itself an attack roll. “Used during the Attack action” and “resolved with an attack roll” are separate rules questions.

How does the 2014 Dragonborn rule differ?
The 2014 Player’s Handbook Dragonborn trait says to use Breath Weapon as an action. It does not give the 2024 option to replace one attack within the Attack action. For the 2014 version, using the breath therefore spends your action rather than substituting for one attack.
What does the opportunity-attack ruling clarify?
The official Sage Advice Compendium says, in its answer about monster opportunity attacks, “An action, such as a breath weapon, that doesn’t include an attack roll is also not eligible.” That clarification concerns a monster’s eligibility to make an opportunity attack; it is useful context for the distinction between an action and an attack roll, but it is not a blanket ruling about every player-character Breath Weapon feature.

Which ruling should your table use?
Check which Dragonborn trait your character uses: the 2014 Player’s Handbook version or the 2024 version. The 2024 Player’s Handbook Dragonborn species entry is on page 187, and its wording is also reflected in the official SRD rule linked above. Apply the wording for your table’s rules version rather than combining the two versions.
