There is no verified public figure proving that GTA 6 is the costliest game ever made. Rockstar and Take-Two have not disclosed a total development budget in the sources reviewed. The widely repeated billion-dollar numbers are estimates, while the figures for other games often measure different things: lifecycle development, marketing, revenue or combined community funding. Without like-for-like budgets, there is no reliable ranking.
How much did GTA 6 cost to make?
The reviewed evidence does not establish an official GTA 6 budget. GameSpot reported in May 2026 that neither Rockstar nor parent company Take-Two had disclosed a figure. The same report relayed an estimate of up to $1.5 billion from unnamed industry analysts quoted by Business Insider. That is an attributed estimate, not a company-confirmed cost.

A Q4 2025 PitchBook analyst note characterized GTA 6 as rumored to approach $1 billion. This, too, is a reported characterization rather than a publisher disclosure. The two estimates should not be treated as confirmation of a billion-dollar budget—or as a settled range: their attribution and evidentiary basis differ.
Why Take-Two’s financial reports do not settle the question
Take-Two’s FY2026 financial release reports company-wide results and cost categories, but it does not isolate GTA 6 development spending. Costs across a publisher’s business cannot be assigned to one game without a title-specific disclosure. The company’s aggregate accounts therefore do not confirm either the billion-dollar estimates or a record-setting budget.

What the published comparisons actually measure
These figures are useful context, but they do not form a standardized ranking. The table distinguishes the reported amount from what it measures and the kind of evidence behind it.

What the Call of Duty figures can—and cannot—show
The three Call of Duty figures above have a more traceable basis than the GTA 6 estimates: Game File reported them from Activision creative head Patrick Kelly’s court declaration. Their stated scope is development costs across each game’s lifecycle, rather than a single launch budget. They show that reported costs for major games can accumulate over time; they do not establish what GTA 6 has cost or prove that its budget is larger.

The separate $700 million characterization for Black Ops 6 comes from PitchBook’s Q4 2025 analyst note. It is not the same evidence as Kelly’s declaration, and it should not be conflated with the more-than-$700-million lifecycle figure reported for Black Ops Cold War.
Why Star Citizen’s billion-dollar milestone is not a budget comparison
Cloud Imperium Games announced in June 2026 that Star Citizen and Squadron 42 had together passed $1 billion in lifetime community funding. This is a combined funding milestone for two titles, not an audited development-cost disclosure for one game. Funding received also is not automatically the same measure as money spent on development.

Why Monopoly Go!’s large numbers do not establish development cost
The Monopoly Go! figures concern revenue and marketing. Game File reported co-CEO Javier Ferreira’s March 2024 statement that the game had generated $2 billion in revenue since launch and that marketing and user-acquisition spend was under one quarter of that revenue. PitchBook’s Q4 2025 note separately said marketing spend exceeded $1 billion. These are differently attributed figures with different reporting contexts; they are not development-budget disclosures and should not be combined into one cost total.

No directly verified, comparable Genshin Impact budget figure is established by the reviewed sources. Estimates for initial development and annual ongoing costs circulate in secondary coverage, but the underlying evidence and accounting scope were not verified here. Quoting a precise total as fact would imply more certainty than those sources support.

What would it take to call GTA 6 the costliest game?
A defensible record claim would need a confirmed GTA 6 figure and comparable figures for other titles. The comparison would also have to use the same cost definition and time window, distinguish one game from bundled titles, and separate development from marketing, funding and revenue. The available figures do not meet those conditions, so whether GTA 6 is the costliest game remains unproven.
